CHINA, OFW at '07 Election ang "sumalba" sa ekonomya

Kung dati rati't itinuring kaaway, kinamuhian at nilait ng Pilipinas, ng mga Kanluranin at Kapitalistang Bansa, hindi natin naisip o wala sa ating guni-guni na sa bandang huli, titingalain, UUTANGAN, halos magpalimos at magmakaawa si Ate Glo at ang gubyernong Pilipinas sa gubyernong tinatawag na "Kumunistang" China. Kung babalikan ang kasaysayan, may limang (5) dekada ang nakaraan ng bansagang "speeping giant," atrasadong ekonomya, bansang magulo (Cultural Revolution), nakakatakot at nilayasan mismo ng sariling mamamayan, tumungo sa karatig bansang tulad ng Pilipinas at parang Hudyong kinamuhian.

Sa kabilang banda, dekada 70s ng takasan (political asylum) ng mga kabataang intelekwal na
aktibistang Pilipino ang Pilipinas, tumungo sa China at humingi ng tulong sa isinusulong nitong "peolple's war at demokratikong rebolusyon ng bayan" laban sa diktadurang Marcos, Pyudalismo at imperyalistang Amerikano.

Agad tinugunan ng Partido Komunista ng China ang kahilingan at nagpadala ng dalawang barkong punong-puno ng armas para sa bagong tatag na New People's Army (NPA) at Partido Komunista ng Pilipinas (Maoist faction). Kung 'di nasawata ng government forces ang nasabing 2 barkong (MV Karagatan at MN Andrea II) puno ng M14 at AK 47 sa bandang Palanan, Isabela, baka natulad na tayo sa North Korea. Kung dati-rati'y mataas ang pagtinging rebolusyunaryo ng mundo sa Pulahang China, sa pamamagitan ng kanilang Chairman Mao Tse Tung na nanindigan laban sa US imperialism, Soviet Social Imperialism at tagapagtanggol ng Ikatlong Daigdig, ngayon'y biglang naglaho. Maliban sa ginagaya nito ang US sa pagmamanipula, dominasyon at imperyalista (sa anyo ng bumabahang Made in China), ang China ngayon ang "PROTECTOR ng mga Diktador ng mundo, kasama sa nabiyayaan ng proteksyon ay si Ate Glo't gubyerno ng Pilipinas." Kasama ang buong pamilya, may apat na araw rin akong nakabisita sa China nuong nakaraang taon at nasaksihan ang kombinasyong "ala Hongkong at Frankfurt Germany" na landscape ng Shanghai. Nasaksihan ko rin ang libong Pinoy ang araw-araw na matyagang pumipila sa Chinese Embassy sa Makati upang magtrabaho't mamasyal sa China. May ilang libong mga OFW at TNT ang nagtatrabaho sa China ngayon lalo na sa ilang mauunlad na lunsod ng Shanghai, Shenzen at Beijing.

Tungkol sa usapin at lagay ng ekonomya ng Pilipinas, maaring may katotohana
n o basihan ang nasabing "7.5% na pag-unlad ng Gross Domestic Product (GDP-2nd quarter), pinakamataas mula noong dekada 90s" at ngayong ipinagmamayabang ni Ate Glo sa mundo. Saan ang posibleng panggalingan ng 7.5%? Maliban sa sinasabi ng mga kritikong "consumption based" o may "mahigit P100.0 bilyong election spending" ng pulitiko ang nagtrickle down sa komunidad. May P1.2 bilyon ang ginastos sa electoral campaign ng mga Pineda sa Pampanga at halos may P20.0 bilyon sa mga senatoriable candidates, pre-campaign period hanggang post electoral dagdag-bawas operation. Ito'y nagamit sa "Kasal, Binyag, Libing," sa pamamagitan ng vote buying, panunuhol, TV - radio - print Ads, posters printing, food and beverages at communication.

Pabirong
comment ng isang ka-opisina, "ang election kahit magastos, kahit pansamantala, nakakatulong din pala sa ekonomya, dito lamang nakakabawi't nakakaganti ang mahihirap."

