SUBSTATE, ARMM and CLAN WAR



Bagamat ni-reject na ng MILF and isinumiti ng gubyerno na “autonomy framework” proposal sa pagbubukas ng usapan pangkapayapaan na ginanap sa Kuala Lumpur, Malaysia kamakalawa, “hindi naman nangangahulugan na hopeless case na ang peace effort sa MILF, bukas at may posibilidad pa rin daw na magkasundo pa sa ilang mga punto at resolution.”

Kontrobersyal sa marami ang “out of the box” na pulong sa Tokyo, Japan ni Pnoy at Chairman Murad Ebrahim ng MILF. Kakaibang gesture daw ito at ipinapakitang seryoso nga ang administrasyon ni Pnoy sa PEACE TALK, political settlement at inaasam-asam na kaunlaran sa muslim Mindanao.

Kaya lang, may nagsasabing isang “pagtataksil sa bayan” ang ginawa ni Pnoy, sapagkat ang naturang rebelde ang itinuturong utak sa maraming insidente ng masaker at paglabag sa karapatang pantao sa Mindanao. Sa kabilang banda, itinuturing din ni Commander Umbra Kato ng paksyong Bangsamoro Islamic Freedom Movement na isa rin daw na "pagtataksil sa BangsaMoro ang palasukong" aksyon ni Murad Ibrahim sa gubyerno ng Pilipinas.
May nagsasabing "Estados Unidos daw ang nasa likod ng pag-uusap, bunsod na rin ng political at economic interest na mailuluwal sa Mindanao sa hinaharap." Sa mga muslim, "mas ang bansang Hapon ang may pinakamalaking taya at puhunan sa Mindanao at sila ang nagbroker sa nasabing sikretong usapan."

Bagamat "isina-isangtabi na ng MILF ang isyu ng sessession, tuloy ang laban para sa self-governance at self-determinantion. "Sa kabilang banda, nangangamba ang marami na maging maingat ang gubyerno lalo na’t sariwa pa sa isipan ang kahalintulad na secret deals na Memorandum of Agreement on Ancestral Domain (MOA-AD) na napagkayarian sa pagitan ng nakaraang administrasyon at ni Murad Ibrahim.

Substate at pagbubuwag ng inutil, huwad na awtonomiyang Autonomous Region in Muslim Mindanao (ARMM) ang hiling ng MILF. Magkatuwang daw sa kapangyarihan ang gubyerno ng Pilipipinas at MILF sa Substate. “Isang malaking insulto sa Muslim Mindanao ang pagkakatayo ng mahigit dalawang dekadang ARMM” sa dahilang sinalaula lamang ng mga nagdaang rehimen, kasabwat ang malalaking political Clan at maging ng kasalukuyang administrasyon ang ARMM Organic Act.

Sa mga pulitiko, "unconstitutional" ang SUBSTATE at mangangailangan ito ng pag-amyenda ng Constitution. Ganun pa man, nilinaw ng gubyerno na kailangan pag-usapang mabuti kung ano ang laman ng substate, sasakuping lalawigan, bayan at kapangyarihan saklaw? Kung mayroon mang traumatic na karanasan sa MOA-AD noon at SUBSTATE ngayon, ang mga kasunduan kung sakaling magtagumpay ay “magiging transparent, participatory at dadaan sa approval ng Kongreso at plebisito.”

Sa kabila ng umiinit na isyu ng awtonomiya, kahungkagan ng ARMM at substate, nakatago sa eksena at lumalala ang isyu ng Clan War. Sa mga pag-aaral na isinagawa, lumalabas na "mas mabagsik at mas laganap ang Clan War kung ikukumpara sa mga labanan ng tropang militar at MILF." Pinalilitaw na isang rebelyong moro, pero ang katotohanan, mga paksyon, tunggalian at political rivalry ng mga Clan ang may mga kagagawan. (Larawan: courtesy of 24‑clan‑(cmyk).jpg, abante.com.ph)

Ang LAND DISPUTE at konsepto ng MARATABAT (pride) sa mga muslim ang karaniwang dahilan na nagresulta ng dekadang RIDO o family feud. Mula sa maliit na petty clan war, lumaki at humantong sa isang large-scale conflict (ubusan ng lahi at matira ang matibay) na kadalasa'y sinasamantala ng ilang matataas na opisyal ng militar at rebeldeng Moro para sa kanilang kapakinabangan.

May mga miembro ng Clan na pumapaloob sa military, hindi upang magserbisyo sa gubyerno kundi upang gumanti sa isang katunggaling Clan o dili kaya’y sumimpatsa at sumapi sa MILF. Malaki ang epekto't perwisyo ng Clan War, di lamang sa gawaing paggugubyerno, maging sa delivery of basic social services. Isa sa pinakamahirap na lugar sa mundo ang mga probinsyang nasa ilalim ng ARMM.

SUBSTATE, ARMM at papel ng POLITICAL CLAN, naniniwala ang lahat na mas magiging mapagpasya at madugo ang susunod na kabanata; ang pagpapalakas ng ARMM at pagdismantle ng lahat ng PRIVATE ARMIES; ang partisipasyon ng lahat ng stakeholders sa proseso, ng mamamayan, particular ng Lumads, grupong civil society, LGUs, Ulamas, Imam at simbahan; ang pagtiyak na maipagpapatuloy ang confidence building activities, consolidation, pagpapatuloy at pagsusustini ng prosesong pangkapayapaan sa magkakabilang panig.
