Zionistang Israel at Gen Palparan: kambal TUKO

Kung ano ang ginagawa ng Zionistang Israel sa LEBANON, ang siyang GINAGAWA rin ni PALPARAN sa atin. (mula sa isang linya ng awitin Santong Kabayo ng YANO,: “kung ano ang ginagawa ng iyong kapatid, ang siyang ginagawa mo sa akin...”)

Hindi ko alam kung isa itong KARMA para sa gubyerno. Hindi ko rin alam kung ganap ng matatauhan si GMA at si Palparan sa kasalukuyang nagaganap sa Gitnang Silangan (Lebanon at Gaza). Hindi ko rin alam kung ito'y magsisilbing aral o magbibigay daan upang mamulat, itatwa at ganap na baguhin ang pasismo ng estadong (estratehiya't taktika) patakaran tungo sa ganap na kapayapaan at kaunlaran ng bansa.

Sa aking pakiwari, kaya kimi, tahimik at hindi pumupusisyon si Ate Glo sa patuloy na krimeng pandigma ng Zionistang Israel, bukud sa masugit na kalyado ni Uncle Sam ay nakikita nito ang anino ng sarili, ang sariling bersyong "total war" na kumikitil ng maraming buhay na civilian, mga lehitimong organisasyong naghahanap ng katotohanan at hustisya ng country.

Kung ang Kofi Anan ng UN, ASEAN at si Santo Papa sa Vatican ay nananawagang "Itigil ang walang kalutay-lutay, walang ka-ese-esensyang digmaan sa Gitnag Silangan at kagyat na ipatupad ang ceasefire", walang dahilan upang humiwalay at katigan ni Ate Glo ang promotor ng digmaang si Bush habang sinasalanta nito ang mahigit 30,000 OFW at ipinapatupad ang sariling digmaan (dirty war) anti-INSURGENCY sa sariling mamamayan nito.

Patuloy ang karumaldumal, brutal, marahas at rasismong panloloob at agresyon ng Zionistang Israel sa Lebanon at Gaza. Hindi alintana ang mahigit isang milyong napapariwarang mamamayan, walang pasing-tabi sa mahigit 600 mamamayang Palistino at Lebanese na namamatay sa digmaan. Ang nakakalungkot, ginagawang excuse, binigyang katwiran at isinisisi pa sa Hizbolla at Hamas ang karumaldumal na krimeng kinakaharap nito.

Lehitimong nakikibaka ang Hizbolla at Hamas para sa kalayaan, soberanya, pagpapasya at pagtatanggol ng lupang tinubuan. Ang nakakatawa, gusto pang palabasin ng Zionista na siya ang si David (na ang hawak ay isa lamang TIRADOR-katsuya missile) at hindi si Golliat (na may kargadang BAKAL na ARMAS-F-16, high tech na tangke de Gera at supistikadong long range missile) na kontra-bida ng kasaysayan.

Pilit na ikinakatwiran ang linyang buluk at lumang tugtuging, "pakawalan ang dalawang Israeli soldiers na kinidnap raw ng mga gerilyang Hizbolla", habang ikinukubli ang libu-libong militanteng Lebanese na nagdurusa't nakapiit sa mga bilangguan na kinidnap din ng mga (Israel Defence Force) IDF sa hangganan ng dalawang bansa.

Ang neutral at walang pinapanigan, walang kamuang-muang na 30,000 OFW na ang hangad lamang ay maghanap buhay, maibangon ang sariling pamilya pag-uwi sa Pilipinas, mamamayang Lebanese at daan-daang libong Kristiyanong manggagawa ng iba't-ibang bansa sa Ikatlong Daigdig, ay garapalang piniperwisyo, nililigalig, tinatakot, sinasalanta at inaalisan ng ikabubuhay ng Zionistang Israel sa tulong at suportang agapay ni BUSH at ni Blair ng Imperyalistang Amerikano at Britanya.

Walang basehan ang banta ng pananalakay na pagdusahin, parusahan at durugin ang Lebanon dahil lamang sa pagpapabaya at pangungunsinti kuno nito sa pamamalagi at existence ng militanteng Hizbulla. Bukod sa halal at may kinatawan ito sa parliament, bahagi at kaparte ng Lebanon bilang isang nasyon ang Hizbolla sa kabuuan.

Bilang isang bansang malaya, responsibilidad at pananagutan nito ang panteritoryong integridad, magpasya at may kasarinlan. Walang karapatan ang istadong Zionista na manduhan, magdikta at makialam sa panloob na usapin ng bansang Lebanon.

Tulad sa kaso ng Pilipinas, may daanlibong mamamayan ang nasalanta sa patuloy na hidwaan at digmaang AFP-PNP laban sa mga kapwa Pilipino (MILF, MNLF at CPP-NPA). Sa kasalukuyan, dahil sa kampanyang anti-insureksyong at sa time frame na “sa loob ng 2-3 taon ay maigugupo ang insureksyong kumunismo,” may mahigit ng 600 un-armed civilians, walang kamuang-muang o mga political killings sa kabuuan ang napapatay sa “all out war” na patakaran ng gubyernong Macapagal-Arroyo.

Kabilang ang gubyernong Pilipinas sa patuloy na lumalabag sa pinirmahan nitong International Humanitarian Law ng United Nation (UN) at Amnesty International sa mundo. Ngunit, ang nakakalungkot, isa sa kinikilala ngayon ang gubyernong GMA sa pinaka-may malubhang kalagayan ng paglabag ng karapatang pantao sa Asia. Nalagpasana na natin ang record ng Burma, North Korea, Ceylon at Afghanistan. Baka ka-level na natin ang magugulong bansa sa Africa.

Walang lugar sa mundo ang terorismo lalo na't kung ito'y iprinopromote at itinataguyod ng isang ISTADO laban sa kanyang sariling mamamayan. Tulad ng paulit-ulit kong banggit, isa itong kanal na pinagbubuhatan ng lamok ng panibagong karahasan at terorismo.

Ang panunupil, ang pasismo at ang paglabag sa karapatang pantao ang nagbibgay buhay, reruiter at tumutulong sa pagpapalakas ng insureksyon at rebelyon sa bansa. Sa akalang (Palparan) madudurog, mapipilayan at hihina, ang totoo'y nagiging abono (fertilizer) pa ito upang ganap pang lumakas ang diwang mapanglaban, ang diwang rebolusyunaryo ng mamamayan. Ito ang kasaysayang hindi maaring talikdan ng mundo.

Kung matatandaan, magkaparehong naitatag ang milintateng Palistinian Liberation Organization (PLO), ang mga militanteng Hamas at Hizbolla sa gitna ng matindi, malupit at barbaric na panloloob ng mga Zionistang Israel sa teritoryo ng Palestino at Katimugang Lebanon may ilang dekada ang nakalilipas.

Kung sa konteksto ng Pilipinas, naitatag ang rebolusyunaryong mga Katipuneros, ang KKK sa gitna ng mapang-aping Kolonyalistang Espanya. Naitatag ang HUKBALAHAP sa gitna ng pasistang patakaran ng Japanese Imperial Army. Naitayo ang Hukbong Mapagpalayang Bayan (HMB) ng Partido Kumunista sa gitna ng katindihan ng pang-aapi, (political repression) pagmamalupit ng estado at usaping AGRARYO sa kanayunan. Naitatag ang MILF at MNLF sa gitna ng pananakop, kaapihan, kalupitan at pag-iitchapwera sa hanay ng Kamorohan. Naitatag at lumakas ang NPA sa katindihan ng diktadura at laganap na panunupil sa karapatang pantao.

Ito ang itinuturo ng kasaysayan.

Sobrang Kaapihan na'to sa OFW!!

Sa akalang giginhawa ang buhay, sa pangarap na maiaa-ahon ang kabuhayan at mapag-aaral ang bunsong anak, sa akalang makakapag-patayo ng isang munting bahay, sa pag-aakalang tutulong at nasa likud nito ang OWWA-Gubyernong 'Pinas kung sakaling malagay sa alanganin dahil sa $25 na pangongotong sa kanila.

$100 na nga lang ang sinasahod (P5,000/mo), asal alipin ang kapalit. Ikinulong sa kwarto, ginahasa, pinagsabihang “isa ka lang Pinay, katulong ka lang, hindi ka namang isang Kano, German, Frances na proprotektahan ng sariling gubyerno at iiwasan-iilagan ng bansang Israel, Nani ka lang dito, tama lang sa'yo yan, dapat maiwan ka muna dito!” sabi ng isang among Lebanese sa isang Pinay na katulong. Bakit ganito ang tingin ng MUNDO sa bansa natin?

Nagtataka pa tayo kung bakit inaapi-api ang mga Pinay sa ibayong dagat? Sobra na'to, sobrang pang-aalipusta na to, daig pa nito ang mga libu-libung ITIM (aliping african- na byinahe mula Africa tungong americas) na inalipin sa Amerika may limang-daan taon na ang nakalipas. Nakakaiyak na ito, malaking isyu na toooo.............

Pwede pang unawain, kaya pang intindihin, kaya pang tiisin ang pang-aalipin dinadanas ng mga OFW sa Lebanon. Ang nakakalungkot dito, ang masakit dito, sa PAG-AAKALANG ang magsasalba sa kanila, tutulong, NAKADAGDAG pa sa PABIGAT, nakipila na rin sa panggagahasa ang OWWA-gubyerno ni Ate Glo. Parang sugatan na't pinahiran pa ng asin at kalamansi, pinainum pa ng sukang maanghang, pinagdamutan pa, pinagka-kwartahan pa, pinagkakitaan pa!

Nasaan ang pondong P8.0 bilyon ng OFW? Tulad ng inaasahan, pinag-intirisan na naman ng mga pulitiko ang P8.0 bilyon pondo ng OFW, sa tulad din ng kinasapitan ng pondong kabayaran sa mga biktima ng Human Right violation ni Marcos, ginamit sa campaign fund nuong 2004 presidential election!

Bakit mukhang tahimik o may kagabalan ang posisyon ng kilusan dito't mga KALIWA, dahil ba sa pagod na't naubos na rin ang pondo sa rally, mobilization nung July 24, SONA o isyu lamang ba ito ng INSTITUTION? Nasaan ang Akbayan at Laban ng Masa rito? TANONG LANG!

Katatapos sabihing “force evacuation” na ang OFW sa dinudurug na bansang Lebanon, ni Ate Glo, unti-unting naglalabasan na, nagsisingawan na ang mga baho't anomalya. Walang umaamin, nagtuturuan na ng mga nakurakot, malversation at nawawalang mga pondo ng OFW.

Pinagtulungan ng DFA at OWWA si Al Francis Bichara, Phil Ambasador sa Lebanon at dating giberndor ng Albay, “kung bakit daw hindi nagli-liquidate ng pondo ito at bakit daw nawawala sa Beirut, sa kanyang pwesto?” Nag-counter attack ang pulitikong si Bitchara, “anong ililiquidate namin, anong pondong pinagsasabi n'yo, wala pa kaming pondong natatanggap dito” at halos pera ko nga lang, paluwal ko na nga lahat ang ginagastos ng operasyon namin dito!

Ang tanging kumampi lang kay Bitchara ay si Sen. Gordon (pinuno ng Phil Nat'l Red Cross) at kababyan nitong si Sen Joker Arroyo. Ang huling balita, mukhang nagsorry na si Bitchara sa dalawang ahensyang dorobo ng gubyerno.

Nag-utos si Ate Glo ng P150.0 milyon pandagdag gastos pondo sa evacuation, pero ang masaklap dito, bakit kailangang pang maglabas ang National Government ng P150.0 para sa repatriation? Nasaan ang PONDO ng OWWA??? Ang problema, hanggang sa huling sandali, 'di pa rin ito nakakarating sa kamay ng mga umaagpay na OFW sa Lebnon.

Bagamat nandun na ang special envoy na si Gen Cimatu, naging inutil ito, mukang tanga, wala itong kamuang-muang kung kanino makikipag-coordinate, kung ano ang gagawin, kung sino ang bosing sa operasyon at kung saan ang pondo, dahil wala sa kanya ang PONDO!

Ang totoo nito, na sa mga kamay na ng DFA ang kwarta at "idiliver na raw ito sa Embahada ng Lebanon at ginamit na raw sa mga charter flight na inarkila ng DFA." Magkano ang KOMISYON sa airline companies?

Kung naidiliver na, kanino ibinigay? Sobrang bagal, kung sa pangongotong ng $25 kada OFW parang kidlat, pag sa serbisyo't balik tangkilik, paiyakan na! Ang isa pang totoo, ang dapat talagang mangasiwa, main responsibility sa reptriation ng OFW ay ang OWWA, wala ng iba pa!