Walang dudang nakatulong din ng malaki sa paglago ng ekonomya ang $12.0 bilyong iniuwing remitances - dollar ng OFW para sa enrollment ng kanilang anak, pamimili ng bahay, apa
rtment, condo at lupa (realty estate booming). Kaya lang, maliwanag na hindi rin ito sustainable, sapagkat, hindi nito nareresolba ang patuloy na pagdausdus ng industria't sektor ng manupaktura dahil sa walang malinaw na "industrial policy ang Malakanyang."

Sa kabila ng sinasabing paglago ng ekonomya, patuloy ang paglobo ng unemployment (7.4%) at halos 20% na under- employment rate sa bansa. Ito ang nagdudumilat na katotohanang lumaki ang bilang ng nagugutom, pagtaas ng tantos ng karalitaan sa bansa at paglaki ng bilang (1-1.5 milyon) ng maralitang lunsod sa Kamaynilaan.

Ang isa sa hindi nating gaanong napapansin na may kinalaman din sa pag-unlad ng ekonomya ng Pilipinas ay ang bilyung dolyar na nilalagak na pautang at puhunan ng mga dayuhan (foreign direct equity at portfolio investment), partikular ang bansang tinatawag na Komunistang China. Kahit paano, ang China ngayon ang lumalabas na tagapagligtas o salbabidang papalubog na bangkang papel na ekonomya ng Pilipinas at iba pang bansang Kapitalistang bansa sa mundo.

Ayon sa Central Bank, dahil sa sigla ng pasok ng dolyar sa bansa, "sa unang walong buwan ng taong kasalukuyan, may $6.75 billion ang Balance of Payment surplus ang bansa (BOP) kumpara daw sa $2.5 billion lamang nuon nakaraang taon."

Ang dalawang dekadang pagbulusok na pag-unlad ng ekonomya ng China ang ikinagulat ng mundo. Anumang klase ng pananabotaheng isinagawa ng US at Kanluraning Bansa ay walang epekto. Maliban sa turing na "pabrika ng mundo," ang China ngayon ang kinikilalang key player sa maraming usapin. Siya ngayon ang pinakamabilis at maunlad na TRADING PARTNER 'di lang ng Pilipinas, ng buong South East Asia, ng buong ASIA, maging sa iiba't-ibang lupalop ng mundo, iba't-ibang mga regional bloc o grupo at organisasyon. Nagpapakita lamang na lumalaki na ang kanyang impluwensya't political clout sa mundo.

Halos lagpasan o itabla na niya ang antas na inaabot na ekonomya ng bansang Hapon, Germany at sa nalalapit na panahon sa hinaharap ang imperyalistang US. Habang nalululong at nakatali ang US sa Iraq, gigiray-giray ang dominasyon ng US sa Asia o maging sa buong mundo, ang China ang nakikinabang at patuloy na lumalakas ang dominasyon sa ekonomya, maging sa pandiplomasya at nakaka-attract ng maraming alyado.

Dahil sa nalalapit na Beijing Olympics (2008), nakatutok sa China ang atensyon ng mundo sa ngayon. Habang patuloy na umiiwas at talamak na nilalabag ng China ang panawagang ng mundo hinggil sa talamak na paglabag sa karapatang pantao (Tianemen, Tibet at grupong Falunggong), patuloy ang restriction sa "malayang pamamahayag (media freedom), internet communication at malawakang pag-aaresto" ng mga aktibistang tumtutol sa patakarang panloob ng China.

Naglunsad ng smear campaign ang US at iba pang mga kaalyado nito laban sa China at sa kasawiang palad, hindi rin naisustained; ang SAR syndrome, ang birds flu, ang depekto ng "Made in China," ang matinding pollution kumukubabaw sa Beijing at Shanghai at pagsuporta sa mga terorista at diktadurang bansa ang ilan lamang sa namumuong mga isyu laban sa China. Dahil dito, may ilang grupong gustong nanawagang IBOYCOTT ang nalalapit na BEIJING OLYMPICS hindi lang natin alam kung kakabig ng malaking suporta ito sa mundo o sa Pilipinas.

Tiklop ang buntot ng Malakanyang na tupdin at isustina ang birada ng US laban sa "Made in China at human right issues." Wala itong komentaryo sa isang aktibistang tumanggap ng Ramon Magsaysay awardee sa human rights na patuloy na nakakulong sa bilangguan ng China. Hinggil sa isyu ng "made in China," kumambiyo agad ang Malakanyang at categorically, nagpahayag na hindi lahat (1-5% lamang) ng produktong China ay palyado't masama.

