2009 - 2010

Mas komplikado, explosibo at delikading ang sitwasyong sa 2009 kung ikukumpara sa 2008. Ang mga posibleng senaryo; ang tensyonadong lagay ng pulitika at ekonomya. Sa isa't kalahating taong nalalabi sa kapagyarihan, "aasahang patuloy na aambisyun ng Malakanyang ang Cha Cha-Con As o pagpapalit ng sistema ng paggugubyerno na alam ng lahat na isa lamang deterent sa pagiging lameduck president, term extension at forever Constitution ni GMA." Kung matagumpay na mailalatag ang kondisyon, planong idiklara ang emergency power at martial law upang pahinain ang mga kaaway sa pulitika. 
Si GMA ang pinaka unpopular,  pinakaWORST at pinaka-bad president sa kasaysayan ng Pilipinas. May nalalabing isa't-kalahating taon na lamang sa poder bago lisanin ang pwesto sa July 2010.

Mas magiging garapal, hayagan ang pangungurakot at insidente ng election related violence papalapit ang 2010 election. Kung sinasabing hindi tayo masyadong tinamaan ng pandaigdigang resesyon nung 2008, sa unang quarto ng taong 2009, mararandaman na ang nagbabadyang tsunaming RESESYON sa Pilipinas, "tutumal ang negosyo, mangunguluntoy ang export, maraming malulugi't magsasarang kumpanya, patuloy na malalagay sa alanganin ang sektor ng Banking at Finance, foreign trade at pamumuhunan. Dadami ang mawawalan ng trabaho, uuwing luhaang migrante, lalaki ang bilang ng nagugutom at karalitaan. Dodoble ang dami ng street children, prostitusyon, kriminalidad at kawalan ng matitirhan ganti ng inang kalikasan at iligal na demolisyon. Aasahang “huhupa” ang dollar remitances bunsod ng lumalalang resesyon ng mauunlad na bansa."

Magpapatuloy ang pananalaula sa mga demokratikong institusyon at imoralidad sa paggugubyerno. Sa tulong at suporta ng ilang grupong tinatawag na "LIBERATORS" sa loob at labas ng gubyerno, may posibilidad na maisakatuparan ang inaasam-asam na "moral recovery" at radikal na pagbabago sa pulitika, ekonomiya at panlipunan na matagal ng ina-advocate ng pitong Bishop ng CBCP at grupo ng civil society.

Kung may naka-angkla sa kampanya't kilos protesta laban sa Cha Cha at iba pang isyu, abala ang marami sa paghahanda't partisipasyon sa 2010 presidential election at local politics. At para hindi na maulit ang 2002-2003 at 2006 na katiwalian at pangngulibat sa kabang yaman ng bansa, mayroong grupo ng civil society ang handang magbantay at magmonitor sa kung paano gagastusin ni GMA ang P1.4 trilyong LUMP SUM scheme ng 2009 national budget. Maagap din babantayan kung sino-sino ang mga itatalagang mahistrado sa Korte Suprema at paggalaw ng Comelec.

Partikular ang budget sa DPWH, Infra projects, ang procurement sa AFP at P5.0 bilyong subsidyo o conditional cash transfer (CCT) ng DSWD sa ilalim ng Pantawid Pamilyang Pilipino Program (P4), ang P10.039 billion ng DA-OSEC (Dept of Agriculture) “GMA (Ginintuang Masaganang Ani) Rice” program; ang P1.49 billion para sa DA-OSEC “GMA Corn” program; ang P2.72 billion para sa DA-OSEC “GMA High Value Crops” program at ang P944 million for the “GMA Livestock” program.

Marami ang naniniwalang matitiguk ang Cha Cha-GMA Forever Constitution. Maaring makaligtas sa pampulitikang kapahamakan ang administrasyong Arroyo sa kaliwa't kanang banta, kaya lang, kung wala itong winnable na mamanukin o walang mangangahas na magpa-indorsong presidentiable candidate sa 2010 dahil sa takot ng
"halik ni Hudas" (kiss of death) at nalalapit na kamatayan ng partidong KAMPI, LAKAS at NPC sampu ng kanilang pamunuan sa yugto ng pre-campaign (3rd quarter ng 2009-1st quarter 2010), ganap na guguhong parang kastilyong buhangin ang walong taong pampulitikang kapangyarihang ipinundar ng administrasyong Arroyo.

