Pilipinas, Kidnapping capital ng South East Asia
Kamakailan lamang sumambulat sa mga pahayagan ang $10.0 milyong (P470.0 milyon) pabuyang ibinigay ng US State Department sa apat na informant ng Abu Sayyaf Group (ASG) bilang pangakong pabuya sa pagkakapatay sa puno ng ASG na si Janjalani at iba pa. Dahil sa kinang ng salaping dolyar at direktang panghihimasok sa bansa, lalo lamang titindi ang terorismo sa Mindanao.
Marami ang naniniwala na magpapatuloy ang “terrorismo” sa Mindanao. Dahil sa panggagatong, pagkunsinti (suhol) at pakikialam ng US State Department, aasahang lalaki, lalala at maiinstitutionalized na ang gulo sa Mindanao. Wala ring malinaw na estratehiya’t taktika ang AFP upang masawata ang lahat ng armadong grupo sa Mindanao (terorista, rebelde at private army) bagkus may perceptiong nai-link pa sila rito. Mas kapani-paniwalang sabihin na ang terorismo’t kidnapping isyu ang siya ngayong pangunahing “INDUSTRIYA” sa Mindanao, bilang dollar earner na kahalintulad ng OFW remittances at employment generation. Hindi tayo magtataka kung bakit "lumalakas ang Piso kontra sa Dolyar?"
Isang malaking negosyong raket ang “terorismo at kaguluhan” sa Mindanao. Tulad ng sinasabi ng marami, hinding-hindi susugpuin ng ilang tiwaling heneral sa military ang “terorismo't kaguluhan” sa Mindanao. Kailan pa nagging seryoso ang military sa pagsugpo ng sinasabing paulit-ulit na terorismo sa Mindanao, may apat na dekadang ganyan na ang Mindanao? Lumalakas ang paniwala ng mga tao na mismo ang ilang tiwaling mga General at sindikato sa Malakanyang ang pangunahing suspek sa pagbebenta-supplier ng malalakas na armas sa Mindanao. Kaya't ang kasunod na tanong, paano kung mawala na ang hanap buhay, ang sideline at ang kapritso? Ang kasabihang “ wag mong patayin ang GANSANG nangingitlog ng ginto,” ang siyang nananalaytay na cardinal rule ng mga tiwali sa military.
Marami ang naniniwala na hindi lamang sa apat na makapili (informants) mapupunta ang kabuuang apat na daan at pitong milyong pisong (P470.0 milyong)70/30 ang nagging hatian, 70% ang napunta sa AFP at 30% lamang ang napunta sa apat at ilang grupo ng ASG.

Kasal, Binyag, Libing (KBL) at TRAPO-command votes na mga Kinatawan sa 13th at 14th Congress
Maliban sa Malakanyang na kampon ng mga makasalanan, kung may buto sa gulugud maaring magpatawag ito ng "special session," ang problema, tulad ng matagal na nating ina-advocate, TRAPO politics at kabulukan ng pulitika ang pangunahing salarin sa kabalbalang ito.
Ang isang pagpapatunay at pruweba ay ang batas na kinatay at inilibing ng mga tarantadong pulitiko sa Kongreso, ang "MURAng gamot PARA SA MAMAMAYAN, na kung saan ang mayaman at mahirap sana ay parehong makikinabang. Isa ring krimen ay ang pagpapabaya ng kalidad ng ating edukasyon. Imbis ma-agapayan at suportahan ang pangunahin at premiere University ng ating bansa na patuloy na sinasalanta ng kakapusan sa pondo, kalidad ng education. Panghuli, imbis na tapusin at matuldukan na ang yugto ng masalimuot na kasaysayang dinanas ng ating bansa, ang pagmamalupit ng DIKTADURYA at ang compensation sana sa lahat ng biktima ng kalupitan, ang pagkakaperahan sa PAGCOR, ang walang katapusang pangongotong SUGAL, ang bayad utang at payola ang inatupag ng ating mga kinatawan sa Tongreso."
Inaasahan na natin na magiging ganito kademonyo ang mayoryang Kinatawan sa Kongreso. Kumpirmado ang kanilang kagahaman at pangungurakot na track record sa country. Mulat sapul na mailukluk ang mga pulitikong angkang-TRAPONG ito, wala na itong ginawang kabutihan sa bansa kundi ang magpasasa sa salapi.
Ang katawa-tawa, sila ang ipinagmamalaki ng Malakanyang na pag-asa raw ng bayan. Sila ang mga political base ng MALAKANYANG upang maisalba raw ang Pilipinas, sila ang mga itinuring local machinery ng Malakanyang, ang Partidong LAKAS-CMD, KAMPI, NPC, kabilang sa LP-Atienza wings at ilang oposisyong oportunista. Sila ang mga KASAL, BINYAG at Libing (KBL), kurakot, PATRON at mga salot ng bayan. Sa totoo lang, ang mga gambling lord, drug lord, warlord at Malakanyang lord ang tunay na naglagay sa kanila sa pwesto sa Kongreso. Sila ang tunay na pinagsisilbihan at pinaglilingkuran ng kasalukuyang mga kinatawan sa Tongreso.