Tumamime ang Malakanyang na maki-kondena sa mainit na isyu ng Iran Nuclear proliferation (kanyang oil supplier), ang patuloy na pagsuporta sa diktaduryang gubyerno ng
Burma, Darfur sa bansang Sudan, Nigeria at iba pang bansa sa Africa at North Korea. Maliban pa sa papel na maibenta ang kanilang produkto't bagsakan ng surplus na puhunan, sila ang mga bansang masugit na nagsusuplly ng LANGIS at iba pang raw materials na lubhang kailangan ng lumalaking industria ng China. Palatandaan lamang na handang yakapin ni Ate Glo ang China, anuman ang mangyari't magselos man si Uncle Sam.

Maingat si Ate Glo na makaladkad sa nasabing isyu, baka balikan o gumanti ang China, baka mabulilyaso't malintikan ang sariling interest na makapang-LI

8. Ang bagong balitang Grant-tulong na $6.6 milion o P350.0 milyon para sa AFP para palakasin ang defence cooperation ng China at Pilipinas.
9. Ang donasyong $2.5 million (P100.0 milyon) nagkakahalagang mga engineering equipment para sa AFP para sa "development projects" sa mga lugar kung saan malalakas ang insureksyong komunista at moro. Hindi pa natin lubusang nasasaliksik ang ibang mga nauna ng nakapasok na kontrata't cashunduan may tatlong taon na ang nakalipas (NPC-electrification projects). Bukud sa may mga bagong naka-abang na kontrata't cashunduan sa pagitan ng Malakanyang at China, patuloy ang pagpapautang ng mayayamang bansa o multilateral funding institution sa Pilipinas.

Ang sigurado, tulad ng mahabang listahan ng mga maanomalyang kontrata nung panahon ng Diktadurang Marcos (Bataan Nuclear Power Plant-BNPP), ang kawalan ng TRANSPARENCY at bad governance, walang dudang punong-puno ito ng panunuhol at pangungurakot. Ang pinaka-malungkot, handang ipagbili't isangla ni Ate Glo ang Pilipinas sa China, maisakatuparan lamang ang "legacy" nito sa pagtatapos ng kanyang termino sa 2010.


Kung ganito kalaki ang pumapasok at papasok na puhunan at pautang mula sa tusong China, tulad sa bansang Burma at Sudan, tatagal nga't magsusurvive nga si Ate Glo sa Malakanyang.

Kintanar Widow: 'Yes, I Filed the Case Against Joma'

Tulad ng inaasahan, gagamitin ng mga galamay ni Ate Glo ang insidente sa pagkaka-aresto ni Joma sa Netherland. Kaya lang, kapuna-punang magkakaiba ang reaction ng mga tao sa Malakanyang, claimed making sa kampo ng mga anti-komunista at hugas kamay, dedma o "wala kaming kinalaman" ang panig ng isang paksyon.

Tulad din ng inaasahan, over reaction, kung anu-anong ispekulasyon at kapraningan ang naging kalakaran sa bahagi ng Malakanyang, "dahil daw sa pagkakahuli kay Joma, kesyo maghihiganti ang mga NPA at magsasagawa ng malawakang opensibang militar" at bilang tugon dito, nagdiklara ng RED ALERT ang kapulisan at militar. Ayon din sa Malakanyang, dahil sa insidente, "ganap na raw na hihina ang CPP-NPA, lalong lalo na ang insureksyong isinasagawa ng grupo sa buong kapuluan."

Kintanar Widow: 'Yes, I Filed the Case Against Joma'

"Yes, I filed a case (against Sison)," Joy Kintanar said in a text message to Newsbreak. "I might be called to testify (in Utrecht), and that's when I will give my statement," she added.

She said she only had three wishes regarding the case: "I hope Joma is given due process, that the investigation will let the truth out, and that justice will be served as far as Rolly's death is concerned." (mula sa:www5.gmanews.tv/.../2007/08/08282007_joma.jpg)
The case was filed both by Mrs. Kintanar and Veronica "Inca" Tabara, the wife of another slain communist leader, Arturo Tabara. Both widows previously filed affidavits with the Department of Justice last year pointing to Sison as the mastermind behind the separate killings.