A VERY SCARY PROPHECY

Is he another Nostradamus?
The man who predicted the 1987 stock market crash and the fall of the Soviet Union is now forecasting a revolution in America, food riots and tax rebellions - all within four years, while cautioning that putting food on the table will be a more pressing concern than buying Christmas gifts by 2012.
Gerald Celente, the CEO of Trends Research Institute, is renowned for his accuracy in predicting future world and economic events, which will send a chill down your spine considering what he told Fox News this week.

Celente says that by 2012 America will become an undeveloped nation, that there will be a revolution marked by food riots, squatter rebellions, tax revolts and job marches, and that holidays will be more about obtaining food, not gifts.

"We're going to see the end of the retail Christmas... .we're going to see a fundamental shift take place....putting food on the table is going to be more important that putting gifts under the Christmas tree," said Celente, adding that the situation would be "worse than the great depression".

"America's going to go through a transition the likes of which no one is prepared for,
" said Celente, noting that people's refusal to acknowledge that America was even in a recession highlights how big a problem denial is in being ready for the true scale of the crisis.

Celente, who successfully predicted the 1997 Asian Currency Crisis, the subprime mortgage collapse and the massive devaluation of the U.S. dollar, told UPI in November last year that the following year would be known as
"The Panic of 2008," adding that "giants (would) tumble to their deaths," which is exactly what we have witnessed with the collapse of Lehman Brothers, Bear Stearns and others. He also said that the dollar would eventually be devalued by as much as 90 percent.

The consequence of what we have seen unfold this year would lead to a lowering in living standards, Celente predicted a year ago, which is also being borne out by plummeting retail sales figures.

The prospect of revolution was a concept echoed by a British Ministry of Defence report last year, which predicted that within 30 years, the growing gap between the super rich and the middle class, along with an urban underclass threatening social order would mean,
"The world's middle classes might unite, using access to knowledge, resources and skills to shape transnational processes in their own class interest," and that, "the middle classes could become a revolutionary class."

In a separate recent interview, Celente went further on the subject of revolution in America.
"There will be a revolution in this country," he said. "It's not going to come yet, but it's going to come down the line and we're going to see a third party and this was the catalyst for it: the takeover of Washington, D. C., in broad daylight by Wall Street in this bloodless coup. And it will happen as conditions continue to worsen."

"The first thing to do is organize with tax revolts. That's going to be the big one because people can't afford to pay more school tax, property tax, any kind of tax. You're going to start seeing those kinds of protests start to develop."

"It's going to be very bleak. Very sad. And there is going to be a lot of homeless, the likes of which we have never seen before. Tent cities are already sprouting up around the country and we're going to see many more."

"We're going to start seeing huge areas of vacant real estate and squatters living in them as well. It's going to be a picture the likes of which Americans are not going to be used to. It's going to come as a shock and with it, there's going to be a lot of crime. And the crime is going to be a lot worse than it was before because in the last 1929 Depression, people's minds weren't wrecked on all these modern drugs - over-the-counter drugs, or crystal meth or whatever it might be. So, you have a huge underclass of very desperate people with their minds chemically blown beyond anybody's comprehension. "

Inaasahan din ang pag-overhaul at pagpapalakas ng mga demokratikong institusyon, Korte Suprema, Umbudsman, Comelec,
Kongreso at Senado. Kung ito ang hinahanap na pagbabo, magkatotoo na ang inaasam-asam na pagbabago ng limang Bishops,
ang isang "radikal na pagbabago sa pulitika, pang-ekonomya
't panlipunan" bago at pagkatapos ang 2010.

The Blogging Revolution: A Look at the Repression of Online Journalism Around the World

A new report by the Committee to Protect Journalists says more internet journalists are jailed today than journalists in any other medium. We speak with journalist Antony Loewenstein, author of The Blogging Revolution. He traveled to Iran, Egypt, Syria, Saudi Arabia, Cuba and China in 2007 to look at bloggers around the world who live and write under repressive regimes.

JUAN GONZALEZ: A new report by the Committee to Protect Journalists says more internet journalists are jailed today than journalists in any other medium. At least fifty-six online journalists are jailed worldwide, according to CPJ’s census, a tally that surpasses the number of print journalists for the first time. The number of imprisoned online journalists has steadily increased since CPJ recorded the first jailed internet writer in its 1997 census.