Bayad utang ang tunay na trabaho ng ating mga KAWATAN sa TONGRESO. Wala silang intensyong paunlarin ang country at mabigyang hustisya ang mga biktima ng kalupitan ng diktadura. Kung sa bagay, dahil mga demonyo ang nag naglukluk sa kanila, demonyo rin ang kanilang pinaglilingkuran. Nailukluk sila ng MAKINARYA, command votes-VOTE BUYING, PADRINO, political clan at pananakot.
Walang dudang matutuwa ang mamamayan kung saka-sakaling mabubuwag ang Kongreso (House of Representative) sa Pilipinas. Kung 'di man, ang isang paraan ay kung paano masasawata ang political at social base ng TRAPO sa Kongreso?
Ilan sa mga mungkahi ay ang pagbabago't reporma sa pulitika at election. Imbis sa antas distrito o sa botanteng may 250,000 ang kinakatawan at nasasakupan ng isang District Representative, ITAAS ang mga ito sa ANTAS REHIYON, habang kasabay na pinalalakas ang Partido at nireregulate ang campaign finance ng mga kandido.
Halimbawa na lamang ang kaso ni Cong Joe de Venecia (Lakas-Nucd) sa Ika-apat (4rt) na Distrito ng Pangasinan, Villafuerte (Kampi) ng Ikalawang (2nd) distrito ng Camarines Sur, Victor Ortega (Lakas-Nucd) ng Unang Distrito ng La Union at Simeon Datumanong ng Lone District ng Maguindanao, ang apat na Tongresmang ito ay panigurong hindi makakalusot sa magic 12 sa Senado (Nasyunal), pero dahil sa political clan-dinastiya at malalim na naipatagos nito ang sistemang Padrino, Kasal Binyag at Libing (KBL) at vote buying sa isang maliit na KAHARIAN, hindi sila matalo-talo sa antas distrito.
Isang rehiyong may mahigit kumulang na limang milyong botante (5.0 milyon) ang maghuhusga sa ihahalal na mga Kinatawan sa Kongreso. Lubhang kailangang palakasin ang political party sa bansa. Ang partido na may malinaw na Plataporma de Gubyerno ang kakatawan at hindi ang isang pulitiko, angkan at indidibwal. Tulad sa antas at sistema sa Senado (national), mas malaki ang sakop, mas mainam na mahihirapang makalusot ang mga TRAPO sa politika at mas tumitingkad ang usapin ng isyu, ang mensahe at plataporma de gubyerno.
Ang PROPORTIONAL REPRESENTATION at pagpapalakas ng POLITICAL PARTY ang unti-unting gigiba at sasawata sa political clan, dinastiya, personalidad at TRAPO politics. Ang pagbabagong ito, hindi ang modernization at computerization ng pagbibilang (kurakot at pagkakaperahan lamang) ang wastong paraan upang mapatino ang ating pulitika at lubhang makatulong sa political maturity ng bansa. Kaya lang sa pagtukoy ng House Speakership at Senate President na lamang, mukhang nanunumbalik muli ang pulitikahan.
Nakakalungkot isipin na sa kabila ng sariwa pa sa isip ng country ang kabulukan ng sistemang pulitika, election at Comelec, mukhang wala sa priority list ng Senado (Loren Legarda, Dick Gordon, Angara, LP at iba pa) at Kongreso ang isyung ito. Mukhang ang patayan, ang sobrang gastos sa kampanya-vote buying, dayaan, dinastiya, warlordismo at samut-saring problemang kinahinatnan ng country sa katatapos na May midterm election, ang 2004 presidential election, 1998 at 2001 election ay walang dudang MAUULIT muli sa 2010 Presidential election.
Mauuwi na naman tayo sa pamumulitika at dahil sa preperasyon at gapangan sa lintek na 2010 Presidential election, mukhang wala tayong maaasahang repormang pulitikal at eleksyon sa 14th Congress.

Trillanes to lead Zubiri with at least 300,000 votes in the final tally
Latest from Trillanes camp at 1 p.m., June 4, 2007:
"With the Comelec total count as of June 1 as basis and with the available data we already have for Basilan, Lanao Sur and Norte, Sultan Kudarat, Surigao Norte, Caloocan City and North Cotabato, excluding only Maguindanao where we don’t have current data, Trillanes is safe at no. 11 with 11,056,608 votes. He is over Pimentel , number 12, by 232, 794, Zubiri, number 13 by 360,234 and Recto, no, 14 by 646,152.
Even if Trillanes gets zero in Maguindanao which has 337,108 registered voters he is still no. 11 or worse no, 12.
We are confident that even if the Comelec will count in the Maguindanao votes, we will still lead Zubiri by 300,000 votes.

US Embassy warns of terror attack in South? 'wag n'yo nga kaming PINAGLOLOKO!
May nilulutong malakihang joint Balikatan war exercises na naman ang US at Philippine Army sa Jolo, Sulo kung saan matatagpuan ang balwarte ng MNLF's Ustadz Habier Malik at Abu Sayyaf group (ASG) ng Mindanao. Dahil sa 'war exercise' kaduda-duda ang tiempo ng nasabing “terror warnings” ni Uncle Sam.