Apparently, they likewise pursued the case with the Dutch Embassy. Mrs. Kintanar did not disclose details of the case, but a source close to her told Newsbreak that she did this very quietly because didn't want it to be exploited by the government.

"She merely wanted justice for RK (Kintanar)," the source said. "But she was careful about not being used by the state."

Kintanar was gunned down by his ex-comrades inside a Japanese restaurant in Quezon City in January 2003. The Communist Party of the Philippines (CPP) claimed responsibility for the murder, accusing Kintanar of being a military agent.

Kintanar was commander of the NPA in the 1980s to the early 1990s, shortly before the party split that put him on the side of the "rejectionists," or those opposed to Sison's leadership.

In September 2004, a communist hit squad gunned down Tabara and his companion Stephen Ong outside a mall in Quezon City. Tabara was also part of the rejectionist faction; he was once Party head of the Visayas region.

Sources said that Tabara's wife, Veronica, is likely to provide crucial information that could pin down Sison in court.

Veronica, after all, once served as a member of the central committee of the CPP until the bitter split. Kintanar and Tabara had pushed for a re-thinking of the Maoist strategy of seizing power by encircling the cities from the countryside.

Under Kintanar, the NPA launched massive strikes in the urban cities and expanded the army-an act that Sison branded as a form of "adventurism." In the early 1990s, Sison issued a party directive calling on comrades to "reaffirm" the basic principles of the Maoist party. The document triggered a wave of counter-arguments by Party leaders, notably Filemon "Popoy" Lagman, who then headed the Party's Manila-Rizal Regional Party Committee. Lagman was the first regional head to break away from the Party; he was killed in 2001.

Sison and the CPP fought back and called the opposition leaders government agents.

In an official statement on Sison's arrest, the Dutch ministry said that the alleged communist leader was arrested by the International Crime Investigation Team of the Dutch National Criminal Investigation Department to face "criminal charges for his involvement in assassinations that took place in the Philippines."

The statement said: "The communist leader was suspected of giving orders, from the Netherlands, to murder his former political associates in the Philippines, Romulo Kintanar and Arturo Tabara."

Sison's allies have condemned his arrest (read NDFP's statement here). Bayan Muna officials said they suspect that the government had a hand in it.

What Freedom? What Democracy?

Nasaan ang DEMOKRASYA, kung wala namang tunay na PARTIDO POLITIKAL, walang malinaw na plataporma, ideolohiya at pangarap sa bansa, nasaan ang demokrasya't kalayaan kung ang buluk na sistema ng pulitika (PATRONAGE POLITICS) at halalan at patuloy na nasasadlak sa karalitaan at pang-aapi ang mamamayang Pilipino?

Axis Of Logic

The idea that the United States is the freest and most democratic country on the planet has forever been force-fed into the minds of Americans. In fact, there are really no other countries in the world that can even closely approach the level of freedom and democracy enjoyed by the American people. Americans are unique.

The hidden truth
Where is the democracy in a country and in a world that is being run by transnational corporations? Where even the Congress is tied down by bonds of dependency to Corporate America, Republicans and Democrats alike. Where the rulers have not even been freely and honestly elected by the people? Where the ruling clique consists exclusively of men and women representing Big Money, business executives who have no understanding of what it is like to go sick and hungry? Who have no humility, no compassion, no understanding of how all the cogs in a machinery are important in the process of making the engine run. The voices of the poor have been silenced for so long that the power people have forgotten their sound.

Where is the democracy in a country where nobody can be sure that his vote is even counted in a fair election? Where is the democracy in a country where the children of the poor have no right to a quality education? Where people are kept illiterate so as to be blindfolded and led down a path to nowhere, where there is no hope, no light, no future. Where people are kept half starving and half strangled so as to be cut off from any possibility to revolt in great force and number. Keep the masses weak, ignorant and hypnotized by patriotic propaganda about how we are the best, we are the leaders of the world. What freedom?
What is freedom if there is no right for poor people to get decent healthcare, no right to get a proper education, no right to feel secure in their daily needs, no right to be treated fairly by bosses and security agents? What is freedom if people have no right to trust their own safety and feel confident in their modest dreams for a better tomorrow?