AMY GOODMAN: Our next guest traveled to Iran, Egypt, Syria, Saudi Arabia, Cuba and China in 2007 to look at bloggers around the world. He is Antony Loewenstein. He wrote The Blogging Revolution. Welcome. Talk about blogging in these countries, why people are ending up in jail.
ANTONY LOEWENSTEIN: The bottom line is that many, many people in these countries, of course, can’t rely on state-run media, which is propaganda. Bloggers and blogging is a way of trying to express different views. So in every country I went to, except for Cuba, where the internet is very underdeveloped, you have situations, people blogging about sex, about drugs, about gender issues, about politics. The majority of people in these countries don’t blog politically. They blog about their personal lives, about their boyfriends, their girlfriends. But there is increasingly, as that report states, many, many regimes who are fearful of the fact that you have independent voices, simply put.

In China, for example, I think it said there were thirty-five people who were imprisoned, many of those people—some of those people, I should add, with the assistance of Western
multinationals like Yahoo!, who have actually given information to the regime to assist these people being put in jail. Google, Yahoo!, Microsoft, Cisco, other security firms, internet firms, have sadly and shamefully been involved in these kind of complicity acts. And [inaudible] one of the things I discuss in the book is to actually have more transparency about how those guys actually operate in those kind of countries.

A place like Iran, say, the most part, the population is very, very young. So what you find is that despite like Ahmadinejad cracking down on dissent, which has undoubtedly happened in the last three years, you still find a very, very vibrant online community, far more vibrant than you get in most of the Western media. So there is, despite the crackdowns and despite the imprisonment, discussion about politics between reformists and liberals and, for that matter, conservatives. And one of the things that comes out, I think, ve
ry clearly is that many people in these countries resent how the Western media reports them, New York Times, those sort of papers.

JUAN GONZALEZ: Even in Iran, you noted that there’s an American company there, Secure Computing, that was providing a filter—

JUAN GONZALEZ: —for Iran to be able to filter out information on the internet?

ANTONY LOEWENSTEIN: The company denies it’s involved, so—but my understanding is that they actually are involved. This is what you find in country after country, that although Western multinationals often talk about human rights and democr
acy, we’ve seen in the last five years these companies actually operating to make a buck. China is, for example, the biggest internet market in the world, 250 million users, six million users going online every month. America’s got about 230 million people, roughly, online. So, surprise, surprise, they want to make a buck. And what you find increasingly is that companies like that are also moving into other nations.

And one of the things I discuss in the book is, we too much in the West think about these issues happening over there somewhere, China, Iran, somewhere, rather than happening here. And I think what we need to look at more closely is how these companies might operate when they behave in the West and, for that matter, are they exporting their oppression elsewhere, as well?

AMY GOODMAN: What about Saudi Arabia?
ANTONY LOEWENSTEIN: Saudi Arabia made Iran seem liberal in comparison. The online community in Saudi Arabia is not massive, but certainly growing. I spent some time with some prominent bloggers there who are relatively liberal in a Saudi sense. And one of the challenges they have, that censorship actually in Saudi is quite minimal, believe it or not. There are websites that are blocked by the kingdom, but most of them actually are relatively available. What you find there is a great discussion between so-called liberal reformers who actually want to try and make the possibility of a liberal, more open Islam a possibility. And there’s often a great deal of competition online between more hardliners than conservatives who believe in a more fundamentalist interpretation of Islam and more individuals who believe in a more liberal, open, relatively democratic Islam.


AMY GOODMAN: Egypt?
ANTONY LOEWENSTEIN: Egypt, again, arguably the most vibrant online community in the Middle East. There’s been a great deal of actually change there because of the internet, not least because of torture. Torture videos are increasingly now published on blogs. The government has been forced to respond. Torture still goes on, of course, but it’s becoming a lot less. And one of the things that strikes me is that a lot of social networking sites, Facebook, YouTube, actually are increasingly being used to organize dissent against the US-backed regime.

Baka nga naman may punto rin si Golez, sapagkat dito sa Pilipinas, “politically immature o ilang kabang bigas pa ang kakainin ng demokratikong pwersa para matapatan ang level na pakikibakang inabot ng Thailand.” Sa Pilipinas, "mukhang mahihirapan na o dili kaya'y matatagalan pa upang sabihing kaya ng marating ang critical mass o  ang TIPPING POINT" na magpapaknock-out sa administrasyong Arroyo. Mukhang malayo pa tayo sa kakaibang "citizens movement na ipinamalas ng Thai, ang reframing ng pag-oorganisa, pamumuno at prinsipyo ng PLURALISMO." Bukud sa hati, "kalat-kalat, sectoralized, may kahirapang ipagkumbina ang isyu ng “REFORMA at PAGREREVOLUTION.” Ang panawagan ng pitong (7) bishops na "patalsikin na sa ngayon ang immoral na pangulo sa Malakanyang, magkaroon ng isang radikal na pagbabago hindi lamang sa pang-ekonomya, panlipunan at pampulitika. Ika nga ng mga Bishops, “the time to prepare a new government is now at hindi sa 2010” at dahil sa parang napagod, apathy, hindi gaanong kinagat ng kilusang panlipunan ang panawagan ng mga obispo.