Ayon sa mandato ng OWWA, isinasaad ng Section 15 ng Migrant Workers at Overseas Filipinos Act ng 1995 (Republic Act No. 8042), “lahat ng gastusing patungkol sa repatriation ay babalikatin at sasagutin ng ahensya”. Nakalagay rin sa batas na “sa kasong may GERA, epidemya, disaster man o kalamidad, natural man o man-made, minamandato ang OWWA na mag-coordinate sa international agencies sa opersyong evcuation ng mga OFW pauwi sa Pilipinas. Ibig sabihin, inilalahad ng batas na magkaroon ng emergency repatriation fund, sa initial outlay na P100 million, na siyang pangangsiwaan nito.

Maliwang na hindi si Bitchara, hindi rin si Cimatu at lalong hindi ang DFA ang nakatoka sa isyu, bagkus ang OWWA ang mas may pananagutan at responsible sa isyu ng OFW. Ang tanong, kung totoong hawak ng DFA ang pondo ng OFW na P8.0 bilyon, bakit sila ang may kontrol, nasa personal account ba nila ito? Sabihin na nating hawak na ng OWWA ang pondo, bakit parang pinatatagal at itinatago? Dahil ba sa lumalaking interest nito sa bangko, naghahagilap pa dahil (replenish) may pinaggastusan (2004 election), pinagkakakitaan ang pondo sa money market, nakurakot na o naibulsa na?

Hindi mawawala sa country ang pagdududa, maraming alegasyon, maraming hinala, dahil SAID na ang pagtitiwala sa gubyerno. Nandiyan ang isyu ng fertilizer scam na nagamit sa Presidential election nuong 2004, ang PHILHEALTH card na ginamit sa 2004 presidential election. Inamin mismo ito ng dating Labor Sec. Patricia Sto. Tomas na nagchannel siya ng pondong P2.8 bilyon mula sa OWWA patungong PhilHealth.

Malinaw na labag sa batas ito! Ang pondo ng OWWA ay dapat exclusibong sa OFW lamang gagastusin at sa kapakanan lamang ng OFW lamang ito! Kung sila, pwedeng lumabag sa batas, kung ang oposisyon, bawal! Kupal talaga.

Tatlong buwan bago ang Presidential election 2004, inilunsad ni Ate Glo ang P3.0 bilyong “UNIVERSAL HEALTH INSURANCE COVERAGE” para sa mga empleado ng gubyerno at pribdong sektor sabay dinistribute ang Philhealth card na may litratong mukha ni Ate Glo (ala pulyeto/campaign materials) . Nakatanggap ba ang ilang kakilala n'yo rito? Pondo pala yan, dugu't kaluluwa pa la yan ng mga manggagawa sa ibayong dagat (OFW)!

Wala talaga tayong maaasahan sa mga INSTITUSYONG (tanging mga alipores ng iligal na nag-uukupa sa Malakanyang) nakatalaga upang maglingkod sa ating mga abang kababayan. Sobrang Kalapastanganan na'to sa OFW!! Gabaan sana KAMO!

Danes happiest people in the world, RP ranks 78th

Ang mga Danes (Denmark) daw ang pinakamasayang tao sa mundo! Ibinase, isinukat at ibinatay ang survey sa health, wealth, education, sense of identity at the aesthetic quality ng kanyang landscape. Isinagawa at ipinablished ito ng University of Leicester academics sa United Kingdom at nailagay ngayon (july 29) bilang front page ng Philippine Daily Inquirer (PDI).

Pumasok sa top 20 ang Scandinavian countries at siyempre pa, pang-labing lima (15th) ang bansang Netherland, ang bansang paboritong lagakan ng mga asylum seeker ng 3rd world pipol-countries.

Pam-pitumpu't walo (78) ang Pilipinas. Kung sa bagay hindi naman ito nakakapagtaka. Pumangalawa ang Swisso, 10th ang Canada. Ang mga BORING ang buhay (meaning puro trabaho, wala ng loving-loving?); 23rd ang US, 26th ang Australia, 31st ang Saudi Arabia, 35th ang Germany, 41st ang Britain. Ang walang kabuhay-buhay, buryong (bad trip-seryoso?) at malulungkot ang buhay ay; 62nd ang France, 63rd ang Hongkong, 64rd ang Indonesia, 76th ang Thailand, 82nd ang China, 90th ang Japan. Posibleng tama ang isinagwang survey.

Nakarating din tayo sa Denmark noong 1996, may dalawang buwan din namalagi, umikot-ikot, pasyal, miting ng iba't-ibang klaseng pipol (socialist, anarchist, communist, liberal). Bahagi ng exchange program ng ELF folkschool at DA (Danish FAs).

First time na nga lang lalabas ng 'Pinas, naharang (with my partner si May) pa kami pa-boarding area, nakita sa computer ang pangalan naming naka-hold departure order list ng Phil Immmigration. Ayusin daw muna namin ang tinakbuhang (jump bail) kasong rebelyon at insureksyon (RA 1700) sa Bicol, Legazpi, Albay. Sa madali't sabi, sa dami ng rumesponde, sa loob ng isang linggo, natuloy ang biyahe.

Kakaiba ang bansang Denmark at maging ang tatlo pang bansang kinabibilangan sa Scandinavia, sa Northern Europe. May ilan na rin akong naunang nabasa hinggil sa iba't-ibang klase ng mga survey, sa mga rating ng Denmark hinggil sa pangungurakot at kriminalidad (zero corruption at crime rate).

Una kong (personal) impresyon at na-obserbahan sa bansang ito ay parang Netherland ang dating, maski walang oil price hike-energy crisis nakabisikleta ang mga tao (bata, matanda). Mukhang environmentalist na ang inabot na kalakaran ng tao dito. Mukhang matagal ng tradisyon ng bansa ang pagbibisikleta. May provision o sariling parking area na at bicycle lane (left at right plang ng lansangan) ang lahat ng lugar at daan pa.

Ang lahat ng klaseng polusyon ay matagal ng naresolba sa Denmark! Sila ang nagdonate ng malalaking wind power/wind mills na siyang nakatulong ng kakulangan ng kuryente sa maliliit na bayan sa ILOCOS Region. Eto ang modelo dapat ni Bayani Fernando ng MMDA.

Bawal ang pribadong sasakyan sa down town (poblacion-kung baga sa'tin Makati Business District, Ermita, Malate o buong Cubao Area kung QC) ) area, kaya puro lakaran ang labanan dito. Tanging train, bus o bike lang ang paraan upang makarating (access) sa down town area.

Mass transit ang pangunahing means of transportation sa Denmark. Buong bansa ay naka -kone-konekta sa Train System at Bus. Magaganda at komportable (parang SM-Mall - minimalist design) ang mga train terminals at station. Meaning, mula bahay papunta sa paroroonan, magba-bike ka hanggang train station at magti-train ka na papuntang opisina, tapos kaunting lakad na lamang.

Walang traffic at calculated ang time of arrival. Hindi mo na kailangang mag-auto o bumili ng kotse dahil una; mataas ang buwis at walang parking lot, pangalawa; di tulad ng Pinas, hindi ka sikat, hindi ka Pogi (bagkus lalabas na isa kang TANGANG nilalang kung may auto ka)! Ang isang dahilan siguro'y sa klase ng terrain ng mga lunsod, masisikip ang kalsada at pinanatiling 18th century ang mga gusali. Kaya naman paliitan ng mga auto (hunchback-mini car) dito at kung mayroon kang makitang malaking kotse (Mercedez benz, BMW), walang dudang gamit ito ng mga dayuhan, especially baka 3rd world pipol pa?

Isa ring kakaiba ay kahiligang magbasa ng dyaryo ng mga tao. Hindi mabilang ang klase ng mga dyaryo(dyaryo, tabloids at aklat) sa mga newstand, bawat ciudad o bayan ay may sari-sariling broadsheet/tabloid at 95% nito ay DANE (lokal na dialekto). Mula sa train, nakupo sa bench, sa plaza, sa bahay, sa mga opisisna, ang daming mahihilig magbasa ng dyaryo.

Sa mga kwentuhan sa kanila, hindi paiiwan sa mga balitaan, talakayan ang mga Dane. Mukhang alam, up to date sila sa mga isyu, hindi lamang sa local sit, pati global situation ay kabisado. Isa pa, wala akong nakitang (ni isang) PULIS sa loob ng pamamalagi namin sa bansa.

Matulungin, sensitibo sa iyong inaasahang pagtatanong (naliligaw) o anu mang pangangailangang itatanong mo sa mga Dane, dama mo, feel mo na walang racism at 'sexism' sa bansa. Dahil kaya sa 'free sex' daw, dahil sa LEGAL ang prostitution? Halos binuwag na raw ang sistema (global standard)ng bilangguan at death penalty (mare-rehab kang tunay), labas pasok, may bahay at parang 'di ka nakakulong. Ang layo na talaga ang narating ng bansang ito.

Matatangkad, malalaking bulas at halos magkakamukha ang mga Dane. Wala silang paki- alam sa uri, kulay ng balat, kaanyuhan o kasuutan, kung behave ito o hindi at (kung sa kulturang Pinoy, kita na kaluluwa, nabobosohan) kung baduy ka o hindi.

Mga down to earth, hindi sila mayayabang, superficial at mapoporma. Hindi sila nagma-maang-maangan, plastic o doble-kara. Sa totoo lang, mga professional, pala-kaibigan at mga pranka sila. Mukhang di uso rito ang padri-padrino, utang na loob. Kung sumablay ka, kung may sabit ka, agad nila ikaw pagsasabihan ng harapan at hindi talikuran.

Sa mga Folk School na aming pinwestuhan, bukud sa marami dito ay mga Dane, iba't- ibang migrante at political asylum pipol ang aming nakilala. Araw-araw at gabi-gabi sa ginawa ng diyos ang mga indoor activities GIMIK. Maliban sa mga TEATRO (cultural) o sa movies, dinner time at PARTY TIME gabi-gabi.

Mahilig sila sa kantahan at jammingan, kumpleto ang mga gamit (humawak rin ako ng isang pyesa ng jammingan, Beatles, STING at U2). Sa mga tambayan (launch area?), bumabaha ng beer at red wine, inuman umaatikabo, nagdaDAMO (legal ang marijuana), may naglalaro (baraha, chess), nagbabasa at may nakasalpak na nagdu-dong mag-syota, at minsan, magka-partner ang isang Dane na puti at Africanong itim.

Wala silang malisya, kahit saang lugar, sa hall way, corridor, lobby, sa sasakyan ay may naglalaplapan. Mukhang hindi uso ang virginity ng mga girls, palit (ng) palit sila ng mga syota at malaking bahagdan ng pamilya ay diborsyado. Minsan nga nasaksihan ko't kinabahan pa (Dormitory) nga, isang Dane ang papalabas ng shower room-bath room na walang saplot ang katawan, naglalakad sa corridor patungo sa kanilang kwarto.

Maayos rin ang sistema ng pulitika at pamumuhay sa Denmark. Mas mataas ang standard of living ng Denmark kung ikukumpar sa Amerika at England. Maari sabihing kumpleto na o wala ng hahanapin pa ang mga Dane (isang welfare atate ang Denmark) sa buhay.

Siya ang may pinaka-mataas na union density sa mundo, mataas din ang pasahod (minimum wage)kaysa sa Amerika. Wala rin daw diskriminasyon sa employment. Kaya lang, sobrang taas naman ang kanilang buwis, mula sa minimum na 45% hanggang sa 65% maximum. Ang cost of living ay relatibong mas mataas kaysa sa US.

Dahil nga sa sistemang Welfare state, sinisigurado naman ang equal rights at access sa lahat ng serbisyo publiko at demokratikong tinatamasa ng mga tao; tulad ng gender equality, freedom of speech, an active business life and high-quality research and development environments. Mas mataas pa sa USA (in terms of ratio) ang kanilang development assistance sa 3rd world.

Multi-party structure ang system ng politika sa Denmark. Iba't-ibang partido ang nagrere-present sa parliamento. Coalition government ang kalakaran at walang may kakayahang may magmonopolyo ng partido sa parliamento. Eto rin sana ang paghalawan ng karanasan ng Sigaw ng Bayan.

May dinalaw kaming isang radio station ng 3rd world sa Copenhagen at may time slot ang mga Pinoy at bumulaga sa muka ko ang naglalakihang mga maso't karet sa mga dingding, naglalakihang mga posters na nananawagan at nagpapakita ng mga isyu ng Ikatlong Daigdig.

Ang nakaka-intriga pa rito, nagbibisekleta lamang dito ang maraming mambabatas, naglalakad at namamalengke ng walang mga body guard, hindi naka-limousine at halos ordinaryong mamamayan lamang ang dating. 'Di tulad sa Pinas, ikinahihiya ang pagbi- bisekleta. Isang-katerba ang mga bodyguard ng mga pulitiko, naka-limousine at may mga wang-wang.