What is freedom in a world of greedy capitalism where nothing matters except the grabbing of the money of the underdog? What is freedom in a world where you have to buy at great expense your drinking water from big corporations that have no other concern but to screw you out of what you have managed to scrape together under inhuman working conditions? What is freedom when you are not even free to breathe clean air because it's gotten polluted by big industry, not free to drink clean water because chemical companies have dumped toxic waste upstream into the water that runs by your house? What is freedom when the resources in your part of the world are claimed by huge corporations in a far-away country?

What is freedom if it takes volunteering to fight an illegal and immoral war and risk your life and your health to get a chance to one day get a good education?

What is freedom when you don't even have the right to get your voice heard in matters that concern you directly? When you are in essence nothing but a slave to your bosses, to the people who run your community, to the people who take your money in taxes to spend on an illegal war and for the obscene enrichment of corporate bosses?

Big Money
The world is not run by common sense. The world is not run by thoughtful politicians. It is run by greed and ruthlessness. A total lack of compassion is the trade mark of the ruling elite. And a total lack of vision, since the only thing that matters is instant gain. Today counts, tomorrow is beyond their attention span.
All the talk about bringing democracy and freedom to Iraq is the most obscene lie, since nobody in the war-crazy clique in Washington had any thought whatsoever of doing a good deed for Iraq. Control and domination were the goals that kept the war machine going. Control of oil and domination of the people so as to subdue them to inaction. Vain and shortsighted goal since in the long run nobody can dominate a people who is set on keeping the country that is theirs for themselves. Thoughtlessly plundering and, absent any firm plans, the U.S. neoconservative junta had nothing else in their field of vision but to gain access to Iraqi oil and ultimately to control the whole region. Shameless hubris, mindless arrogance.

The world is well on the way of losing any semblance of democracy under the active undemocratic force of the big corporations that dictate the finances of the planet without the slightest consideration of what is good for the people. The invisible people who make up the base of all the activity that underlies the world of Big Business. The invisible people who are powerless in this world of greed and urge to dominate and control. Political power is for those who pay; the lobbies buy influence and all the rest is hypocrisy and lies.

The future of the U.S. empire
The American empire, however, may well one day soon find itself in an impasse, since they are not as mighty and overpowering as they seem to think. Their simplistic way of setting out to conquer the world will certainly, in one way or another, be thwarted by other great powers who want their share of the booty. The Russian-Chinese cooperative, brought together by their common wariness of the U.S. empire, and even docile India will not sit by and watch the U.S. take over the whole Middle East and Central Asia region. The neocon junta in Washington thought it would be child's play to take over the running of the world, they had visions of invincibility and of everlasting Republican rule, but at this very moment they are in a tight spot and the future will tell how stable or unstable the U.S. empire actually is. The ever increasing need for energy, and thus for a piece of the pie, in the emerging great nations makes it highly unlikely that the United States will be allowed to dominate the world scene and the oil supply unilaterally for ages to come.

The question left open is whether one day we will be able to take back our democracy and our freedoms and build some form of an equitable world where wide-spread hunger is not the cancer on our society that it is today.

On Human Rights and Democracy: May the UN Walk the Talk (Arbitrariness. Unilateralism. Abuse. Harassment)

These are words we do not normally attribute to the United Nations. Oftentimes we have seen the UN proactively responding to cases involving these. We are alarmed that now, a UN official is associated with the very things that are anathema to UN values.

Ms. Nileema Noble has been the UN Resident Coordinator and UNDP Resident Representative in the Philippines for more than a year. We are aware that numerous staff under her, whether temporary or fixed term, have complained and filed cases detailing verbal and physical abuse and arbitrary termination of employment contracts. We are appalled that numerous incidents involving Ms. Noble establish a pattern of systematic abuse of authority and downright harassment.

The UN has set historic precedents in human rights observance over the past decades. Ironically now, the human rights and dignity of UN staff in the Philippines are being trampled. We cannot stand idly by.