Taung-taon, mayroong mahigit limang libong (5,000) tropang Amerikano at kulang-kulang sampung libong (10,000) tropa ng AFP ang kasalukuyang humihimpil at naka-deployed sa Jolo, Sulo at sa iba pang bahagi ng Muslim, Mindanao. Habang pakunwaring nagsasagawa ng humanitarian at civilian affair, patago itong nagsasagawa ng intellegence networks at suporta sa Tropa ng AFP laban sa grupo ng ASG at MNLF.
May kaugnayan daw sa grupong Al Qaeda ni Bin Laden ang grupong ASG at JI na itinuturing mga “terrorista” ni Ate Glo, AFP at US. Ang dalawa ang paborito, ang palagiang ginagamit na sangkalan at dahilan ng US at AFP upang magsagawa ng atake't kontra-terrorismo sa Mindanao.
Kulang na lang sabihing sila ang mga salarin sa pagdedelay ng election sa Maguindanao. Kulang na lang sabihing sila ang dahilan kung bakit naidiklarang “failure of election” ang probinsyang nasasakupan sa ARMM. Kulang na lang na ibintang at iugnay ang tatlo (MILF, MNLF, ASG-JI) sa private armies ni Ampatuan na ginamit sa pananakot, pambabastos at pandaraya nuong nakaraang election. Kulang na lang na sabihing sila'y kabilang sa mahigit isang daang private armies na patuloy na naghahasik ng lagim sa Mindanao at sa Pilipinas.
Kaya lang, ang nakakalungkot, ang lahat ng kaguluhan sa Mindanao ay palagiang ibinibintang sa tatlo, kahit batid ng populasyon, ng simbahan at ilang junior officers-AFP na ito'y kagagawan at bahagi ng raket ng AFP at US. Kung may PERA sa basura, may PERA rin sa GERA, lalo na't gawa-gawa lamang.
Sapagkat sila ang nagpopondo at may ugnay sa mga "terrorista (ASG-JI)," kay daling paniwalaang magkakatotoo nga ang mga “terror warnings” ng US, Australia at UK. Batid ng ilang Muslim scholars at intellectual sa Mindanao na pakana lamang ni Uncle Sam ang nasabing “terror warning” upang bigyang katwiran ang patuloy na pakiki-alam sa internal affairs at panghihimasok ng US sa Pilipinas.
Sa totoo lang, maliban sa economic interest, ang pagkakaroon ng GERA, ang gawing frontier ng US ang Mindanao sa kanyang "global war on Terrorism sa South East Asia" at gawing Afghanistan at Iraq ito, ang walang kaduda-dudang "interest at agenda" ng US sa Pilipinas.
May on going PEACE PROCESS na sa pagitan ng GRP, MNLF at MILF na sinusunod sa Mindanao at kung babastusin ito ni Uncle Sam at AFP, sila ang lumalabas na tutol at kontra sa kapayapaan. Para sa mamamayang Moro, hindi ASG at JI ang tunay na problema ng Mindanao bagkus ang pangungurakot, ang katiwalian, ang warlordismo't sangkatutak na PRIVATE ARMIES ng mga pulitiko. Ang mga private armies na itinuturing mga CRIMINAL ELEMENTS ang siyang pangunahing naghahasik ng terrorismo sa Mindanao.
Maliban sa isyu ng "self-determination-self rule" ng mga kapatid nating Muslim, ang bad governance at paghahari ng malalaking Political Clan-Feudal lord ang isa sa problema't nagpapahirap sa Mindanao. Ito ang bumaboy sa tunay na diwa't prinsipyo ng "Awtonomiya" ng muslim Mindanao (ARMM) na inagaw ng mga Ampatuan sa MNLF at MILF.
Kung tutulong ang US Army at AFP sa paglalansag at pagsasawata ng private armies ni Ampatuan (isa sa pinakamalaking private army sa ASIA), baka matuwa't saluduhan pa sila ng mamamayang Muslim. Kung tutulong ang US upang hikayating ubusin pa ang mahigit isang-daang mga private armies na naglipana sa Mindanao at buong bansa, baka idemand ng mga tao na ibalik na ang US bases sa Pilipinas? Alam ng mga taga-Mindanao kung sino ang tunay na terorista sa Mindanao, ang Malakanyang, ang katiwalian at pangungurakot ng mga galamay nila sa ARMM.

G8 2007 – There are alternatives!
Rostock, June 5-7, 2007
In 2007 the summit of the eight richest and most powerful states in the world will take place in Heiligendamm near the City of Rostock on the Baltic coast of Germany. The politics of the G8 have triggered criticism and worldwide protest for a long time. During the 2007 summit in Germany this will be visible in its various forms. One important event will be the Alternative Summit to be held in Rostock from June 5 - 7. Anyone who is searching for alternatives to globalisation in its current form is invited.
Even though the heads of state and governments of the G8 represent only 13% of the world's population, they will nevertheless deal with questions concerning the world economy, development, environment, war and peace, as well as other issues which concern all of humankind. As usual however, priority will be given to satisfying national interests which are often narrow-minded and short-term.
This will not change in 2007. Revealingly, the German government has declared
“investment security” to be the leitmotiv of the summit. The current form of globalisation has produced and continues to produce many losers and very few winners.