Maliliit lamang ang mga Mall (SM) sa Denmark, at parang nilalangaw pa. Dadalawa lamang mga personel ng mga supermarket, ang cashier at helper nito, ang daling mag shop lift kung gugustuhin mo lang.

Organisado ang mga mamamayan (active citizenship?) at global isyu, global social activist na ang katangian ng kanilang pagkilos (ano ang silbe ko sa mundo? ito ang mga katanungang hinahanap na ng mga Dane).

Dahil sa maaga nag-uuwian ang mga tao, nagagawa pa nila ang iba pang extra-curricular activities para sa kanilang pamilya't pamumuhay at sa lipunan. Mahaba ang panahon at inuubligang pinagbabakasyon ang mga tao, mga manggagawa at empleado. Kayat sila ang may pinakamaraming (in terms of ratio) lumalabas na mamamayang turista ng mundo.

Totoo nga sigurong masayahin ang mga Dane. Malamang ito'y dahil sa haba ng demokratikong pakikibakang isinakatuparan ng kanilang ninuno. Epekto rin ito sa klase ng weather o dili kaya'y bumabawi sa haba ng kalungkutang kasaysayan inabot nito o pwede rin sa uri't sistema ng kanilang kultura't kabuhayan.

Oh ito'y isang TIP sa mga Pinoy, kaya sa mga nagbabalak-balak na mag-alsa balutan, mag-migrate at mukhang wala ng balikan, sa top 20 na ang piliin ninyo!

Conclusion

The Consultative Commission's proposed Constitution must be given the seriousness it deserves. It may be harder to reveal than to conceal the exploitative nature and the opportunistic character of GMA's Charter Change agenda, or even to capture it in theory. But the overarching idea of the agenda is already spelled out in the reamble: that the sovereign Filipino people are to ordain and promulgate a Constitution not anymore 'to build a just and humane society' but simply 'to establish a Government that shall embody our ideals'.

The proposed Charter targets to reverse the 1987 Constitution, which forces of elitism and capitalism regard as a burden and threat to their hegemony. The project aims to get legitimacy for the great transformation it seeks to institutionalise for the Philippine society, one that would guarantee the right of the market forces to be
the sole director of the fate of human lives. The proponents are brazen and unapologetic about their capitalist and elitist stance.

This could have not been done in most European and Latin American states where neo-liberal projects must in the first instance be embellished with 'populist' appeal because the project that would put life in the market, hence the corruption of life in its entirety, hardly gets legitimacy from the people. As always, the structural
condition upon which the incumbent regime depends its survival is through its brazen promotion of chronic mendacity. In this case, the mendacity that Charter Change is panacea for social ills. To constitutionalise requires constitutional lies.

The Charter Change agenda is indeed overly ambitious, seeking a kind of social change that simultaneously and systematically restructures the political, the economic, and the cultural spheres to catch up with capitalist development. But it is real. This is not an easy task especially under the auspices of an elite political class like GMA
whose economics ends when her politics begins.

GMA's regime uses the Charter Change project as a response to the crisis of the political system. While her critics think that the political system as a whole is in crisis and that a systemic change is most urgently needed, GMA only regards it as a crisis of her popularity and that an alternative is still available within the system. But whichever way one may regard the crisis – systemic, institutional, or popularity – GMA exerts every effort to make the crisis functional to her as well as to the entire elite system. With her disruption and indeed 'creative destruction' of the failing 'EDSA institutions', GMA is doing a favour to both the capitalist and
elitist systems.

All social institutions are to be oriented toward the survival of GMA's regime in particular, and the preservation of elite rule and capitalism in general. GMA may leave her post soon but she is making sure that the neo-liberal institutions and its associated elitist institutions are in place.

The proponents of Charter Change are even using state power, resources, and institutions to shape the will of the multitude, rather than the latter shaping the former. Hence, the Charter Change agenda constitutes the reconfiguration of new institutions that are more likely, and could better, secure the conditions for elite and capitalist reproduction in the Philippines.

But the Charter Change project at the present conjuncture offers an imperfect response to the burgeoning crisis of the system. Even if the proposed Constitution is to be ratified – either through by-pass of existing institutional procedures or through successful deceptive campaigns among the Filipino electorate – neo-liberalism in a framework of a strong republic is inherently unstable and crisis-ridden.

The reorientation of capitalist reproduction through the promotion of competitive capitalism on a national scale and the preservation of elite reproduction through a shift to parliamentary form of government at this time would not only perpetually reproduce capitalism and elitism in the Philippine society. Above all, they will
generate the reproduction of social antagonisms across the Philippine geography.

These are social antagonisms directly resulting from the heartless assault to democracy, the workers, and the masses constitutive in the proposed Constitution. These are social antagonisms that spring from the very logic of 'authoritarian
liberalism' itself.

The Charter Change Now project is to be confronted head-on by a democratic will to power. To be for democracy. To be for the workers. To be for the masses.

We, the Officers and Members of the Armed Forces of the Philippines and the Philippine National Police, loyal to God and country and to our duty under the Constitution, do hereby make the following declaration:

A crisis of extreme proportions now confronts our people. The economy, the rule of law and the moral order lie in ruins. Political, judicial and economic power, as well as the power of the mass media, has been perverted to inflict and justify high crimes against the Filipino people. More and more among our people no longer eat, while the idle rich and the corrupt live like kings. Minority rule has replaced majority rule. The three branches of government are now in total disarray, the entire system has broken down, thanks to a President whose legitimacy is denied by the vast majority of our people.

Corruption has not only become a way of life among those in power. It has also become the most effective means of destroying our country and people. Mrs. Gloria Macapagal Arroyo has played a key role in promoting corruption to its present levels. In her mad desire for power, she has corrupted and destroyed all institutions. She has promoted a policy of loot and plunder while hypocritically announcing a war against corruption.

She has corrupted the justices of the Supreme Court, the entire Commission on Elections, the mass media, some members of the military, the police and the clergy, and countless teachers who took part in counting the votes in the last elections. She is not only the most corrupt official in the country today. She is also its No. 1 corruptor.

We cannot stand idly by while the rule of law, the moral order, the integrity of our institutions, the very future of our country and the people, and our own professional careers are destroyed by this bogus President. We cannot afford to do nothing while she and her cohorts turn our government into a criminal syndicate. We cannot allow ourselves to be used as a tool of injustice and oppression. We must act, and we must act now.

Pursuant, therefore, to our constitutional duty as “protector of the people and the state,” we have today withdrawn our support from Mrs. Gloria Macapagal Arroyo, in order to end her unconstitutional and illegal occupation of the Presidency.

This we have done to restore the rule of law and public morality, the legitimacy and accountability of government, the integrity of our public institutions, the sanctity of the democratic process, and the trust and confidence of our people and the rest of the world.

We call on all our comrades-in-arms to discharge their genuine responsibilities to our people with full dedication and fervor. We call on our people to support the men and women at the forefront of this undertaking. We call on Mrs. Arroyo to accept gracefully the formation of a new government.

As soldiers, we do not seek political power for ourselves. But we shall not allow anyone to use political power to commit crimes against our people or to pursue their own personal agenda, at the expense of the national interest. We shall maintain law and order, prevent any group from taking advantage of the situation, and protect the innocent from all possible harm. We shall leave the actual business of governing the nation in the hands of professionally competent, morally upright, patriotic, trustworthy and self-sacrificing Filipinos whom we now invite to form a new government.

This may be our last chance to correct our past mistakes. We cannot afford to fail. We must not fail.

We appeal to everyone to give this effort a chance to succeed. We appeal to all our people to unite and extend all the support and counsel which the new government will need from them. We pray to Almighty God to bless our efforts and keep us pure and strong in this hour of need.

SONA: KUWENTONG KUTSERO!

Tulad ng inaasahan, katakut-takot na kantiyaw ang inabot ng state of the nation address (SONA) mula sa hanay ng oposisyon kung saan inilarawang walang bago, puro pangako at lalo pang lumala ang mga kathang-isip ni Pangulong Gloria Macapagal-Arroyo.

Ayon kay Sen. Panfilo "Ping" Lacson, iisa lamang ang kabuuan ng SONA ni Pangulong Arroyo sa mga nagdaang taon hanggang sa ngayon. Ito’y kuwentong kutsero at kathang-isip lamang ng Pangulo katulad ng mga kuwento sa komiks.

"It’s like listening to "Alice in Wonderland". She knows as we all know that all these are wishful thinking. If at all, it’s good PR to have mentioned of names of her loyal supporters across the country," ani Lacson.

Maging si Sen. Ralph Recto na kaalyado ng Malacañang, hindi naiwasang mairita sa mala-Philippine Tour na SONA ni Mrs. Arroyo. Aniya, nauwi sa geography lesson at mistulang travelogue ang talumpati ng Pangulo.

"It’s a geography lesson, travelogue, public works bill, political speech all rolled into one. It may not be an elegant SONA, but its eloquence lies in its plan to develop the countryside. Although how I wish that she expounded more on health, education and agriculture," ani Recto.

Sinabi naman ni Sen. Joker Arroyo, kaalyado rin ng Malacañang, bawat taon ay nangangako si Mrs. Arroyo ng kung anu-anong reporma at proyekto subalit kahit isa sa nilalaman ng kanyang talumpati o SONA ay hindi nito natutupad kung kaya’t hindi na niya ito pinanood o pinakinggan.

Aniya, hindi masisisi ang mga mambabatas na nagboykot sa SONA. Saan kukunin ang pondo? Ito naman ang tanong ng mga opposition congressmen dahil sa anila’y napakataas na ambisyon ni Arroyo sa mga ipinangako nitong katakut-takot na proyekto.

"Ang tagal na niyang nakaupo hanggang ngayon nangangako pa siya? At saka saan kukunin ang pondo? Hindi niya ipinaliwanag," ani CIBAC party-list Rep. Joel Villanueva.
Natatakot si Villanueva na magagaya rin sa ibang pangako ni Arroyo ang mega-projects na kanyang ipinangako.

"GMA has learned to preach to choir in the house. It’s everything the audience wants to hear. But the devil is in the details... how are we going to fund all of this I have no idea. She has avoided all other issues that are fundamental to credibility and seeing these grandiose plans through," ayon naman kay Cavite Rep. Gilbert Remulla.

Iniwasan ang problema

Ayon naman kay House minority leader Francis "Chiz" Escudero na kabilang sa nagboykot sa SONA, nabigo siya sa kanyang pangarap na marinig ang paliwanag ni Arroyo hinggil sa mga alegasyong nandaya, nagnakaw at nagsinungaling ito sa taumbayan.

Sa mahigit 30 opposition congressmen, 7 opposition congressmen lamang ang dumalo sa SONA subalit hindi pumalakpak ang mga ito sa kabuuang speech ng Pangulo kahit noong pumasok na ito sa session hall dakong alas-4:02 na ng hapon.

"Papaano tayo magsama-sama when her credibility was questioned and ‘yung mga issue ay ayaw sagutin. Tama ba na okey na lang na kalimutan na lang natin lahat ang pagsisinungaling, pagnanakaw at pandayara kapalit ng mga project na ito? Hindi naman yata tama ‘yun," ani Remulla.

Sobra sa bati at palakpak. Samantala, bukod sa nilalaman ng SONA, inulan din ng batikos ang naglipanang "Palakpak Boys" sa pangunguna ni Speaker Jose de Venecia na umano’y walang ginawa kundi pumalakpak kahit wala pang sinasabing maganda si Pangulong Arroyo.

"Mga utu-uto talaga ito, every line kahit walang sinasabi eh palakpak ng palakpak. Malamang maraming magpapaospital pagkatapos ng SONA ni Gloria kasi namamaga ang mga kamay sa kapapalakpak," text message ni dating senador Tito Sotto.

Nagtaka rin si Sotto dahil sa dami ng pangalang binati ni Mrs. Arroyo, nakaligtaan nito ang dalawang pinakaimportanteng tao sa kanyang buhay na nagsilbing susi sa panalo noong 2004 national election.

"Lahat binati pero nakalimutan si (dating Agriculture Undersecretary Jocelyn) Bolante at Garci (dating election commissioner Virgilio Garciliano). She sounded and I thought I was listening to JDV," ani Sotto dahil puro pambobola aniya ang ginawa ng Pangulo.

"Ang galing, everything was planned. I don’t know if you noticed but the camera was already on the person even before that person’s name is mentioned," dagdag pa ni Rep. Villanueva. "It was a great PR speech. Like a campaign speech with lots of names mentioned," komento rin ni Parañaque Rep. Roilo Golez.

Ayon naman kay Recto, mas interesado ang sambayanang Pilipino na marinig mula sa bibig ni Mrs. Arroyo ang programa ng gobyerno sa kalusugan, agrikultura at edukasyon keysa ‘batiin’ sa national television ang mga kinatawan ng iba’t ibang distrito at local officials.