We are further alarmed that Ms. Noble's arbitrariness extends to external partnerships. She unilaterally invalidates existing contractual arrangements between the UNDP and government/ academic institutions. Many affected agencies, through sundry statements and letters, have expressed deep concern and disappointment over these actions, citing the lack of
consultation, mutual respect and professionalism.

All this, we have learned, is done in the name of "effecting change." Who does not want change? What we cannot be silent about, however, is the use of this supposed "change agenda" as a pretext and a license for excessive behavior with impunity. We are for change in favor of more
democracy, more consultation, and more professionalism. We cannot support a change process towards unilateralism, tyranny, and utter disregard for basic rights.

We, from the civil society community in the Philippines, have a stake on how the UN conducts its programmes and operations in the country. We are ready to support and cooperate with the UN, but we remind the UN to heed the words of Cardoso:

"The world stands today at a very delicate juncture. The United Nations needs the support of civil society more than ever. But will not get that support unless it is seen as championing reforms in global governance that civil society is calling for..."

It is in this spirit that we call upon the UN to deal decisively with the living paradox within its ranks as embodied by its highest official in the country, Ms. Nileema Noble. It is imperative that the UN correct this intolerable situation. We expect far higher standards of ethical conduct and professionalism from its representatives. Otherwise, they must go.

Utak DIKTADOR at PASISTA, nananatili sa loob ng AFP / MALAKANYANG

Isang insultong mensahe ang ibinalagbag ng AFP - Philippinre Marines Corp. Gym para sa mga sundalo na napatay sa Basilan. Nakasaad ang mga PROPAGANDANG;

Mukhang may kaugnayan ang mensaheng ito sa kabaliwang panawagan ni Ate Glo na "burahin, durugin at tiris-tirisin sa loob ng tatlong taon ang lahat ng klase ng rebelyon at insureksyon sa mapa ng Pilipinas." Bago magtapos raw ang kanyang termino sa 2010, wala na ang CPP-NPA, wala na ang MNLF at MILF.

Ano ang basihan ni Ate Glo, nagkaroon ba siya ng malalimang PAGSUSURI'T PAGSUSUMA at binalikan ba niya ang kasaysayan at ugat ng rebelyon at insureksyon sa bansa? Na-assess ba ang kahinaan at kalakasan ng iyong mga kaaway at galamay sa pulitika? Sa usaping estratehiya't taktika o sa handling na lamang sa muslim insurgency, bokya na, sa Maoist insurgence pa? Simple lang ang dahilan kung bakit, talo at tatagal ang labanan sa Mindanao;
Una, dahil (they don't know the enemy, they can't find them) hindi nito kilala ang kaaway, hindi rin nito makikita't mahahanap ang kaaway. Muling ipinangalandakan ni Ate Glo na barbarians ang mga "ENEMY of the STATE" na naglalayon lamang na wasakin ang "demokratikong pamumuhay" ng ating bayan. Ang kapansin-pansin, mukhang wala sa sarili, lutang, PRANING na, wala sa konteksto at higit sa lahat mukhang NABABALIW na si ATE GLO.

Kung babalikan ang naturang mensaheng mga nakasulat na, "It's the SOLDIER..," ipinakita sa Philippine Marines Corp. Gym, mukhang maipapako sa "banana republic" circa 1930s hanggang 1970s framing ang Pilipinas. Aasahang muling lalakas ang rebelyon at insureksyon, muling lalaganap ang paglabag sa karapatang pantao, titindi pang lalo ang POLITICAL KILLINGS, hindi malayong matutulad tayo sa PAKISTAN, BURMA, SUDAN, kundi man IRAQ o AFGHANISTAN. Ano ang kahulugan ng mensaheng ipinakikita sa Philippinre Marines Corp. Gym? Kagagawan ba ito ng mga Marines, ng Army o ng Malakanyang? Ganap bang maglalaho na ang aktibong papel ng mamamayan, ang papel ng taung simbahan, MEDIA at ACADEMIC community? Mabubuhay bang muli si HITLER, MOSOLINI at STALIN sa Pilipinas? Buburahin na ba sa kaisipang civilian supremacy over the military? Ang lahat na lang ba ng pag-asa ay nakasalalay sa SUNDALO?