One of those losers is social justice. Poverty and social polarisation are increasing worldwide. While the number of people fighting starvation has risen from 840 million to 854 million over the last ten years, the tiny minority of millionaires and the super-rich were able to double their wealth from 16 trillion to 33 trillion dollars. Another group that benefits from this type of globalisation are the so-called ‘global players’ such as institutional investors and multinational corporations. Simultaneously, poverty and social insecurity are on the rise even in most developed countries.
Another loser is the environment. The current economic model and the corresponding way of life is leading to a catastrophic climate change, destroying bio-diversity, and plundering the planet’s natural resources. The very basis for human life on this planet is being destroyed. And the politics of the G8, focussed on unlimited growth and unregulated market dynamics, severely intensify global environmental problems.
Peace and international security are on the losing side as well. More and more causes for conflict are accumulating incessantly. Nationalism, racism, fundamentalism, violence, terror, and war are once again being promoted. Instead of long-term conflict prevention strategies we are witnessing an increasing militarisation of international politics. G8 states are either at war, or in some indirect way involved in armed conflicts. Among the losers of globalisation, women are especially affected. Millions of people are forced into migration or sheer plight by miserable living-conditions. Alongside, the first world is increasing its fortification against migrants.
We cannot allow all this to continue! Globalisation in the interest of the majority of the people works differently. We want a democratic globalisation from below, globalisation of justice and social security. We want fair relations and fair trade between developed and developing countries. We want an economy based on solidarity. The economy must serve the people, not the other way round! We demand a responsible and sustainable treatment of our environment. We stand for peaceful and political solutions of conflicts.
There are alternatives to the politics of the G8. We want to present and discuss them in public. Also, we want to exchange ideas, and collectively work on answers to the many remaining questions.

Another World is Possible!
At the beginning of June 2007, the governments of the seven most important industrialised countries and Russia will meet for the ‘G8 Summit’ at the Baltic seaside resort of Heiligendamm. The ‘Group of 8’ (G8) is an institution without legitimacy. Nevertheless, as a self-appointed informal world government, they make decisions which affect the whole of humanity. The policies of the G8 stand for a neoliberal globalisation and deregulation, economic policies oriented towards the capital returns of international financial investors and companies.
- Every five seconds, a child dies somewhere in the world from hunger. More than 800 million people are chronically malnourished. Primarily responsible are unjust world trade policies, forwarded by the rich industrialised countries within the G8 and other international institutions.
- Despite the whole-hearted promises of the G8 Summit at Gleneagles in 2005, until now only a small proportion of the debt of Southern countries has been cancelled.
- Through their promotion of liberalisation and privatisation, the G8 have not only increased poverty in the global South, but also in the industrialised countries. The worldwide plundering of raw materials and other natural resources is being accelerated.
- At the same time as the rich industrialised countries seal themselves off from refugees and migrants, those who nevertheless arrive are illegalised and exploited as cheap labourers without rights.
- The G8 states are the biggest destroyers of the climate. They are alone responsible for 43% of worldwide CO2 emissions as well as being in favour of a renaissance of nuclear energy, which we decidedly reject.
- The G8 states are responsible for 90% of worldwide weapons exports and a new era of war for raw materials. They are the leaders of a world order based on war, which leads to migration, displacement, new hate and violence in many countries.
The world shaped by the dominance of the G8 is a world of war, hunger, social divisions, environmental destruction and barriers against migrants and refugees. At our mass demonstration on 2 June 2007 in Rostock, we want to protest against this and show the alternatives. Together with millions of people around the world we say: Another World Is Possible!
- For the immediate cancellation of illegitimate debt and comprehensive debt relief for the countries of the global South!
- Against the sale of public goods and services – for equal social rights and standards worldwide!
- For a speedy and radical transfer to renewable energies! Dangerous climate change and further wars for oil and gas reserves can only be prevented through a significant rise in energy efficiency and the transfer to a sustainable economy.
- For the immediate and permanent abandonment of nuclear energy and for complete worldwide nuclear disarmament!
- For the showing of solidarity with, and the living together with equal rights, of all people – against every form of racism and fascism!
- For the overcoming of walls and borders! Against detention camps and deportation!
- For a peaceful world! End the military imposition of economic and power-political interests through the G8 states!
Globalisation in the interests of the majority of people requires a fair relationship between industrialised and developing countries, and means freedom, justice, social security, democracy and the conservation of the planet’s natural resources for the next generation.
Such an alternative globalisation will not result from exclusive and insular summit meetings, but rather from below out of the global movement of people and initiatives who stand up for another, better world. This global movement will make itself heard through numerous actions and events during the G8 Summit. At the International Demonstration on 2 June 2007 in Rostock, we will make the size, strength and diversity of our colourful and broad protests visible.Marcos compensation bill an antidote to culture of impunity
It would be a great disservice to the thousands of human rights victims under the Marcos regime if the Marcos compensation bill were not to be passed after coming this close to enactment.
This was the sentiment expressed by Akbayan Rep. Etta Rosales today after reiterating her call for the House leadership to exert all efforts to have the Marcos compensation bill enacted during this week's session.