Iba pang reaksyon:

Mayor Lito Atienza: "We look forward to a bright future for our country and Manila will do its share to continue development in our capital city and improve the lives of Manileños under the Buhayin ang Maynila program which we have been implementing since 1998," ani Mayor Atienza na nagsabi pang "most inspiring" ang SONA.

Cong. Prospero Pichay: "President Arroyo’s SONA represented the true state of the nation. What she outlined in terms of the national situation and government projects for the people are what my constituents also experienced in Surigao del Sur."

Deputy Speaker for Mindanao Gerry Salapuddin: PGMA is just showing every Filipino that she understands the situation and knows the solution to it. She has just given the prescription to alleviate the Filipino nation from its own malady.

Anakpawis Secretary General Cherry Clemente: "Mrs. Arroyo of all people doesn’t have the right to speak about fighting corruption when she herself remain the major beneficiary of previous corruption cases such as P728 million fertilizer fund, Philhealth, PCSO and OWWA funds which she used to gain leverage and cheat the 2004 elections."

SONA, hindi electoral campaign sa 2007

Sa halip na ipakita ang kabuuang istado ng bansa, ang nakaraan, ang kasalukuyang sitwasyon, ang kalagayan ng bansa, magkaroon ng assessment at accomplishment report (normal na isinasagawa ng isang organisasyon, opisina, NGOs), pangangampanya sa 2007 ang iprinopa.

Sa simpleng paraan o TOOLs na kadalasang ginagamit ng isang people's organization (POs), ang SWOT o ang strength, weaknesses, opportunity at time frame, binabalikan lang kung ano, bakit, saan ang strength mo, binabalikan ang mga KAHINAAN, sa madali't sabi, ang istado, ang kalagayan, sitwasyon, bago tumungo sa pagpoprograma't pagpaplano.

Mukhang naligaw si Ate Glo. Mukhang iba ata ang pinasukan niyang larangan, konteksto. Baka hindi n'ya alam na nasa iba siyang planeta, 'di n'ya alam ang kanyang pakay, hindi alam na nasa-SONA siya at wala sa war room ng Malakanyang, planning session ng DPWH at DILG?

Sino kayang TANGA, BOBO (Arthur Yap ng pres'l management staff-PMS) ang gumawa ng kanyang talumpati at nag-udyok na basahin sa paraang power point presentation? Kung sa bagay, nakapatungkol sa pulitiko, sa mga walang isip, utak ipis, trapo ang kanyang propa.

Imbis na mangamusta ang taumbayan, talakayin ang performance o mga listahan, datos, ng mga nagawa, sukatin ang inabot, palatandaan (indicator) ng kabiguan at tagumpay, pagbalik tanaw sa plano, direksyong tinahak o ang road map, kumanan ba, kumaliwa ba, pumailalim ba, pumaibabaw ba o tumagilid ba ang labanan? Ano ba ang nagawa? Ano ang ISTADO ng NASYON?

Sa SONA kahapon, lumalabas na hanggang anim na taon (4-6 years)ang mga binitiwang plano ni GMA. Parang nagsisimula pa lamang ang ALE sa paggugubyerno. Ayon kay Sen Recto, “pinagsamang geography lesson, travelogue, public works bill, political stump speech” ang input-discussion ang SONA ni Ate Glo. Kung mamalasin ka talaga ohh.

Aalahanin nangangalahati na siya sa biyahe (hanggang 2010) at hindi nagsisimula pa lamang. Baka naman kinukundisyon na n'ya tayo na ala Marcos ang game plan. Kaya lang, ang kagandahan nito, nagbibigay na siya ng sinyales na “hanggang 2013” nga ang haba ng kanyang biyahe?

Can you imagine, halos INFRA ang ibinalagbag. Meaning, fiesta na naman si Manoy, mga katulad na proyekto ng Centenial Vil, ang FIATCO, Macapagal Highway, Northrail, sovereign guarantee sa IPPs, Megatrain at MRT (kahit bangungut). Kaya bang pagtakpan ng highway, ng riles train, ng airport ang isyu ng LEGITIMACY, political uncertainty, ang dayaan, ang Joc joc Bolante at ang Hello Garci controbersi? Sa totoo lang TRAPO (tongresman at LGUs) lamang ang hahamig, ang tatabo, ang kikita, ang makikinabang sa horizontal project na infra!

Sa paglaki ng koleksyon ng buwis (dahil sa EVAT-fiscal reform?), imbis na utang niya sa mga tax payer-manggagawa, sa mga TRAPO siya nagpasalamat. Ang mga magnanakaw ang inaknoledge, hindi si Juan. Para kay Ate Glo, ang ULAP, LMP (Mayor), LGP (Gobernador) ang sumalba sa kanyang trono, sa sunud-sunud na political storm sa country. Sa kanyang SONA, initcha-pwera si Mang Juan at si Mang Pandoy.

Akalain mo ba namang gawing HERO, i-acknowledge pati ang mga manglalaro (sports), beauty contest at si Manny Pacquio. Paano naman ang migigiting nating mga Artist sa Sining (UP Madrigal Singer, mga batang Choir atbapa), OFW, mga academic excellence (competition sa Math at Science) na nag-champion, nagpunyagi at nagtagumpay sa Amerika at Europa?

Dag-dag pa, masyadong garapalan, iskandaloso, sipsip ang 166 ulit na palakpakan. Ganito na ba kalala, may sayad, positibo ang uri ng pulitiko sa ating bansa? Parang mga robot na sinususian,may taga-kumpas, parang walang pag-iisip-hindi nag-iisip. Hindi man lang tinignan ang substansya, ang kalidad, ang mensahe at laman ng speech ni Ate Glo. Kung sa bagay, hindi na dapat pagtakhan ang mga ito.

Nasaan ang plano sa health, edukasyon, agrikultura at ang ipingmamalaki nitong 10 point agenda (program) ng gubyerno? Hindi man lang tinignan, tinugunan ang pagpapalakas ng ating demokratikong institusyon, bagkus ginawa pang modelo si Palparan.

Kung pangangampanya sa 2007 ang pakay ninyo, sana man lang may kaunting banggit sa ELECTORAL REFORM, pag-amyenda sa Omnibus Election Code, pagsasa-over haul ng Comelec at pagsasabilanggo ng lahat ng Commissioner ng Comelec. BOKYA nga talaga!

Sirang Plakang SONA!

Nakakapanglupay-pay, nakakapagod, paulit-ulit, nakakasawa't parang pakirandam ko anumang sandali'y puputuk na ang Bulkan Mayon. Kaya pa namang magtiis sa noodles at panis na kanin, kaya lang mukhang hindi ata kahirapan at sikmura, bagkus politikal, pagkakaisa't kamulatan ang magpapakilos upang muling magrebolusyon ang tao.

Kaya pang sikmurahin hanggang 2013, mahaba ang pasensya't pisi. Parang gusto kong piliting maniwala, kaawaan ang country, masaksihan at muling panuurin ang SONA.Hindi dapat maging pikon, hindi dapat umiral ang damdamin at emosyon.

Gusto kong masaksihan ang mga sipsip, ang mga ganid, ang mga buwaya, ang mga alagad ni luciper, ang mga pulitikong nakangising aso, ang mga palakpak na milyon ang katumbas, bumabalentong, nagsisirkuhan sa tuwa't galak, sa grasya't ihahatag muli't muli, halikan muli't muli ang tumbong ng panginoon, si Ate Glo.

Muling tatasahin sa SONA ang lahat ng pinaggagawa, hindi lamang nung nakaraang taon maging sa limang taon (5) niyang iligal na pag-uukupa sa Malakanyang. Bokya? May palatandaan (indicator) bang susundan, may sukatan bang pinagbatayan, ano ang kanyang isusuma, ano ang bago, nasaan ang policy direction, nasaan ang ROAD MAP?

Sa simpleng mamamayan (27% SWS), nasaan ako diyan, ano ang kaugnayan ko sa SONA, nakapagbigay ba ng trabaho ang SONA? Para kay Mang Juan, tipon-tipon lang ng pwersa o re-union lamang ng mga pulitiko't TRAPO-elite ang SONA. Bahi ng survival mode, isang lantay na pamumulitika, isang propaganda ang SONA na nakapatungkol sa isang paksyong politikal na oposisyon.

Subukan nating balikan ang nakalipas na mga SONA:

Sa unang SONA nung 2001, “Bangkang Papel” ng tatlong batang paslit na taga PAYATAS ni Dinky Soliman ang ginamit. “Trabaho, Tahanan, Edukasyon, Pagkain sa Bawat Mesa ang nilaman ng propaganda. Ang tanong, may nagbago ba sa country? “Di kaba NALUOY sa libu-libung naka-bilanggong mga bata? Sa murang idad, milyong sa hanay nila ang pinagsasamantlahan bilang manggagawa!

Iprinopoganda mo pa ang isang milyong trabaho na aatupagin ni Ate Glo kada taon, pagkain sa hapag kainan (noodles), pagpapababa ng kuryente at pagkakaroon ng tubig? Di ka ba NALUOY, maglilimang taun na ang nakalipas, nasaan na ang mga pangako?

Ipinangalandakan nito ang “Strong Republic” sa ikalawang SONA. May nagbago ba sa ating republika? Tumatag ba ang politikal at democratikong institution ng country? Patuloy ang bangayan, maniubrahan at manipulahan, pulitikahan, gaguhan, gridlock at paandaran sa tatlong sangay ng ating republika; ang Ehekutibo, Lehislatura't Hudikatura.

Halos nawala ang pagtitiwala ng country sa Tongreso at sa parti-PARTIDO. Nasalaula ang mga demokratikong institusyon ng country at pumangalawa tayo sa rating ng pangungurakot sa Asia . Ang Comelec, ang Hustisya, ang Kasundaluhan at Kapulisan, ang Konstitusyong at basic delivery ng serbisyo ay pinahina ng republika.

Sa ikatlong SONA nung 2003, ang insidente ng Oukwood ang sinentruhan. Tatlong taon na ang nakalipas, kung nakiisa lang sana ang chief of staff na si Gen Senga, naibagsak na si Ate Glo nung Feb, '06. Humalili nga si Esperon kay Senga, pero nagpapatuloy ang pag-aalburuto sa hanay ng Kasundaluhan.

Dalawang matataas na pinuno ng Marines/Naval officers ang nagbitiw ng tungkulin dahil sa pagkakatalaga ni Esperon sa pwesto. Kung napakalma ni Esperon ang Army at Magdalo, walang dudang kumukulo ang bulkan sa hanay ng mga Marines. Nasaan ngayon ang ipinangakong repormang panawagang isinusulong ng mga junior officers sa AFP?

Ang pagkatalo ng oposisyon at si Angelo de la Cruz ang laman ng 2004 SONA ni Ate Glo. Kung 'di lamang sa mga Obispo, Tabako at kay Tainga ay natuluyan ng naibagsak ang gubyerno ni Ate Glo. Nakakadalawang beses ng sinusuwerte ang gubyerno ni Ate Glo.

Nung karaan taon, 2005 ang debate at pagsusulong ng Cha Cha, fiscal reform ang nilaman ng SONA ni ate Glo. Pinagyabang ang planong pagpapalit ng sistema ng paggugubyerno at isusulong ang Cha Cha bilang solusyon sa kahirapan. May bonus pang panawagan sa Tongreso, ang fiscal reform at anti-terrorism. May nangyari ba?

Bulilyaso ang cha cha at People's Initiatives, nabutata rin sa Tongreso ang Anti-Terrorism bill at may kaunting nangyari sa fiscal reform? Kung nauto nito, nabili mo si Tongresman sa anti-impeachment complaint, lumagapak naman itong i-lobby ang anti-terrorism bill at cha-cha.

Ano ang inaasahan natin sa SONA;

1. “tinalo” nito ang Magdalo at napigilan nito ang tangkang “take-over hostage at pagpapasabog sa Tongreso.” 2. Pinahina nito ang CPP-NPA-NDF 3. nasawata nito ang pipol power at tinagpas nito ang ulo ng lumalaking “critical mass” ng kalaban
4. tineknikal knock out nito (TKO) ang elite opposition sa planong impeachment complaint sa Tongreso 5. binusug nito, binulabog nito, nineutralized nito (sinalaula) ang CBCP, partibong Liberal Party (LP Drilon at Atienza faction), ang yellow army ni Tita Cory, iba pang Partido at namumuong sintyemento sa AFP at PNP.
6. Naitago, naprotektahan nito ang sariling alipores (464) sa tangkang panlalait ng Senado sa in Aid of destabilization hearings (JocJoc Bolante, Garcillano at ilang cabinet official) 7. nakonsolida nito ang sariling paksyong politikal laban sa pagrerekisa niTainga't Tabako. 8. na-outsmart nito ang politcal opposition sa larangan pang-propaganda 9. nauto't nakontrol nito ang mga local executive (LMP, UPAP), Sigaw ng Bayan at matagumpay nitong naiwasiwas ang panlilito sa country 10. dahil sa E-VAT, humusay raw ng 14% ang financial sector/capacity ng bansa at kumpyansa ng mga dayong mamumuhunan 11. lumago raw ng 6.0% ang GDP ng bansa at dahil daw sa Call Centers, maraming na- empleyong mga bagong graduate 12. nauto nito ang China at S Korea na maglagak ng puhunan sa bansa (Northrail at iba pa)
13. umunlad raw ng 6% ang sektor ng agrikultura 14. tumaas raw ng 5% ang dollar remitances mula sa OFW 15. Apat na malalakas na Regions ang nabuo. Isang iskimang mag-sasalansan ng maayos na pamamahagi ng dinero, ng weteng money, ng biyaya, maliit na kaharian-daynastiya, wardlordismo, pantay-pantay na pangungulimbat, pamamahagi ng pangungukurakot at higit sa lahat sistematikong pagdurug sa mga kaaway sa pulitika ni Ate Glo.