Kung ang kulturang karahasan, armas at kasabihang "sa dulo ng gatilyo (ang maghahari) ika nga ni MAO" ang siyang iiral at dio-diyosin sa lipunan, walang panalo, puro talo, paikut-ikot lamang at hindi matatapos ang rebelyon at insureksyon at kailan ma'y hindi natin matatamo ang kapayapaan. Ang malungkot, mas may tendensiyang mahikayat ang susunud na henerasyon na yakapin ang extremismo at anarkismo.

Kung may utak diktador at pasistang pag-iiisip sa loob ng AFP, hindi na nakakapagtaka't hindi na bago ito. Ang unang casualty nito'y ang demokrasya habang aani naman ang mga extremista. Kung ito ang aagaw at paiiralin ni General Esperon, ni Ate Glo at kanyang mga alipores, susunod na hakbangin ay ang pagbubuwag ng KONGRESO, SENADO, MEDIA, aktibong mga mamamayan at diklerasyon ng Martial Law.

Ihahanda na rin ng mga GENERALS at ni Ate Glo ang inaasahang ISOLATION ng mundo. Ang reaksyon ng United Nation, ang lahat ng pandaigdigang organisasyong nangangalaga ng karapatang pantao at kapayapaan, ng US Congress at Senate, ng European Union at ASEAN.

Kaya lang, hindi natin alam kung ano ang posibleng reaksyon ng mga aktibistang junior officers na nasa kabilang bakod ng spectrum sa AFP. Malamang sa hindi, tutol ito sa maitim na balak ng pamunuan ng AFP. Kung magkataon man, lagot kayo sa grupong MAGDALO, mga aktibistang sundalo tudad ng YOU (Young Officer Union), Soldier of the Pilipino People, Reform the Armed Forces Movemen at higit sa lahat kay Senador Trillanes ng MAGDALO.

A letter from The Concerned Citizens of Basilan regarding arms proliferation in their province

Malamang ito ang isa sa mga tinutukoy ni Sen Trillanes na mga pulitiko sa lokal at ilan sa Malakanyang na may kagagawan sa pagkaka-ambush sa mga marines. Parang pone (chess) na isinakripisyo ang mga marines, pugut ulo at anim na mga bayani, bagong graduate na PMA. Ito'y layuning pag-alabin ang mamamayan at AFP sa isinasalang na "gera kontra terorismo" sa Mindanao.

Kung may mga ganito tayong klaseng pulitiko sa lokal, may Governor Wahab Akbar ng Basilan, Ampatuan ng Maguindanao, mga katulad ni Akbar ng Ilocos Region, Central Luzon at Souhern Tagalog at maraming pang Ampatuan sa buong kapuluan, hindi nga tayo magkakaroon ng kapayapaan-katahimikan, kahit sampung taon (10 years) walang dudang hindi-hindi mareresolba ang insurgency problem sa bansa. -Doy / IPD August 24, 2007

(We received this anonymous email from the Concerned Citizens of Basilan. It was addressed to GMA hoping that her administration will do something about it. Well, let us hope for the best...) 1. Governor Wahab Akbar of the Province of Basilan, was recently engaged in the massive illegal procurement of high-powered firearms and distributed the same to prospective assassins, known notorious killers, criminals and hoodlums, including possibly a number of
the Abu Sayyaf Group in the different municipalities in Basilan, specifically the municipalities of: Tipo-Tipo, Al Barkah, Ungkaya Pukan, Sumisip, Maluso, Lantawan, Akbar, and Mohammad Ajul.

2. The said armaments included four (4) units of 81mm Mortars; four (4) units 90RRs (Recoilless Rifles) an anti-vehicles and anti-personnel use tubes; one (1) sniper rifle meant to assassinate Wahab’s political opponents; and several hundreds of M16s (automatic assault rifles), M60 rifles (sub-machineguns) and M203s (grenade launchers).

3. More or less the said firearms amounted to roughly P279M, which amounts were undoubtedly squandered from the National Government funds released to the Province through the provincial government office, the provincial government funds allocation from the ARMM, the provincial government Loan from the PNB and the Province’s monthly internal revenue allotment (IRA).