Hindi natin alam kung saan nanggagaling ang mga patutsada ng tapagsalita ng Malakanyang lalo na sa mga sensitibong mga pahayag na “panlalait sa pakikibakang Thai para sa demokratisasyon at maayos na paggugubyermo. Maaaring magkaiba ang pakahulugan ng political maturity ni Golez at ng social movements ng Thailand, sa NGO community, civil society at sa hanay ng mga akademiko dito sa Pilipinas.

Dahil sila ang nasa kapangyarihan at gusto nilang imintina't palawigin pa hanggang sa abot na makakaya lagpas sa itinatadhana ng batas, hindi kataka-takang bansagang "political immaturity" ang "mob rule, (non-productive) ang people power, ang rally" na nakapatungkol sa pagpapabagsak ng isang gubyernong hindi tumtugon at hindi naglilingkod sa interest ng mamamayan. Tulad ng maraming naghihingalong mga ESTADO (weak state) sa mundo, ang panunupil, ang devide and rule tactics, kasinungalingan at propagandang makakapagDEMOBILISA sa mamamayan, ang karaniwang tugon ng isang undemocratic at awtokratikong mga gubyerno. Ang palasak na linyang “imbis na isakalsada ang mga hinaing, idaan sa tamang proseso at sa tamang rule of law.”

Kaya lang, nasaan ang rule of law, kung ang hustisya ay para lamang sa mga dambuhala't makapangyarihan at  mga demokratikong institusyong pinahina at sinalaula.   Tayo na ang may "pinakamahabang Maoist insurgency sa mundo at Moro rebellion sa Asia," super katulong o  "tagapunas ng puwit ng mga PUTI sa mundo,"  kaliwa't kanang demolition, eviction ng maralitang lunsod at bilyong pisong iminumudmud sa anyo ng SARO (special allotment release order) sa mga pulitiko at "dole out mendicant policy" na "conditional cash transfer" sa mga mahihirap na Pilipino? Mas tagilid si Golez kung isusupalpal ng Thai ambasador ang pagkakalukluk sa paraang people power Edsa 2 revolution ni GMA nuong 2001. Parang sinasabing political maturity ang "mob rule" ng Edsa 1, 2 at 3 at political immaturity naman maituturing ang pagkubkub ng government buildings at International Airport sa Thailand?

Bukud sa pagiging validictorian sa pangungurakot sa Asia, mahihirapang burahin sa mata ng mundo ang klase ng kabulukan ng sistemang pulitika at eleksyon sa Pilipinas. Sa loob ng dalawang dekada, matapos maibagsak ang diktadurang Marcos, patuloy na tumatag ang patronage politics sa ilalim ng elite democracy o represenatative democracy. Nabuhay at lumalakas ang oligarkiya, casique, dinastiya at mga maimpuwensyang taong labas sa gubyerno; ang mga Henry Sy, Lucio Tan, Enrique Razon, Cojuangco at iba pang may kahariang nagdidikta sa lipunan; ang drugs, gambling, smuggling at corporate LORD.

Sa ngayon, sa gitna ng political uncertainty, muling itatangkang buhayin ng Malakanyang sa tulong ng mga tuta nito sa Kongreso ang kinamumuhiang Cha Cha – Constitutional Assembly. Ang alam ng marami, “pakay nitong manatili sa poder ang Administrasyong Arroyo lagpas sa itinakda ng Konstitusyon (2013-16) at iligtas sa kapahamakan ang sarili at buong barkada sa patong-patong na kasong pandarambong, krimen at pag-aabuso sa kapangyarihan matapos ang termino nito sa 2010." Ang tanong, “maaari bang sabihin na itong mga inisyatiba't panlalamang sa panukalang charter change ay isang uri ng political maturity ng palasyo?”

Dec 12 Inter-Faith Rally
Walang dudang isang POLITICAL MATURITY ang nalalapit na kilos protesta para kontrahin ang makasariling isinusulong na Cha Cha at pagpapatalsik kay GMA sa December 12 sa Makati na pangungunahan ng taong simbahan (Inter-Faith) at civil society. Kung saka-sakaling mapanghahawakan ng maayos, peaceful at non-violence, broad at imiminimized ang sectarianismo, pagdodomina ng isang politikang bloke sa isang maliit na bloke, magpapartisipa ang malaking bilang ng panggitnang pwersa at maiiwasan ang talamak na naglalakihang streamers at banners, "malalagpasan nito ang rally at pagkilos na isinagawa noong nakaraang taon laban sa katiwalian ng ZTE."

