Kung sa bagay, ikaw na ang magkaroon ng “Super electoral machinery.” Ikaw na ang maging incumbent, meaning nasa administrasyon ang mga ahensya ng gubyernong aagapay at susuporta sa Unity tiket; maliban sa hawak sa ilong ang Comelec, namamayagpag pa rin ang mga “Garci” sa buong kapuluan, ang ULAP (union of local authorities of the Philippines), ang mga Liga ng mga bayan at probinsya hanggang barangay at higit sa lahat, ang campaign funds na P100.0 milyon kada isa, maliban pa sa P150.0 milyong gastusin sa campaign sorties, ang millage sa media propaganda exposure.
Tinatantyang may mahigit kumulang na P10.0 bilyon ang gagastusin ng administrasyon sa kampanya para sa Mayo, talunin lamang ang oposisyon mula lokal, distrito hanggang nasyunal.