"The measure has been approved by the bicameral conference committee, and ratified by the Senate, it is now only the House which has to act on the measure and ratify the bicam report," said Rosales.
"At a time when so many activists have fallen prey to extra-judicial kilings, this proposed law would be a nod against the culture of impunity permeating the air," added the lady solon. "This bill isn't only about the money. It is fundamentally a question of addressing and protecting the human dignity, no matter what his political views are, and we are in effect saying that it is wrong for anybody to be tortured, executed, forcefully disappeared for their political views."
"It is my sincerest hope that the House leadership will seize upon this historic opportunity and contribute to the hastening of a culture of human rights in the country," said Rosales. "The House is now presented with a chance to exert firm resolve and deliver justice to the Marcos victims, whose suffering has evaded government recognition for years."
"We can only hope that the Marcos compensation bill goes down as a positive beacon of hope against an otherwise tumultuous 13th Congress. Let this be one measure where the House can come together for a common purpose."
"This measure will also prove to the world that the country is making some headway in keeping with its obligations under international law, as various conventions prescribe just reparations to victims of torture, involuntary disappearances and the like," explained Rosales. "Especially when you take into consideration that the country has just been reelected as a member to the UN Human Rights Council."
The bill sets aside P10 billion of the Marcos ill-gotten wealth from Swiss accounts as the primary source of funding for the compensation. It seeks to set aside this amount in the National Treasury under a separate account in trust for the human rights violations victims.
The proposed Board under the bill will come up with the implementing rules for the law and a points system will be employed to determine the amount of compensation to be awarded to Marcos victims. Non-monetary compensation may also be given to Marcos victims and their next-of-kin, such as psychotherapy, counseling, medical care, social amelioration and honorific recognition.
The bill also mandates the documentation of the atrocities committed in the period of martial rule by gathering the individual profile of the victims and claimants with the help and cooperation of the University of the Philippines, the National Historical Institute, and non-governmental organizations whose assistance may be engaged.

Maliban sa sagad-sagaring anti-kumunistang pamunuan ng AFP at Kongreso, dalawa lang ang pangunahing sagka sa ratification ng Marcos Compensation Bill, si Ate Gloa at si Norberto "saging" Gonzales. Sa buluk na pananaw ng mga ito, mapupunta lang daw sa rebelyon, insureksyon at kudeta ang nasabing pondong nagkakahalaga ng $10.0 bilyon.
Kung hindi maibibigay ang nasabing compensation, sa kabila ng mahigit isang dekada ng naipanalo ito sa US at pagkakapasa nito sa Senado, lalabas na sagka ang gubyerno ni Ate Glo sa panawagang reconcilliation at sila ay maaaring maituring bahagi sa ilang dekadang bahagi diktadurang Marcos na nagpasasa at nagmalupit sa mamamayang Pilipino.
Kung mangyayari ito, lalabas na kahiya-hiya ito sa mata ng MUNDO, sa global community at sa mamamayang Pilipino na patuloy na nakikibaka para sa katarungan at demokrasya. Lalo pa't nagpapatuloy ang political killings sa ilalim ng gubyerno ni Ate Glo na sinimulan pa ni Marcos may ilang dekada rin ang nakalipas.
Ang malungkot, kung hindi maibibigay ang compensation sa mga biktima ng kalupitan ng diktadurang Marcos lalong titindi ang extra-constitutional na pamamaraan ng pakikibaka, lalong hindi maisasara ang kaguluhang ng bayan, mananatiling banta ang extra-constitutional na pamamaraan; ang rebelyon, insureksyon at kudeta .

“6.9% economoc growth rate,” tulad ng “command votes,” isang kabastusan
Upang maminimized ang kahihiyan, umiiwas at panay ang biyahe sa abroad, itinaon ni Ate Glo ang anunsyo para palabasing seryoso ito sa gawaing paggugubyerno. Gusto ring palabasing sa madla na wala itong kinalaman sa electoral campaign, sa pamumulitika at pagiging over-all campaign manager sa partidong Team Unity, Lakas at Kampi. Kaya lang, sa dinami-dami ng numero, kabastusan pa rin ang napiling numero, ang 69.
Ito na raw ang pinakamataas na pag-unlad na nairehistro sa loob ng mahigit 17 taong (since 1987). Ibig sabihin, mas nahigitan pa ni Ate Glo ang naunang tatlong presidente, si Tita Cory (1986-'92), si Tabako-FVR (1992-'98) at ni Presidente Erap Estrada (1998-2000).
Walang dudang nakatuon sa kanyang mga kalaban ang anunsyong umunlad ang ekonomya at parang may dagdag na pangutya at pangkabig na tigilan na ang atakeng pulitikal, tigilan na ang bangayan (impeachment), kalimutan na ang nakaraan, mag let's move on at magkaisa na ang lahat.
Ayon sa economic data ng Socioeconomic Planning Secretary Romulo Neri, 9.1% ang inilaki ng Service sector, 5.3% sa Industria at 4.2% sa agrikultura. Nakatulong din ang “mababang interest rate at paglakas ng Piso kumpara sa dolyar.” Ayon sa mga propagandista ni Ate Glo, ang mga palatandaang ito ang magbigay sigla't buhay sa magandang klimang pagnenegosyo sa Pilipinas partikular sa sektor ng industria.”