4. Governor Akbar figured on several instances in codling criminal elements in the Province. For instance, on October 30, 2005, a certain Majang Apalin was arrested for a crime of murder (Criminal Case No. 3293-256) by elements of the PNP led by Police Senior Inspector Chritopher W. Panapan in the town of Lamitan. In less than two hours, B
asilan Provincial Police Director Andulwahab Karimuddin, on order of Governor Akbar, took the subject criminal into his custody and released the same instantly without being committed to the court as required by law. Almost instantly, Inspector Panapan and five police officers who constituted the arresting team were ordered relieved from the Lamitan Police Station upon the instruction of Gov. Akbar.

Another incident that manifests Governor Akbar’s intimacy with the criminal elements took place when a certain Naim Latip (Criminal Case Nos. 4472-1012 for murder; and 4473-1013 for frustrated murder) was arres
ted by a police team in Lamitan, Basilan, on October 25, 2006, also led by PSI Christopher W. Panapan. For this reason, Gov. Akbar again requested the Police Provincial Director, Col. Binuddin, to relieve PSI Panapan in the guise of assigning the latter as the Operation Officer and later Assistant Provincial Director at the PNP Provincial Office in Isabela City, and SPO2 Ramon Lahaman as personal security of the governor, but the truth this was a scheme to prevent the said police officers from continuously effecting the arrest of wanted criminals who are the governor’s protégé. This is not to mention that Governor Akbar was likewise directly engaged in manipulating the safe released of the Abu Sayyaf Group who were trapped at the Jose Ma. The funding sources of the Governor in the procurement of the huge weapon arsenals in the province could be gleaned from the following unaccounted funds poured in to the Provincial Government, to wit:

1. FROM THE ARMM: Some P10 M allocated by then Regional Governor Parouk Hussein intended for the construction of the Government Center in Lamitan, Basilan Province. Governor Akbar requested the realignment of these f
unds from the incumbent Regional Governor Zaldy Ampatuan for the construction of the Maluso public market but this was never implemented; another P16M allocated by the present ARMM government and released through the provincial government’s office intended for various infrastructure projects in Basilan, was likewise never implemented by Governor Akbar; and still another P50M allocated by the ARMM and released to the Provincial Government was not also implemented.

2. FROM THE NATIONAL GOVERNMENT, the amount of P30M released by Department of Agriculture through the Provincial Government intended for rubber tree propagation was not also implemented by Governor Akbar. He simply took picture of the existing rubber trees he already planted in Puno Mahadje and Sumagdang in Isabela City, in the agrarian reform land he illegally took over and redistributed to his relatives and followers, to justify its liquidation; and some P20M released by DPWH for road projects supposed to be implemented thru MOA by the Province, was likewise not implemented.


3. FROM THE PNB P160M LOAN - The 3rd loan negotiated from and released by PNB to the Province breakdown as follows: P120M for the construction of the new Provincial Capitol building, P30M for Rubber Tree propagation which was actually for his own private farm, although he distributed a small quantity of rubber trees to individual farmers to justify the same; P20M to buy a 10 hectares lot in Sumagdang, as the site of the new Provincial Capitol building, which was overpriced by as much as P1.8M/ha. because the actual price of the lot in the area is only P180,000.00 to P200,000.00 per hectare; and


4. FROM THE PROVINCE, the P28M monthly IRA share of the provincial government could not also be accounted for, as they were disbursed not in accordance with the guidelines provided for by the Sangguniang Panlalawigan, as required by law. Even those intended for salaries and benefits of the provincial government employees were, unfortunately, not paid nor their GSIS contribution and loan amortizations were remitted for months now; The P26M share of the Province from the Supplemental Budget of the National Government representing the Province’s IRA then withheld could not also be accounted for.


These are only some of the sources of funds we knew. But there are still other funds released either by the ARMM or National Government to the Province which we may have not known but were being utilized by the Governor in the illegal procurement of the said high-powered firearms he distributed to different municipalities for the hoodlums and the notorious criminals.


As an immediate measure, it is strongly requested that all national government funds intended for infrastructures and such other development programs intended for implementation by the Provincial Government other than those intended for the payment of salaries and similar benefits, be withheld or suspended until after the foregoing financial mismanagement shall have been thoroughly investigated, and the those responsible be charged accordingly.