Kaya lang, anuman retoke, propaganda't panlolokong gawin ang Malakanyang, sa kabila ng matatagumpay (kuno) na ihahayag ni Ate Glo sa Lunes, sa SONA, hindi na nito lubusang mareresolba ang malalang krisis politikal at elehitimong paggugubyernong kinatatayuan at lugmuk na strong republic.

“Anak ng Weteng”: PNP-AFP, pulitiko happy uli!

Matapos ang ilang buwang (daw) “pananahimik, paglay-low”, sa kabila ng pinagmmalaki nitong nahinto raw, nagkaroon raw ng crackdown, muling nabuhay (kailan ba namatay ang guerilla weteng?), lumakas,pinalakas pang lalo ang weteng sa (apat na malalaking REGIONs na ini-envision sa SONA ni Ate Glo) Northern Luzon, NCR at Southern Luzon, Visayas at Mindanao. Mula sa lugar ni Chabit Singson sa Ilocos, ang teritoryo ni Bong Pineda sa Tarlac, Zambales, Pampanga, Bulacan, Cavite, Batangas, Quezon at Camarines Sur.

Ayon kay Sen Pimentel, may basbas, may pahintulot at may memo ('di nakasulat) mula sa ITAAS, tungo sa baba, sa mga local police commander ang resumption ng weteng operation sa mga regions. Minanduhan ang mga ito na magdahan-dahan, gumawa ng gimik, 'wag magseryoso, mag-alibay muna at mag-easy-easy sa kampanya laban sa iligal na sugal na Weteng.

Hindi na balita ito!! Sa tuwing may SONA, kakambal nito ang maraming klaseng krisis at sumasabay rin ang krisis sa moralidad. Isa ring palatandaan ang papalapit na nga at tuluy na ang 2007 election. Kinumpirma ito ni Lingayen-Dagupan Archbishop Oscar V. Cruz at inamin mismo ito ni Director General Arturo Lomibao, chief of the Philippine National Police na “bumalik ang maliligayang araw ang istruktura ng sindikato ng weteng sa bansa.”

Kung matatandaan, may dalawang taon (ilang presidente) na ang nakalipas, broadcast-headline-laman ng pahayagan ang weteng. Kesyo, “in two years time, in one year time, wipe out na ang Weteng”. May naniwala ba? Natawa lamang, nagkipit balikat ang country, walang nagpaloko. Hindi basta-basta mabubura sa country ang “ninggas kugun” persepsyon ng country. Alam ng lahat na sa isang bansang mahina, lulugu-lugo ang institusyon, prostituted ang institusyon ng estado, walang gagong Pinoy ang maniniwala na mawa-wipe out ng PNP, ng AFP, sa tulong ni Mayor, sa tulong ni Gobernador, sa tulong ng League of Mayor of the Phil (LMP), ULAP-DILG at Sigaw ng Bayan ang weteng.

Pare-pareho halos lahat 'yan, halos lahat nakikinabang sa partihan. Can you imagine na sabihing; “hindi naming kilala ang mga operador, hindi naming alam na nag-ooperate yan, wala kaming alam diyan, at ang pinaka-gagung pahayag: “ireport na lang ninyo sa amin yan at aaksyunan namin – DG Arturo Lumibao. Haa..........naman, naman.

Huwag n'yo nga kaming gaguhin! Hindi na mabilang na Senate-Congressional hearing ang naisagawa dyan (isyung weteng), identified na, isinampal na sa mga pagmumukha n'yo kung sino ang weteng lord, nakikinabang at tumatabo diyan, bode-bodega na ang litiratura't pananaliksik diyan, ilan Tabloid, broadsheet na ang nagbulgar diyan, tapos sasabihin n'yong ireport sa inyo kung sinu-sinu, dahil wala kayong alam, hindi n'yo (kuno) kilala ang mga gambling lords! Taran .................td.

Bistado na kayo, huling-huli na kayo, nagmamaang-maangan pa, palusot pa kayo! Gusto n'yo pang palabasing (awtoridad) kasalanan pa ni Mang Juan yan, ng kumunidad, (palabasing gusto ng tao, employment yan, kultura na yan!) kung bakit laganap ang weteng, 'dahil hindi raw ito nakikipag-tulungan, cooperate sa inyo!

Isang damakmal na katangahan pala kayo. Paano makikipag-cooperate , paano kayo pagtitiwalaan, igagalang ng tao? Madalas kayong nakikita sa beerhouse, daming chicas na ka-table, nakikipaglandian sa TAAS, sa palasyo!

“Alam ni Mang Kulas yan, ni Aling Nena sa Carinderia yan, alam ni Boy Tubero, Boy Kirat yan, Boy Libug yan, alam ni Edwin Duling yan, ni Mang Goyo barbero yan, transparency at kilala ng buong pamayanan ang mga kubrador, naglalakad at minsan nagbibisekleta lang yan at minsan pati ang venue ng bolahan ng weteng ay alam ng tao, dinudumug ng taga-baryo na parang may tupada. Saan suluk man ng barangay ay alam ng tao ang weteng operation.

Pinapatunayan lamang na may sabwatan namamagitan sa pamunuan ng PNP (lokal-Nasyunal), mga lokal na ehekutibo (LGUs) hanggang Malakanyang. Balita pa ba yan! Kung nanaisin, kung gugustuhin lamang, kung may “butu sa gulugud” lamang, kung may “political will” ang palasyo lamang at PNP-AFP na durugin, tiris-tirisin ang weteng sa kahalintulad na kampanyang KAMAY na BAKAL, ALL OUT WAR na iginagawad nito sa grupong Magdalo, CPP-NPA ng bansa, sa mga rally at demonstrasyon, NAGAGAWA n'yo, WETENG pa!

Lubhang kailangan ng mga lokal na trapito (Mayor, Gobernador at Tongresman) ang weteng upang muling masustentuhan ang pang-araw-araw na gastusing pamumulitika (kasal, binyag, libing), bukud pa sa dami ng kabit-asawa nito, numutiktik na tarpuline-streamer ng mga pagmumukha nito sa kanto, mamigay ng noodles, for the boys, tulad ng maagang visibility, name recall at maagang pagtatayo ng makinarya. Mas kailangan rin ng mga awtoridad sa itaas (Malakanyang, PNP at AFP) ang weteng upang matustusan ang sariling kapritso't paghahanda sa labanang politikal, bago at mataapos ang 2007 election.

Malaki ang naging papel ng Weteng sa pang-araw-araw na buhay ng mga Pinoy, may direktang epekto ito sa pulitika, kultura't panlipunan. Ang Weteng ang sanhi ng pagpapabagsak kay Pres Erap Estrada nung 2001. Nung mailukluk sa pagkapangulo si Ate Gl, agad niyang ipinangakong “uubusin, kakatayin niya ang weteng operation sa (isa-dalawa at hanggang tatlong taon daw) bansa”. Ano ang nangyari, ano ang resulta?

Ang Weteng ang nagsustini ng kanyang political career, mula pa nuong siya'y Senador at Vice President. Mahirap paniwalaan sa SONANG darating ang isang imoral at ipokritang pulitiko, isang pangulong nailukluk sa pamamagitan ng pamumulitika,WETENG, kurakot at pandaraya. Alam ng mundo na kaututang dila niya ang pusakal at mapia ng Gitnang Luzon, ang kumpare niyang si Bong Pineda.

Malaki ang naging papel ng WETENG sa pagkakapanalo ni Ate Glo nung 2004 Presidential election at pananatili nito sa Malakanyang hanggang sa kasalukuyan at malamang hanggang 2013. Ang nakakapang-lupaypay, "parehong mahina ang magkabilaang panig". Nabigong ma-impeach siya (kasong “dagdag- bawas, helloo Garci", kasong pangungurakot at ugnayan ng kanyang pamilya sa gambling lord-Bong Pineda), ma-withrawal of support siya, ma-pipol power siya ng kanyang mga kaaway sa pulitika.

Game of the Generals

The showing of the video where Brig. General Danilo Lim reads a prepared statement declaring his withdrawal of support from Mrs. Gloria Macapagal Arroyo as her commander in chief proves that while the alleged coup plot was unsuccessful, the key players remain very important five months after. The generals of the Armed Forces need them in their game. A game where they seek advantaged position on who shall be the next AFP chief but at the same time protect themselves and their reputations. Especially because within the military rumors abound that some generals have reportedly gave their tacit approval on the coup plot.

The plot got nipped in the bud when GMA declared a state of national emergency in February 24, 2006 and this lasted for a week. Though the proclamation of national emergency has since been found unconstitutional by the Supreme Courts months later, it scuttled implementation of the coup plot not discounting the trifling efforts of the Marines during the Sunday stand-off. And so we thought that was the end of it. What remains is the formal investigation by the AFP. Besides General Lim- the supposed leader was already relieved from his post in the elite Scout Rangers Regiment of the Philippine Army and was ordered confined to barracks and not allowed to freely move around pending the investigation.

Until recently there was relative silence on what will happen to Lim and to the different groups of military activists who are implicated in the alleged plot to unseat GMA. The formal investigation started only two months after February, perhaps an indication government has no solid proof a conspiracy that the administration peddled to the public when it declared state of national emergency. And so waiting for the completion of the investigation, the AFP through Chief of Staff Gen. Generoso Senga has no cases filed nor sanctions imposed on the military activists.

Well none yet. But with the airing of the Lim video plus the leak to Philippine Star of the draft investigation report, they will surely hasten the investigation and Senga, who had hoped that the investigation will take long time beyond his term may need to act on Lim's case after all.

Senga is set to retire on July 21, 2006 when he reaches his 56th birthday. As Chief of Staff he needs to approve the recommendations of the investigation panel before Lim and the others will either charged in a court martial or in civilian courts. In February Senga immediately ordered investigation of the military officers and enlisted men who supposedly are part of the aborted coup but the investigation panel led by AFP Inspector General Rear Admiral Rufino Lopez began its work only two months after.

Since then the investigation panel did its work rather silently. Despite of insistent queries coming from the media asking updates on the investigation, the AFP said the team of Rear Admiral Lopez has not submitted their report yet. Besides, the military spokesperson emphasized, the investigation is internal to the AFP.

And so who gave ABS-CBN the Lim video? Who leak the draft report? As a result of airing the video and subsequent leak of draft report, Senga himself ordered another investigation. In the end we may never know who actually did the leakage but that interestingly is where is the twist comes. In the positioning for the next AFP chief – the one who will succeed Senga, the case of Gen. Lim and the suspected coup plotters, unfortunately for them, become the central issue. For sure this isn't incidental.

Among the senior AFP generals Army Chief Lt. Gen. Hermogenes Esperon is widely seen as the next AFP Chief of staff. He is is well qualified and is close to GMA having served her at one time as commander of Presidential Security Group. During the crisis in February Esperon is reportedly the intrepid officer who rejected the suggestion of Gen. Lim for the whole AFP to withdraw support from GMA as President and commander in chief. Instead he defended GMA and urged the AFP top brass to remain loyal to the so-called chain of command.

However while Esperon is tough his credibility is in doubt because he is one of the generals mentioned in the 'Hello Garci' tapes, which an issue that is highly emotional to the soldiers and among the root causes of the military activism. The allegations that GMA cheated her way to Malacanang using the military remain unresolved because the administration is thwarting every effort to unearth the truth behind the 2004 presidential elections.

Until yesterday's announcement of his appointment as the next AFP chief, Esperon does not have it on the bag yet. Yes he has the edge because he is close to GMA and has stood for her in critical times of her administration but the context of appointing him is perhaps unfavorable. He is so much tainted with 'Hello Garci' that making him chief of staff may further embroil the restiveness of the sectors in the military.

Secondly he may not get the nod of the powerful Commission of Appointments. Third and more importantly, at this troubled times the military needs both a stabilizer and deodorizer. Stabilizer in the sense that he can at least manage the restiveness within and deodorizer in the eyes of the public because the appointee is neither implicated in election fraud nor have been involve in any wrong doing. Senga is in that mold, a less gung-ho but is respected and acceptable to the troops and the public.

