Chief of Staff and Liberal Party (LP)



Malaking sablay raw ang napipintong pagtatalaga kay Mar Roxas bilang chief of staff (CoS) ng Malakanyang. Si Mar, ang natalong ka-tandem sa Presidential election ni Noynoy Aquino, dating senador-kalihim at pangulo ng partido Liberal (LP), ang mayoryang partido sa kasalukuyan.

Sa mga kritiko, walang lugar ang isang chief of staff (CoS) kung sa dating nakagawian istruktura ng paggugubyerno siguro ang pagbabatayan. Kayang-kaya na raw gampanan ng isang Executive Secretary (ES) sa katauhan ni Sec Paquito Ochoa ang trabaho sa ehekutiba. Si Ochoa, ang kasalukuyang tumatayong little president, dating katiwala ni Mayor at Speaker Sonny Belmonte, kilalang Samar faction, walang kinaa-anibang partido, personal na pinagkakatiwalaan at classmate ni Noynoy Aquino.

Dahil redundancy ang position ng CoS at ES, magdudulot raw ito ng kalituhan at kaguluhan sa burukrasya. Isa rin daw na pagpapatiwakal sa pulitika (political suicide) ang CoS position kung may hangarin si Mar sa 2016 presidential election. Kasabay ng pagkakatalaga kay Mar Roxas ang patuloy na pagbagsak sa public satisfaction rating ni Pnoy dulot na rin ng factionalism, labi ng katiwalian sa burukrasya, lalo na sa region, local politics at kahinaan sa paggugubyerno.

Maaring "political accommodation, power play, 2016 positioning o isang tipo ng party strengthening" na may kasamang pagsusulong ng “reform agenda” sa gumegewang na administrasyon ni Pnoy ang magiging papel ng CoS. Aasahang kaliwa't kanan ang pagtutol sa kakaibang chain of command na posibleng magresulta ng kaguluhan, paghina o dili kaya'y paglakas at katatagan ng administrasyon. Kung walang abirya at counter moves ang grupo ni Ochoa at Noynoy Aquino, mukhang "itatalaga na si Mar sa bagong pwesto, bilang trouble shooter, direction setting at institutional building" ng administrasyon.

Strong party based rule?
Hindi tulad sa mauunlad na kanluraning bansa (Europe) at Brazil, unpopular at buguk ang political party sa Pilipinas. Sapagkat, ang alam ng mga Pinoy, parti-partihan sa pandarambong, TRAPO-kasal binyag libing, clanist, personality oriented at predatory ang mga pulitiko.

Nakatanim sa utak ng Pinoy na walang pagkakaiba ang mga partido, ito ma’y LP, NP, Lakas-NUCD, KBL, PDP-Laban, LDP at NPC. Nabubuhay sa tuwing election at ginagamit ang partido bilang behikulo sa pampersonal at factional political ambition. Lahat sila ay non-ideological, elitista at oportunista sa kung sino ang nakaluklok, doon sila nakasuso.

Sa ating kasaysayan, wala pang tunay, matino, pormal at desiplinadong partidong naitayo na nagpatakbo at namuno sa isang gubyerno. Ito ang konteksto kung bakit wala ng katapusan at well entrench ang kurakot, hati-hatil at mahinang estado (weak state) o mahirap ang Pilipinas. Ito rin malamang ang mga kadahilanan kung bakit kinakailangang palakasin at iinstitusyunalisa ang mga partido, partikular ang LP, ang namumuno at dominanteng partido sa bansa.

Sa mga aktibistang nawawalan na ng pag-asa, sinasabing ang pagtatalaga kay Mar Roxas bilang chief of staff ay maaaring “isang ruta patungo sa matuwid na landas,” kung saan aakuin na ng partido ang kapasyahang maisigurado ang “reform policy agenda” sa tulong, partisipasyon at suporta ng mamamayan sa administrasyon ni Pnoy. Ewan lang natin?