Kung totoong gumaganda ang ekonomya, irecall na agad ang E-VAT, dapat ibaba ang presyo ng langis at bilihin, kuryente’t tubig, hanapan ng trabaho ang mahigit apat na libong (4,000) “super KATULONG- caregivers, OFW na lumalayas araw-araw sa bansa. Kung totoong gumaganda ang ekonomiya, gawin abot-kaya, de-kalidad ang edukasyon, pabahay at kalidad ng pamumuhay (quality of life) sa kabuuan. Kung totoong gumaganda ang ekonomya, hindi na tatanggapin, tatanggihan na ng mga 'Pinoy ang panunuhol ng mga pulitiko (vote buying-utang na loob) sa halalan.
Ang hindi malinaw at hindi sinasabi ni Ate Glo, hindi maisusustina ang naturang pag-unlad. Kung anuman ang kadahilanang binabanggit ng mga propagandista ng Malakanyang, tulad ng pagsigla ng dayong mahuhunan at stockmarket, paglakas ng Piso ay; wala itong epekto sa mamamayan Pilipino, pangalawa; walang dudang kulelat pa rin tayo sa mga bansa sa Asia, sapagkat ilang taon na silang bumubulusok sa pag-unlad ng kabuhayan, pangatlo; sabihin na nating totoo ang 6.9%, ang malaking katanungan, mag-trickle down kaya ito, marandaman kaya ito ni Pang Pandoy, ng mayorya at ordinaryong Pilipino, maralitang lunsod at kanayunan?
Tulad ng command votes at local machinery ng administrasyon, ang 6.9% ay isa lamang kabastusan, artificial, isang PEKENG pag-unlad at walang dudang maagang magko-collapse.
Sanhi ng mga sumusunod ang nasabing pag-unlad; Una, Walang kaduda- dudang nagrehistro sa unang buwang ng taong kasalukuyan ang sobrang pamimili at gastos ng mamamayan noong huling Christman at New Years celebration. Pangalawa, nakatulong ang mahigit sampung bilyong pisong (P10.0 bilyon) gastos na panigurong nag-trickle down sa baba. Ang pre-campaign/campaign activities ng mga pulitiko para sa (nasyunal at lokal) May midterm election, tulad ng awareness campaign-TV spot political Ad at maagang pakimkim sa mga operador noong bagong taon, ang paghahanda sa makinarya at pangatlo, ayon sa economic forecast ng Asian Devt Bank (ADB), dulot ng maraming salik politikal,walang dudang babalik sa 5.0% economic growth ang Pilipinas sa huling quarto ng taon.
Pang-apat, malaking bagay rin ang 13% growth rate sa government spending, ito may sa anyo ng pump priming o ang mga imfrastructure projects na pilit na inihabol bago ang May midterm election bilang bahagi ng pa-pogi points ng administrasyon candidates laban sa oposisyon. Isa rin ang bilyong dolyar na pumasok na puhunang kapital. Panglima, nakatulong ang remittances ng OFW na umabot sa mahigit $12.0 bilyon. Nakadagdag din ang pag-unlad ng service sector, ang tele-communication industry (cell/telephone), advertising (initial propaganda camaign) at stockmarket.
Batay sa karanasan ng China at ibang karatig bansa sa Asia, mga 10 - 12% growth rate taon-taon o at least sa anim hanggang sampung taon (6-10 years consecutive) consistent na pag-unlad ang kailangan ng Pilipinas upang sabihin umunlad na nga si Mang Pandoy sa kasaganahan.
Hindi pa nakakabangon ang bansa sa mahigit ilang dekadang tinatamasa nitong krisis pang-ekonomya. Bagsak ang industria at sektor ng manipaktura. Napaka-premature pa upang sabihing umuunlad na ang ekonomya ng Pilipinas. Ang isang mahalagang sangkap ng pag-unlad ng ekonomiya ay ang pagpapalalim ng demokrasya, ang kagyat na pagsasarepormng pulitika at halalan, ang pagbubuwag ng private armies at political clan. Habang hindi nareresolba ang isyu ng legitimacy (Ate Glo), ang "hello garci-dagdag bawas controversy," habang nakaupo ang mga pekeng kinatawan, pekeng representante sa Kongreso walang aasahang kaunlaran ang bansa.
Batay sa Economic and Social Commission for Asia and the Pacific (ESCAP), isang Bangkok-based UN agency, "ang pagbulwak, paglaki ng karalitaan at unemployment rate sa kabila ng sinasabing pag-unlad ng ekonomiya ay isang gabundok na suliraning kakaharapin ng Pilipinas.
Mismo ang United Nation Development Program (UNDP) ay nagbabala na 'wag na wag kaagad maniniguro, maniniwalang gaganda ang ekonomiya ng ating bansa dahil lamang sa 'gumagandang ekonomiya. Ayon sa kanila, habang sinasabing may pag-angat ng 6.9% growth rate ganuon din kabilis, ganun din ang paglago, ang pagdami ang nawawalan ng trabaho (unemployment rate) at bilis ng mga nagugutom na Pilipino.