Lubhang napakahalaga ang kilos protesta sa Dec 12.  Bukud sa magsisilbing "SHOW OF FORCE,  tinatantyang nakasalalay ang pampulitikang balanse at mga susunod na senaryo sa susunod na tatlong (3) buwan ang Dec 12 rally.   Maaring "malagay sa bingit ang kapangyarihan ni GMA (political survival) at hindi na umabot sa 2010  o kumapit ito sa patalim, gamitin ang emergency power at idiklara ang martial law." Kung mauuwi sa isang ordinaryong rally at kilos protesta ang Dec 12, "ganap na magbabago na ang moda ng labanan, maaaring itulak na ang cha cha express-Con As o dili kaya'y ikasa na ng maraming grupo ang preperasyon para sa 2010 election."

Subukan ang CON CON?

Hindi na natuto ang Malakanyang sa aral ng kasaysayan. Bagamat nagsilbing panggising at political awareness sa mamamayang Pilipino ang talamak na katiwalian at kaganapang ungguyan sa Kongreso, mas marami ang nagdalamhati't naki-isang labanan ang term extension cha cha express - Constitutional Assembly. Sabihing nakaungos sa unang sultada ang administrasyon Arroyo-Justice Committee sa pagtiguk ng impeachment complaint sa Kongreso, hindi nangangahulugang nagwagi ito sa labanang pulitikal sa kabuuan. Sa gitna ng political uncertainty, layon ng cha cha - Con As na manatili sa poder at iligtas sa kapahamakan si GMA at buong barkada sa patong-patong na kasong pandarambong, krimen at pag-aabuso sa kapangyarihan matapos ang termino nito sa 2010.

Inaasahang dead on arrival sa Senado at kakapusin sa itinakdang bilang na 195 o ang 3/4 sa kabuuan sa Kongreso ang Con As – Cha Cha. Kahit hinihinalang kontrolado nito ang mayorya ng mahistrado sa Korte Suprema, ipagmayabang may sariling bogus na “civil society, ang Kongreso ng Mamamayan at Sigaw ng Bayan,” may suporta ng Lokal na Gubyerno, ang ULAP (Union of Local Authorities of the Philippines) at LMP (League of Mayor of the Philippines), may Philippine National Police na handang tupdin ang kautusang “no permit-no rally, gamitin ang bagong EO 739 prelude sa emergency power at naka-ambang diklerasyon martial law," ipagmudmuran ang Calibrated Pre-emptive Response (CPR), BP-880 at iba pang mga kahalintulad na kautusang anti-demokratiko, hindi ito magtatagumpay.

Hindi outright na tumututol ang mamamayan sa ninanais na pagbabago ng paggugubyerno, mula presidential na porma tungo sa parliamentaryong sistema. Kung maisusulong ang "radikal na pagbago (reporma) patungkol sa pulitika at eleksyon at mawawala sa kapangyarihan ang GMA administrasyon," mas paborable sa mamamayan ang charter change.

'Di hamak na mas demokratiko at mas magagarantiya ang partisipasyon ng mamamayan sa paraang Constitutional Convention kaysa sa napakakontrobersyal at self-serving na Con As na panukala ng mga alipores ng Malakanyang sa Kongreso." Sapagkat isasabay ito sa 2010 election, tipid ang gubyerno, mas malawak ang suporta ng Con Con mula sa Comelec, Senado, mulasa "reform constituencies" mula sa taong simbahan, negosyo at hanay ng civil society. Ang problema, sumang-ayon kaya ang ilang militanteng grupo at sagadsaring trapo ng KAMPI at LAKAS sa Kongreso?

MANILA, December 2, 2008—A multi-sectoral rally against moves by pro-administration legislators to change the constitution through Constituent Assembly has been set for December 12 in Makati C

At “The Forum,” the regular public affairs program co-sponsored by CBCPNews and the Catholic Media Network, various religious groups, people’s organizations, members of the academe and the opposition formally announced the holding of the rally.

Sr. Fely Cabillo, OSB, said the rally will be held to show MalacaƱang and its lackeys that people have had enough and would resist any attempt to alter the constitution that will eventually prolong the terms of office of those in power. “Our rally’s theme is Labanan ang Cha-cha ni Gloria,” Sr. Fely said. The rally hopes to gather at least 20,000 warm bodies.