The context at this time tends to favor Navy chief Admiral Mateo Mayuga of getting the post. Mayuga was never implicated in controversies. He is being considered by GMA for the post. He was also the then AFP Inspector General who investigated the military involvement in election cheating as revealed in the Hello Garci tape. His 'raw' report on this investigation said to be rich in detail and compromising for some generals was never shared with the public, in fact he was criticized by some for allowing his report to be 'sanitized' before it was released to the media. Of course Mayuga denied the allegations and for us – the public, we may never which is which. It is discomforting however that he was appointed Navy chief before the Mayuga Report came out.

Still two other factors could work for him. One is the unvalidated endorsement of Gen. Senga, and two is context wherein there is continuing restiveness in the most disciplined and well-trained Marine Corp. We can say that Senga wanted a person just like him – less controversial, respected and acceptable. But putting it that way is a little bit simplistic. We should go back to the February unimplemented coup. Newsbreak observed delays and vacillation in the positioning of Senga as regards what to do with Gen. Lim and Col. Ariel Querebin of the Marines in the early hours of February 24 when the plot was uncovered. This fueled speculations about him and his loyalty to the commander in chief at that time.

Now the vacillation seems continuing which intrigues us in fact. Is it just hesitation or because of some sympathy to the cause of the military activist after all they are fighting for honesty and rebelling against the weakening of democratic institutions. If it is sympathy to the cause then having Mayuga as AFP Chief would somehow put Danny Lim and the Magdalo in 'safer hands'. He would be more considerate because when he investigated the military involvement in election cheating he himself heard the complains and misgivings of military officers. There were at least 32 officers who testified during the course of his investigation last year, most of which are said to be frank and candid.

Although the context is not favorable to Esperon, GMA can always take the risk of appointing him. She would not want an AFP Chief who vacillates. At this times where she ordered all-out war against the communist New Peoples Army (NPA) and faced with an ever restless military who are highly dissatisfied with her, GMA might want a bolder AFP Chief .

Some groups within the military particularly those close with GMA have fears by that Gen. Senga might not act at all on the case of Lim et al or will act but just give them slap on the wrist. The AFP Inspector General has already submitted his 43 (10 page longer than what was leaked) page Report to Senga five days after the Lim video was aired. Senga upon receiving it committed to study the Report and inform the public about it. We acknowledge the good general is now in a bind but for once we hope to see his resolve. If he believes the cause of Gen. Lim and others is valid and their intentions are sincere plus the fact that the coup was not implemented anyway then he could disapprove recommendations of a court martial proceedings. Or at the very least Gen. Senga can remand the report to the AFP Inspector General for further investigation and gathering of more evidence.

The second factor that can work for Mayuga is the restive Marines. Forget about the Scout Rangers Esperon will take care of them. The 8,000 strong Marine Corps is not new to coups but learning from 1989 coup experience where Marines fought fellow Marines, the unit resolved that once they get involved again they will do it as a united Marines. What upsets the Marines is unresolved election cheating where they were witness on how the military was used to manipulate the results of the 2004 presidential elections. Among the contenders naturally Mayuga commands their respect being the head of Navy. If Mayuga gets the post, his will help in managing their restiveness. Recently there are proposals to dissolve the Marine Corps but we think these are all just part of the 'empty talk'.

It comes at a more conspicuous times that the leakage is followed by important accomplishments like recapturing of the Magdalo ring leaders. Perhaps sensing that Esperon is not sure of getting the AFP chief post, some groups made the media leakage so as to put pressure on Malacanang by indirectly reminding them of Esperon's roles in many previous circumstances. He 'helped' them in the elections and he 'saved' them in February. The recapture of the Magdalo leaders was the result of a joint operation by Intelligence Service of the Philippine Army (not the ISAFP) and the PNP.

It is the Philippine Star that carried the story of the 38 military officers that will be charged in connection with the February coup plot. We remember reading from Star publisher himself that Esperon paid him a visit a week before. Could it be that one of the many things they discussed is the draft Lopez Report? We are only asking.

But where will Gen. Lim et al be after this game of the generals? As we saw in the haste to submit the investigation report by the Rear Admiral Lopez, it is clear that action will be expedited on the case, be it either favorable to him or otherwise. There is already one news spin that Lim saved the administration from the fury of the junior officers when he prevailed on them from storming Malacanang. He also had a one-on-one meeting with DOJ Secretary Raul Gonzales few days ago. How far these could help him we are not sure. We could only hope that his sincerity and noble ideals, which we think is shared by majority in the AFP will influence the action on his case.

Beyond the manuevers this game of the generals emphasize a couple of things. First GMA is hostage by the military and the police. For sure the officials of the administration will not accept this assertion but reality dictates they could not make independent decisions but have to make devil's bargain with the top brass of the AFP. In order to stay in power the GMA had pampered senior officers and kept them loyal to her. Part of this is the continued division within the AFP and the wide dissatisfaction with the administration.

Second is the problem of political connections rather than merit in clinching key promotion or appointments. It requires military officers to have dalliances with political groups that can help in getting appointment. So as military officers they don't mind if they help in election cheating because such help is a political capital in the future. This reflects how weak the military institution is just like other democratic institutions that we have. And when aided by a broadcast network who wants its news program to get high ratings what you get is a game of positional advantage with insinuations of blackmail.

“No one is above the LAW” - siRAULo!

Kupal, kengkoy talaga, nagkalat na naman itong si Siraulo Gonzalez ng DOJ. Can you imagine, sabihin ba namang “No one is above the LAW”. Haaaaaaaa.... TALAGA kupal ? Bunsod ito sa hayagang pag-aming “kinanlong” ng aktibistang si Bishop Tobias ang ilang miembro ng grupong Magdalo (matapos silang pumuga sa detention center sa Kampo Militar).

Ayon kay kupal, “harboring daw ito ng kriminal? Bakit, convicted na ba sa korte (na prove na bang guilty) ang sinasabi niyang mga kriminal? Bakit, kailan ka ba sumunod sa batas, bakit consistent ka ba sa batas? Bakit, may Rule of Law pa ba tayo? Bakit kasing lakas, kasing tatag at kasing tibay na ba ang ating institusyong sa HUSTISYA? Kailan pa? Bakit, sino ba ang sumasalaula sa ating Constitution? Ganuon na ba ka- imparsyal ang ahensya ng DOJ? Sa totoo lang, wala ka nang inatupag diyan sa DOJ kundi ang sumipsip, protektahan, halikan ang tumbong-wetpaks ni Ate Glo?

Maghunus dili ka “amoy lupa”, anong “above the law” pinagsasabi mo? Hindi na mabilang ang pagkakalat mo sa country. Kung sa bagay, kahit paano'y nakaktulong ka. Ikaw ang fertilizer ng destabilization, ikaw ang recruiter ng rebelyon at insureksyon, bitamina ka sa demokratikong kilusan ng mamamayan.

Sinong gagong maniniwalang hindi inalagaan, hindi itinago, pinagbiyahe ng around the world, bini-aypi (VIP), prinotektahan ng Malakanyang si Garcillno (Comelec) at si Jocjoc Bolante (DA-ang BAGMAN ni Mike Arroyo)? Bakit ganun na lamang ang takot n'yo sa mga Congressional hearing at ibinalagbag n'yo pa ang 464 upang hindi magalaw itong dalawa ng Senado!

“No one is above the Law”? Totoo! Sa mga kritiko ng Malakanyang, sa mga naghahanap ng katotohanan, sa mga political enemy ng palasyo, sa mga kalaban ng gubyernong Macapagal Arroyo, sa mga aktibista at sa mga militante, dun lamang (binbaluktuk) may batas. Sa mga kabalahibo, sa mga Crony ng Malakanyang, sa buong barkada't kaututang dila, sa mga PADRINO, suntuk sa buwang "walang above the LAW!!!

Bakit 'hindi pa rin mailabas-labas ang Mayuga Report, hindi magalaw-galaw ang mga kasangkot sa Special Ops nung 2004 Mindanao-Hello Garci? Hanggang sa kasalukuyan, wala pa ring linaw ang bilyong pisong anomalyang FERTILIZER SCAM ni JocJoc Bolante, FIATCO, Jose Pidal, nasaan ang "above the law"?

Kailan pa tayo nagkroon ng “rule of Law”? Ikaw pa (SIRAULO Gonzales) mismo ang nagsasabi, na okey lang (pinaggagawa ng destabilization, rebelde't insureksyon, pipol power, withdrawal of support) kung “MANALO (okey lang), ibang usapin, kung MATALO”.
Iyan ba ang matinong batas, 'yan ba ang "rule of law"?

Sa isang Estadong naghihingalo, lupay-pay at mahina't lulugu-lugo ang mga Institusyon, tiyak nauuwi lamang sa moro-moro ang “rule of law”. Ang mayroon, ganti- gantihan-pulitikahan, padri-padrino, may kapit ka sa itaas-sa tuko, ang malalakas (powerful) at malapit sa Malakanyang ang siyang nakapangyayari, “weather-weather lang ang ating batas”, kung nuon Edsa 1 at Edsa 2 ay pupwede, ngayon ay hindi na pwede- bawal na!

Can you imagine, nagawa pang “mag-apply ng political asylum” itong si Jocjoc Bolante? Haaaaaaaaa.........Dahil daw, prino-prosecute daw siya dito politically, kinakawa raw siya, iaapi raw siya sa Pilipinas, bina-violate raw ang kanyang karapatang pang-TAO? Isiping mong ganung kababaw-ka tanga ang spin doctor ni Mike Arroyo na siya ngayong taktika-estratehiyang gamit ni JocJoc Bolante?

Bakit, ka-level ba niya (Joc Joc) si Nur Misuari ? Si Joe Ma Sison ka ba? Si Joel Rocamora at si Bayron Bocar sa politcal Asylum na iginawad sa kanila sa Middle East at Netherland?

Maski batang Pinoy, alam na kaututang dila siya ng Presidente, (money) bag man siya ni Mike Arroyo, nagma-money laundering siya para sa pamilyang Arroyo, isa siyang elite, kurakot, siya'y walang dudang CRONY ng mga Macapagal Arroyo. Isang minority opposition na Senador (Magsaysay) ang naghahabol sa kanya upang bigyan liwanag ang Fertilizer SCAM. Sinong siraulong gubyerno (US o Europe) ang magga-grant ng political asylum kay Bolate, ISANG MINORITY OPPOSITION si Magsaysay ang tinakasan, iniwasan!

Wala tayong kasiguruhan, katiyakan kung ano ang plano, kahihinatnan ni Joc Joc sa Amerika. Kaya lang, ang sigurado, ang walang mintis, ang tiyak tayo, mayroong sabwatang naganap, conspiracy, cullusyon sa pagitan ng Malakanyang at JocJoc Bolante.

Pagtaas ng singil ng Kuryente sa Setyembre, GARAPAL !

Tataas na naman ang singil sa kuryente sa darating na buwan ng Setyembre. Ito ang masamang balita ng Napocor at Energy Regulatory Commission (ERC). Upang hindi masumbatan, mabulilyaso o maging kahiya-hiya ang kapana-panabik na “positibong lagay ng ekonomyang” (kuno) iuulat ng panglulo sa SONA sa July 24.

Pinalagpas lang ng ilang sandali, linggo, isang buwan at pinakawalan din agad ang halimaw na buwitreng lalaplap sa mamamayan, ang di makatarungang pagtaas ng kuryente. Malinaw na may sabwatan, koordinado, taymingan lang ang labanan at pinaglololoko lang tayo!

Anuman ang idahilan ng Napocor at ERC sa panibagong round of increase, kesyo dahil daw sa IPPs (GRAM), ang pagbaba ng piso sa dolyar, ang mga ginastos na generation rate adjustment mechanism (GRAM) at incremental currency exchange rate adjustment (ICERA) schemes ay sa totoo lang SIYA RIN MISMO ang may GAWA (pinagpapasok ang di pantay na mga agreement at katangahan sa konsepto ng sovereign guarantee).

Alam ng buong mundo na politically motivated, patronage at larong pulitika ang isa sa mga dahilan ng sunud-sunud na pagtaas ng koryente. Tiklop ang buntut ang Napocor, sunud-sunuran, sumusunod lamang sa utos ng Malakanyang, patnubay lamang ito sa patakarang sinusunod na (Batas) Epira Law at mga multi-lateral na ahensyang pinaglubugan at pinagkakautangan na 'di naman nating napakinabangan.

Sabihin na nating totoo ang mga kadahilanang (facts-mski dinuktor) binabggit ng sabwatang ERC at Napocor, ang tanong ng country, bakit hindi prinaprioridad, tintanggkilik, binibigyang pagpapahalaga' bigat ang sariling atin, ang sariling
nililikhang (alterntive-indigenous, non fossilized) enerhiyang nagmumula sa Hydro at Geothermal energy? Mas mura (cheap;50%) na nga ng kalahating porsiento, non- pollutants, renewable energy at mayorya nito ay kontrolado pa't pag-aari ng gubyerno.