Ayon mismo sa UNDP, “outdated na, buluk na at hindi (tri-tricle down effect) na makasasapat bilang panukat ng kaunlaran ang Gross Domestic Product (GNP) at gross national product (GDP)." Dagdag pa, bukud sa INDUSTRIALIZATION policy, ang siguradong magpapagulong sa ekonomya ng isang bansa ay ang isang matibay, may BUTO SA GULUGUD na PATAKARAN maka-Pilipino, democratization at pagpapalakas ng INSTITUTION, lalo na ang democratic at political institution ng bansa.

2007 Election Assessment: Abalos, buong Comelec Commissioners, magsipagresign na!
Isang malaking kahihiyan ang katatapos na ehersisyong pulitikal sa bansa. Bukud sa nahubaran na ito ng estadong napaka partisano, lalong luminaw na buluk at naghihingalo na ang sistema ng pulitika at halalan. Naging inutil ang Comelec. Hindi nito ganap na napanghawakan ang buong sitwasyon, ang kondukta ng buong electoral process, mula botohan at bilangan hanggang sa super bagal na canvassing.
Sa itinakbo ng mga pangyayari, hindi nito napaghandaan, naantisipa at naiprepara ang paulit-ulit na kahinaang sinapit nito nuong 2004 presidential election, ang irregularidad, dayaan at kaguluhan ng election. Ang paulit-ulit na mga insidente, ang paulit-ulit na walang naakusahan sa korte, walang napaparusahan, walang responsable, walang accountablity at higit sa lahat walang transparency sa maraming mga disisyunan at tagubilin. Mula sa paghahanda hanggang sa implementasyon, mula sa Campaign, election period hanggang sa botohan, pagbibilang- Canvassing at proklamasyon, ang suma, naging failure ang katatapos na halalan.
Ultimo ang kanyang mga katuwang sa trabaho sa hanay ng non-government organization, mga kilalang election watchdog, mula sa Namfrel hanggang PPCRV, mga civil society organization tulad ng Kontra Daya, Halalang Marangal, LENTE, ang mass media at iba pa ang siyang magpapatunay na "failure sa kabuuan ang naganap na election. " Naniniwala ang lahat na ang katatapos na election ay isa na sa "pinakamagastos, pinakamadugo, pinaka-highly militarized, pinakamagulo, pinakamadaya sa kasaysayan ng electoral politics sa bansa. "
Pananagutan ng Comelec;
1. Ginulo nito ang listahan ng mga botante sa paghahanay at pagtatalaga nito ng mga “clustered precint” sa halos lahat ng mga presinto. Hindi totoong nilinis nito ang kabuuang listahan ng botante sa tulad na ibig nitong palabasin na may pinurgang mahigit isang milyong boto (1.0 milyon). Ayon sa PPCRV, sa araw mismo ng botohan lumitaw ang katotohanan, "noventa porsiento (90%) ng botante ang nawala at nahirapan hanapin sa kani-kanilang mga presinto." Mismo si Chairman Abalos ay biktima sa ganitong klaseng kalituhan at paghahanap ng sariling pangalan sa presinto-Computerized Voter's List (CVL). Malaki ang pagkukulang ng Comelec sa panawagan at anunsyong “continuing registration,” sapagkat may malaking bilang na mga baguhan (first time voter, bata't matanda) ang hindi nakapagparehistro. Halos ganito rin ang karanasan sa pag-eengganyon erehistro ang malaking bilang ng OFW-migranteng Pinoy sa Overseas Absentee Voting (OAV).
2. Hindi nakaporma ang Comelec sa lantarang partisanong pangangampanya ng AFP-PNP laban sa oposisyon at maka- Kaliwang partido. Garapalang pinaburan ng ilang pusakal na pamunuan ng AFP ang administration senatoriable (Team Unity) candidates at lantarang pag-eendorso ng sariling party list organization (Bantay). Ginamit din ang mga tropang militar sa maagang "pambubulabog, pagneu-neutralisa" raw ng mga maka-Kaliwang organisasyon sa hanay ng maralitang lunsod.
3. Hindi agad nito na-aksyunan ng Comelec ang maagang paglilinis at pagbeberipika ng mga nuisance candidates at pag-iidentify ng mga nominadong nasa mga pekeng party list organization. Lumabas na kahiya-hiya ang Comelec sa kaso ng iskimang paglalaglag sa kandidatura ni Cong Allan Peter Cayetano, Noynoy Aquino, pagkonsinti sa impostor na kandidto ng KBL na si Jujo Cayetano at ni Mayor Jess Robredo ng Naga. Ang pagtugon ng Supreme Court sa isinampang kaso ni Cong Etta Rosales sa isyu ng mahigit 20 pekeng Party List government front organization ay lalong naglagay sa katawa-tawang kalagayan ang Comelec.