Ang SAD and LONELY rito, halos 30 hanggang 40 % lamang ng mga kapasidad nito (GEOTHERMAL AT HYDRO) ang napapakinabangang ng bansa. Ang malaking bahagdang napro-produced na kuryente nito ay naitatapon lamang, haaaaaaaaaaaa.... SAYANG!
Ang isa pang SAD and LONELY, majority ng nabibili ng Napocor ay nanggagaling sa IPPs na sobra-sobra't mataas ang presyo at pag-aari ng mga Lopezes!

Ano ang epekto ng pagtaas ng kurkayente kay Juan ? Panibagong hirap, dalamhati't pasakit, hirap na mas malalala pa sa kahirapang idinulot ng mamamayang Pinoy nuong Ikalawang Digmaang Pandaigdig (WW2). Noodle na nga lang ang panalba sa araw-araw, ipagkakait pa ng gubyerno ni Ate Glo.

Paano na ang pag-aaral ni Totoy? Tuloy na't 'di na maawat ang pang-gabing trabaho, makapal na make-up, umuuwi ng umaga ni Nena. Paano na ang pamasadang jeep/taxi ni Mang Kulas, may matira pa kaya maiuuwing atik kay Manang Celia? Natanggal sa trabaho si Mang Juan, paano na ngon yan? Ang SAD and LONELY, mapapalaban na naman si Nena sa mga parukyano nitong mga SAKANG at Singaporian!

Dahil sa sobrang taas ng singil ng kuryente sa bansa, iwas pusoy ang mga namumuhunan dayuhan sa bansa. Pumapangatlo tayo sa Asia sa pinakamataas na singil ng kuryente.
Paano na ang nakatiwang-wang na mga pabrika sa kahabaan ng Quirino highway, North at South Expressway. Ilang milyong mamamayang, ilan bagong graduate ang mawalan ng trabaho.

Nagsisilipat at nag-iimpake na ang ilang industria natin sa Vietnam, Thailand at China. Mga karatig bansa natin ang siya ngayong namimiesta't dinudumog ng mga mamumuhunan Kapital ng mundo

Dapat mabusisi ng Senado ang anomalyang bumabalot sa Napocor at ERC at ang Epira Law na siyang bumalasubas sa industria ng Enerhiya. Ang tanong, iulat kaya ni Ate Glo sa SONA ang tunay na lagay ng karumaldumal na krimen ng Napocor-ERC at sektor ng enerhiya kay Mang Pandoy?

Ngayon mo ikundina ang Israeli Agression, Ate Glo!

Ngayon ka maghamon, ngayon ang tayming upang magpa-impres, magyabang sa mundo, sa country, lalo na sa ating mga kababayang Pinay-OFW-Domestic Helper. Ito na ang tamang panahon upang tahasang "ikundina ang barbaridad at walang habas na atake't panghihimasok ng Israel sa mamamayang Lebanon at Palestino.”

Kamakailan lang, nanawagan ang Zionistang Israel na lisanin na ng mga residente (local /foreign)ang Katimugang Lebanon at Beirut (kapitolyo) upang pasukin at mukang seryosong uulitin durugin (all out war) ang Lebanon tulad ng paulit-ulit na ginawa nito may ilang dekada na ang nakaipas.

Dahil lamang sa tatlong sundalong Isreli na nacaptured ng Hezbolla militants sa Lebanon at grupong Hamas na Palestino, ang buong populasyon Lebanese at Palestino ang siya ngayong walang awang ginagantihan, pinagdurusa at pinipinsala.

Halos magkaparehong mga katagang ginamit ng mga Puting dayo sa pang-aapi't pag-ubos ng lahi ng American Indians, "a good Indians is a dead Indians".

Kasabay nito, nauna ng kinundina na (Kofi Annan ng UN at si Tony Blair ay nanawagang mag-intervene na) ng Rusya, France, Espanya, Arab world at iba pang mauunlad na bansa ang malupit, genocidal at paghuhurimintado atake ng Zionistang Israel. Maliban sa mga Pilipino, malawakang nag-sisipag-ebakwasyon at nagsisipag-likas na ang halos lahat ng mga dayong naninirahan sa Southern Lebanon.

Ayon sa huling balita (abs-cbn), "may isa na raw tayong (Pinay-DH) casualty sa pambobomba", kung saka-sakali, may kasabay at may pasalubong na "trophy" si Ate Glo at si Cimatu pauwi sa panahon ng SONA.

Ito na ang tamang panahon para kay Ate Glo upang patunayang hindi siya kaladkaring BURIKAK ni Uncle Sam, bagkus siya'y makiki-isa, makikihanay sa mga “Bansang Walang Pinapanigan (Non-Alligned Movement).” Panahon na rin upang ganap na iwasto na ang ating nakakahiyang maka-US na foreign policy. Hindi lang puro kabig, maglingkod ka! Dapat lang itaguyod ni Ate Glo ang sariling interes ng bansa sa Gitnang Silangan, ang proteksyunan ang pangunahing sumasalba ng ating ekonomya, ang OFW (suntok sa buwan 'yan!).

Upang masiguro ang sapat, murang supply ng langis at katahimikan sa Mindanao, binisita pa ni Ate Glo ang bansang Libya at bansang Brunei, pawang mga bansang muslim.

Papakumplika at napaka-peligroso, at sa itinatakbo ng mga pangyayari, mukhang lalaki't lalawak sa karatig bansang mga muslim (maliban sa Iraq, Iran, Syria,Lebanon at Saudi) ang gera. Pansamantala munang itigil ang deployment at pagpapadala ng OFW sa GHitnang Silangan! Nakasalalay kay Ate Glo ang kahihinatan ng mahigit 30,000 mga katulong (domestic Helper) sa bansang Lebanon at ilang milyung manggagawa sa rehiyon.

Kaya lang, 'di tulad sa maagap na pagkundina sa missile testing ng North Korea (alam ng mundo na pasipsip lamang ito kay Bush), nakakalungkot na mukhang TAMIMI, kimi si Ate Glo na magkomentaryo, pumusisyon at kumundina laban sa gerang may direktang epekto't kinalaman sa mga OFW.

Dahil ba sa takot na makoryente kay Bush (na siyang punu't dulo ng lahat) o dahil lamang ba sa mga katulong lamang ang involved? Hihintayin pa ba niyang may maiuwing bangkay na OFW na siya namang pagpipyestahan ng mga pulitiko't alipores-galamay ng palasyo, tulad nung nangyari kay ala-Angelo de la Cruz lalo na't nalalapit na ang SONA sa July 24?

Sa utos ni Prime Minister Ehud Olmer ng Israel, umakyat na sa dalawang-daan mga sibilyan Lebanese ang nasasawi sa sabayang air, sea, at land strike ng pwersang Israeli. Ayon sa ulat, may ilan daan na ring mga kababayan natin ang nagpaabot ng kagustuhang lumikas sa Lebanon, kaya lang lubhang inutil, walang kakayahan, napakabagal ang reaction ng DFA at emisary nitong si Gen Cimatu. Mukhang mas prioridad pa nitong tulungan ang napipiit sa Amerikang si Joc joc Bolante.

Walang maaasahang tulong ang ating mga kababayan sa DFA at OWWA. Tanging sa mga kamay nila ang magliligtas sa kani-kanilang sarili (mag-evacuate sa bundok malapit sa Beirut, makisilong sa mga Simbahan, maki-hitch sa mga barko-transportsyon bilang humanitarian aid mula sa mayayamang bansang Europeo, humingi ng tulong sa kani-kanilang AMONG Lebanese o magkaisa-isa't magtulungan ang mga Pinoy.

Dahil sa isinagawang blockade (baybaying dagat, lahat ng major air, and sea ports at rutang matatakbuhan malapit sa border ng Syria at Iraq ay winawasak at patuloy na binobomba ng Israel forces), ang ating mga OFW ay parang mga ulilang walang matakbuhan at matakasan sa Lebanon. Mukhang mga tulong pa ng kani-kanilang AMONG Lebanese ang tiyakan nilang maaasahan!

Ayon sa inutil na DFA, "na sa Katimugang Lebanon ang pinupuruhan ng atake ng Israel, ito rin ang mga lugar na kinokonsentrahan ng mga domestic helper na Pinay," dito rin kung saang matatagpuan ang HQ ng Hezbollah militants na siyang katunggali't kaaway ng Israel.

Malaki ang epekto sa ating bansa ang papalalang kalagayan ng Gitnang Silangan;

Una; mahigit 30,000 mga DH ang maaapektohan sa Lebanon (na kumikita lamang ng $100 - 200 kada buwan). Kung lalaki't lalawak ang labanan, posibleng indirectly damay ang kabuuang isang milyong (1,000,000) OFW sa Gitnang Silangan (Saudi Arabia).

Pangalawa; walang dudang tataas ang presyo ng langis. Ayon sa ilang source, posibleng umabot sa $80 hanggang $100 / barrel o katumbas na P50 hanggang P100 kada litro ang presyo ng langis bago mag PASKO '06. Maliban sa “pagtatanim ng Jathropa-ethanol” (na posibleng additive daw sa gasolina) sa bawat bakuran ng bawat tahanang Pinoy, walang malinaw na ipinapakitang programa ang ating gubyerno? Hindi alintana, tuloy-tuloy lang ang paggamit ng mamahaling SUV at tatlo hanggang 5 convoy car ang ating mga pulitiko.

Mayroon tayong cheap-mura at sariling natural at indigenous energy/electricity na nagmumula sa Hydro-electric at Geothermal energy, subalit hindi ito lubusang namamaksima (30- 40% lang ang nagagamit, ang sobra'y itinatapon). Bukud sa mas mura-cheap ito ng mahigit50% kumpara sa mga Independent Power Produ cers (IPPs) na kinunsinti't kinakalinga ng Napocor-Malakanyang(dahil sa padri-padrino't pamumulitika).

Malaking bahagdan (60%) ng enerhiyang pinanggagalingan ng Napocor ay pawang galing sa mga mamahalin at inutang na IPPs ng MERALCO. Dahil sa “political survival mode ng pangulo”, tiklop ito sa anumang naisin ng mga Lopezes. Tayo na nga ang may pinakamababang living standard sa Asia, tayo pa rin ang ikatlo sa mas mataas na singil ng kuryente sa buong Asia.

Ito na lang palagi ang napapala ng ating mga OFW sa tuwing nalalagay sa bingit ng panganib sa ibong dagat. Habang ipinamamari't ipinagmamalaki ni Ate Glo ang pagluluwas ng MANPOWER export para lamang maisalba ang naghihingalong ekonomya at upang may maisustento sa kanyang magulong pamahalaan.

Habang inuutong "mga tunay na bayani" ang mg OFW, at pinagyayabang patuloy na tumataas ang remitances (dolyar) nito, wala siyang ginagawa upang agapayan, ayudahan, paglingkuran ang pangangailangang sosyal ng mga naulilang pamilya sa bansa, wala siyang paki, dedma sa panganib na kinahihinatnan ng mga OFW sa kabuuan.

Kung may maipapakitang maayos na pagkalinga ang gubyerno-DFA-OWWA sa mga OFW sa Lebanon, at buong tapang nitong ikukundina ang agresyong militar ng Zionistang Israel, walang dudang papogi-points ito sa country at sa nalalapit na SONA ng pangulo sa July 24?

Critical Notes on LnM’s TRG
This presentation is divided into Five parts:

Rationale for TRG

The TRG was developed in the context of the political crisis. What is the “nature” of the current POLITICAL CRISIS?

According to the ”trapo” Opposition: the country is experiencing a crisis of leadership. President Arroyo “is” the source of the problem.
PROPOSED SOLUTION: remove the President, so as to solve the problem.

According to the Administration: what we are facing is a crisis of the “system” (e.i., the presidential-unitary system of government). President Arroyo is merely a “victim” of this system of government.
PROPOSED SOLUTION: shift to a presidential-unitary system of government through Charter Change.

These propositions from both UNO and the Administration fail to apprehend the real complexity of the crisis;

First, while the President is not the sole source of the crisis, she is nonetheless its most immediate cause.

Second, past events indicate that the crisis goes beyond the mere infirmities of the presidential-unitary system.

Third, though the President can rightly claim that she is a victim of the “system,” one can argue that every Filipino also faces the same predicament.

Rationale for TRG:
President Arroyo is merely the manifestation of a far bigger crisis. What is undergoing crisis is the system of class rule called “elite democracy.” elite democracy – the system of class rule that was created after EDSA I.

FEATURES

1. the dispersal of power among rival factions of the elite, with no central
bureaucracy acting as the sole receptacle of prestige and political authority;

2. the formal existence of various institutions of democratic governance such as a
duly approved Constitution, the enjoyment of civil liberties, the presence of an
independent judiciary and the existence of a well-respected legislature, but where
real political power is concentrated in the hands of a small and exploitative
elite; and

3. the exercise of periodic elections less as a means of enhancing greater popular
participation than as a mechanism for resolving intra-elite competition.

Though relatively “free” elections are regularly held under elite democracy, political power is nonetheless monopolized by the wealthy and the well-born. In a study made by the Philippine Center for Investigative Journalism (PCIJ),approximately 50% of the members of the 12TH House of Representatives have a net worth of assets between P1 million to P10 million. On the other hand, 42% of the members of the 12th Senate have a net worth of assets between P11 million to P29 million. On the average, the members of the 12th Congress would have a net worth of assets of P21 million for representatives and P59 million for senators.

“Five Congresses—the Eighth to the 12TH—have been constituted since the fall of Ferdinand Marcos in 1986. The legislators elected to these bodies have hardly been representative of those they represent. In that sense, they have not been different from the past, when members of Congress were drawn from a narrow elite in terms of property, education (since 1898, they have been trained mainly in law), and social standing…The sources of their wealth are more diverse, indicating that many more business interests are represented in Congress, which can no longer be described as “landlord-dominated” legislature.

The caciques of old have been replaced by real-estate developers, bankers, stockbrokers, and assorted professionals and business people.” Even if the Opposition get to replace President Arroyo with one of their own, the new administration will still function to serve elite interests. As a response to the crisis, Laban ng Masa has proposed the establishment of a Transitional Revolutionary Government (TRG).

Transitional – it is not meant to be permanent; its tenure should be as brief as possible (at most three years).

Revolutionary – it suspends existing legal restraints created by the elite that hamper the implementation of meaningful social reforms. The TRG’s ultimate goal is the establishment of a constitutional government with a progressive character.

Reform Agenda

Immediate Relief to the Poor
> Regulation of prices of basic commodities.
> Utilization of the cocolevy funds to improve the coconut industry and benefit
ordinary farmers.
> Setting up of feeding centers for infants and children in urban poor communities
and destitute rural villages.

Reversal of Neo-Liberal Policies
> Government to subsidize basic services (e.i., health, education, water, electricity
and sanitation).
> Budget re-channeling from debt service payments to social services, debt audit and
moratorium.
> Protection for local industries and agriculture from unfair global competition to
encourage production.

Reform Agenda
> Rescind all fraudulent contracts with independent power producers.
> Return of Petron to public ownership.
> Break existing oligopolies in the power sector.
> Review and revise labor and wage laws in order to protect workers’ rights.

Land Reform and Rural Development
> Immediate acquisition of big haciendas and subsequent distribution to individual
farmers and farmers’ cooperatives.
> Increased government investments in irrigation, post-harvest facilities and support
infrastructure.
> Promotion of cooperative farming and/or joint state-cooperative ventures.

Curbing Graft and Corruption
> Graft cases to be filed against the Arroyo family and other officials of the
regime.
> Similar cases will also be filed against officials of previous regimes.
> Revamp and reform within the judiciary.

Military and Police Reforms
> Creation of special courts to prosecute corrupt police and military officials.
> Salary grade improvement within the police and military.
> Human rights orientation for all AFP and PNP personnel.

Peace Agenda
> The TRG shall recognize the right to self-determination of Moros, lumads and other
indigenous peoples.
> Moros shall be given full autonomy.

Reforming the COMELEC
> The TRG shall revise the Omnibus Election Code to regulate election expenditures.
> Elections will be computerized to curb election cheating.

Media and Education
> A special fund shall be put up to support the production of education programs.
> Radio and television stations will be required to devote at least three hours of
prime time for educational programming.
> There will be licensure examinations for journalists to encourage professionalism.

Drafting of a New Constitution
> The TRG will appoint a 30-50 member commission which will draft a new constitution.
> The draft charter will be submitted for discussion in barangay assemblies.
> A second draft will be prepared, containing the inputs from the barangays.
> The draft will be submitted for ratification through a plebiscite.

The TRG shall consist of:
Governing Council – collective presidency and provisional legislature
Council of Ministers – implementing arm of the Governing Council
TRG Structure
The Governing Council shall be composed of seven (7) to 15 individuals.
All members of the Governing Council shall be barred from running in the
first two elections under a regular government.


Critique on the TRG:

The TRG offers the most comprehensive and people-oriented response to the crisis.
But is it a perfect alternative?

The TRG suffers from two (2) “flaws”:
first, the presence of a strong executive; and
second, the possibility of over-centralization.

Critique 1: Strong Executive
The TRG has the following striking features:
It has no legislative structure.
It remains unclear on what it intends to do with the Supreme Court during the period of transition. Hence, it may be assumed that the TRG will be un-tempered by judicial review.

What are consequences of this proposed TRG structure?
The country will have a very strong executive which will not only implement political decisions but will actually be the source of all governmental decrees.

Models: Emilio Aguinaldo’s military dictatorship (May 24, 1898-June 23, 1898)
Philippine Revolutionary Government (June 23, 1898-January 21, 1899)

However, a strong executive is not a sine qua non for a successful revolution. There were also instances wherein a people’s uprising was led by a revolutionary legislature.

Models: French Revolution (National Assembly, 1789-1791)
American Revolution (Second Continental Congress, 1775-1789)

Critique 2: Centralization
Second Consequence:
The concentration of power in the hands of a small minority (i.e., the seven to 15-member Governing Council). This setup can be justified by the perceived need for large-scale revolutionary action and long-term political survival. However, revolutions are often characterized by the explosion of spontaneous popular struggles and by the subsequent exercise of local/community power.

The Katipunan had a preeminent place in the uprising. However, it was also dependent on the people’s spontaneous action, so as to divide the colonial troops and prevent them from concentrating their forces in a single locality.

Military operations were largely decentralized. “Although many encounters were indecisive or ended in defeat for the Katipuneros, the Spanish forces were continually harassed and divided by the many simultaneous and spontaneous risings in different provinces. While not all the revolutionary actions were coordinated by the Katipunan, the Revolution itself had become generalized.”

The 1896 Revolution

The policy of local revolutionary autonomy was not fully repudiated until after the Tejeros Convention. The trend towards centralization was again reversed by the Treaty of Biak-na-Bato. Aguinaldo’s exile in Hongkong resulted in a new revolutionary upsurge, particularly in Caloocan, La Union, Ilocos Sur, Southern Tagalog, Central Luzon Panay and Cebu.

History further indicates: that revolutions are often the result of spontaneous local action; that these actions often lead to the establishment of locally-based forms of social organization; and that these formations are characterized by citizens’ participation and the decentralization and self-management of power and resources.

This emphasis on local action and community practices is brought about by the changes in the operation of power, characterized by its dispersal throughout the social body. “…there are no relations of power without resistances; the latter are all the more real and effective because they are formed right at the point where relations of power are exercised; resistance to power does not have to come from elsewhere to be real, nor is it inexorably frustrated through being the compatriot of power. It exists all the more by being in the same place as power; hence, like power, resistance is multiple and can be integrated in global strategies.”

Centralization, therefore, can never advance the interests of the citizens and the revolutionary forces for it would: transfer power to a new ruling clique;
and create a “Red bureaucracy” which has a tendency to “degenerate.”

Recommendations

To address the flaws in the TRG proposal, the following recommendations are presented:

1. Expand the Governing Council to include all the members of the LnM National
Council (NC) and representatives of other progressive and anti-elitist parties,
groups or organizations that have taken part in the removal of the Arroyo
administration.
2. Limit the role of the Governing Council to that of a provisional legislature.
3. Place executive powers in the Council of Ministers.
4. Establish citizens’ councils at the city, municipal and barangay levels to serve
as alternative institutions of political participation and community governance
(e.g., Konseho ng Masa).
5. Create a committee that would draft a “provisional freedom constitution” that
would take effect upon the proclamation of the TRG.

Article 1, Section 1: stipulates that Articles I, III (Citizenship), IV (Bill of Rights), V and VI of the 1973 Constitution are retained in toto.
Article 1, Section2: adopts Articles II, VII, X, XI, XII, XIII, XIV and XV, in so far as they are not inconsistent with the “Freedom” Constitution.
Article IV, Section 1: adopts all existing laws, decrees, executive orders, proclamations, letters of instruction, implementing rules and regulations, and other executive issuances not inconsistent with the Freedom Constitution.
A revolution is an act of human “freedom.” An upsurge that stifles that freedom doesn’t deserve the title “revolution.” “If I can’t dance to your revolution, I won’t come.”

"Blueprint for a Viable Philippines"

USING what it says are "broad strokes," a group of academic and civil society leaders is recommending reforms in governance to address the country's lingering crisis and "strengthen a nation now perilously hurtling into chaos."

The proposed reforms are contained in a "Blueprint for a Viable Philippines" and cover an extensive range of issues, including the structure of government, taxation, the judiciary, international relations, housing, population, agrarian reform and industrialization, and health and education. The Blueprint describes the failure of existing policies and programs, and points the way to rekindling hope among the public, especially the youth. At the very least, its proponents say, the document hopes to shift the focus of public attention "from personality squabbles to the issues that truly matter."

Two of the Blueprint's main proponents are former UP president Francisco Nemenzo and Renato Constantino, Jr.

The Blueprint does not make any direct reference to the controversies hounding the Arroyo government nor to calls for her to step down. But Nemenzo was among those who had called, as the so-called Gloriagate scandal broke, for the President to resign and pave the way for a "transitional revolutionary government " such as the one that replaced the Marcos dictatorship in 1986.

The document traces its roots to informal discussions among the key proponents beginning in mid-2004. Roundtable forums were then held with individuals from government, the private sector, and NGOs. Integrated into the document were platforms and policy papers from the various groups that were consulted.

In remarks made as the document was first made public on Monday, Nemenzo said, "Painfully aware that ideas are worthless without the power to implement them, we offer the Blueprint to all political parties and social movements. They are welcome to adopt it in full or in part."

All the proposed programs, proponents say, aim to "take back the control of our natural resources (natural, manpower, financial, state, etc.) so that we may, with full sovereignty, determine the path of development which will secure the greatest welfare for the greater number of Filipinos."


The following are some of the Blueprint's recommendations:

On the structures and forms of government. The choice of structure and form of government is merely secondary to the need for a strong, autonomous, and willful State. After all, an effective parliamentary system requires the participation of mature political parties and a federal system demands the prior existence of stable institutions. Prepare the ground on which the new forms could grow.

On the national debt. It is no longer sustainable to allot an increasing percentage of the national resources to repay the country's loans. Initiate a comprehensive debt audit. Re-negotiate debts with other governments and multilateral institutions and secure a minimum 5-year relief from interest payments.

On the public finance and fiscal crisis. Tax leakage and corruption constrain government's ability to improve the country's fiscal picture. Shift to a simplified, universal and equitable gross taxation system.

On agricultural development. The agriculture sector is not growing and rural jobs and incomes are not increasing. Complete the implementation of the agrarian reform program and strengthen land and asset reform by bringing back reformed lands into the circuit of commerce.

On trade. Having failed to modernize prior to committing to multilateral trade agreements, the Philippines has become a net importer of agricultural products. Adjust trade policy to the requirements of the country's long-term economic growth. Freeze commitments to further trade liberalization while reviewing the impact of indiscriminate liberalization on the country's economy.

On labor and employment. The rate of unemployment has steadily gone up, as the export of labor has become the government's most favored response to the problem. Manage the overseas employment program so that its worst effects are avoided. At the least, forge bilateral agreements with host countries to ensure the welfare of overseas workers.

On cultural communities and autonomous regions. There is no national program to protect the nation's cultural communities. Constitutional provisions establishing autonomous regions have also remained mere promises. Take concrete steps to actualize the indigenous peoples' rights to preserve and develop their own way of life.

On population. The national government continues to neglect population policy. Address the main issues of unmet needs in relation to desired family size and population momentum.

On health. Public health has remained a very low priority for government. Reverse the decentralization of primary health care and install a real social health insurance system.

On education. The country is simply not spending enough on education. Double or triple the current budget for education. Develop a new curriculum that is strong in history and culture.

On the media. The mass media has played a minimal role in the formation of a mature polity, strengthening a sense of national identity, and promoting national culture. Instead it has become the principal instrument of a consumerist culture. Establish a regulatory and watchdog body that will monitor media abuse and recommend measures to align programming and content with social objectives.

Aside from Nemenzo and Constantino Jr., the other main proponents of the Blueprint are Prof. Randolf David, former UP Diliman Chancellor Roger Posadas, Isagani Serrano of the Philippine Rural Reconstruction Movement, and Ma. Victoria Raquiza of the Global Call to Action Against Poverty-Philippines.