4. Nagpabaya ang Comelec na sawatain ang kondisyong makapandadaya ang mga operador ng administrasyon kasabwat ang sariling mga tauhan mga ilang Linggo bago magsimula ang halalan ng mapalitang naipuslit ang questionableng pag-iimprenta, mga nawawalang Election Return (ER) at balota. Pikit matang sinang-ayun ng Comelec na sang-ayunan ang iligal na pribadong pagsusub-contract sa napakasensetibong pag-iimprenta ng Election Return. Matapos ang araw ng botohan, naging napakaimportante at mamahaling dokumentong kalakal (P50,000 / each) na ibinebentang (milyong pisong raket) patago ng mga operador kasabwat ang Comelec officials ang ER at official ballot.
5. Naging inutil ang Comelec sa simpleng pag-iimplementa ng batas sa iligal na pagdidikit, pagbalatengga sa mga kawad ng campaign poster at propaganda materials. nagmistulang isang malawak na basurahan ng mga illegal campaign materials ang mga urban center (mula Baguio, Cebu, Cagayan de Oro hanggang Zamboanga City) ng bansa. Lumabag sa batas ang halos lahat ng mga kandidato sa kanilang mga campaign poster.
6. Nabigo ang Comelec na makontrol ang bilyong pisong sobrang gastos tulad ng political Ad TV spot sa kampanya ng mga kandidatong kabilang sa TU-GO senatoriable candidates. Wala itong nagawa upang imonitor at subaybayan ang mahigit-kumulang na P300.0 milyong TV spot, radio at print Ad ng bawat kandidato. Napatunayang mahina ang batas sa campaign finance ng election karaniwang palusot ng mga kandidato, "hindi sa sariling bulsa bagkus ito'y donasyon ng mga kaibigang sponsor na padrino. " Nanguna si Pichay, pangalwa si Recto, Joker Arroyo, Mike Defensor, Ping Lacson, Zubiri, Manny Villar at Chabit Singson sa gastusan.
7. Walang nagawa ang Comelec sa malawakan at talamak na vote buying at panunuhol ng halos lahat ng mga kandidatong TRAPO. Iba't-ibang anyo ng vote buying, may hayagan (pamimigay sa mga sorties, ex Chabit Singson) at may patago. Mula sa “insurance policy, grocery,” ATM, cell cards, pagpapakain at iba pang pamamaraang direktang panunuhol sa mga botante. Nagmistulang mga DSWD na pinipilahan ng mga botante ang mga campaign HQ ng mga pulitiko. Sa kabila ng mga nakita at nasaksihan ng madla at ng media, wala itong sinampolan at diniskwalipikang kandidato.
8. Accountable ang Comelec sa mahigit kumulang na 150 ibinuwis na buhay ng karumal-dumal na electoral violence sa bansa. Nabigo ang Comelec-AFP at PNP sa kampanyang ipinatupad na “total gun ban” at pagbubuwag ng mahigit kumulang na 200 malalaki at kilalang private armies sa bansa lalo na sa lugar ng Nueva Ecija, Batangas, Quezon, Masbate, Abra, Cagayan at sa ARMM kung saan ang bantog na private army ni Gov. Ampatuan matatagpuan.
Dahil sa itinutring kaalyado't local machinery ng Malakanyang, wala itong binuwag na kahit isang private army ng malalaking political clan-warlord sa Mindanao at Luzon. Ang mga armed goons at armies ng mga pulitiko ang tunay na dahilan kung bakit na delay at hindi nagkaroon ng malinis na halalan bunsod ng pagkakadiklara ng “failure of election' sa maraming lugar. Napahiya ang Comelec sa nasaksihan ng mga Foreign Observer ng hayagan nitong isambulat na "masahol pa sa Afghanistan Iraq ang sitwasyon sa Pilipinas."
9. Malaki ang kasalanan ng Comelec ng muling ipiwesto nito sa sensitibong posisyon ang mga “garci boys” na tulad ni Lintang Bedol ng Maguindanao kahit alam ng lahat na may questionableng kredibilidad ang karamihan sa mga itinalagang Regional election directors, provincial director at election officers sa antas munisipyo.
10. Walang pagsisikap ang Comelec na maberipika ang kahina-hinalang "paglobo ng bilang botante (20%) at voter's turnout (90-95%) sa lugar kung saan malalakas, kilalang may command votes at machinery ang administrasyon."
11. Dahil sa delay at "failure at special election” sa ARMM at Luzon areas, muling nabuhay ang talamak na “the price is right o mga bidding sessions” na dagdag-bawas at dagdag-dagdag special operation. Tulad ng inaasahan, sa halagang P50.0/boto, muling nagpiesta ang mga operdor, "garci boys" at galamay ng mga kandidatong nagbro-broker na sindikato o mga scalpers kasabwat ang ilang Regional, provincial at municipal Comelec director.
Dahil hindi nabura ang persepsyon mahina, kahina-hinala ang Comelec at pakawala ng administrasyon si Abalos, muling nadungisan ang mandatong taglay ng Comelec na “guardian of the ballots.” Ang pagbibitiw sa Task Force Maguindanao ng dating aktibistang si Commissioner Sarmiento at ang demosyong ipinataw kay Regional director na si Rapanan ay ilan lamang sa mga palatandaan na nagpatunay na may sabwatang nagaganap sa pagitan ng Comelec at Malakanyang.
“Ganito na lamang ba tayo palagi?
Ito ang karaniwang bukang bibig ng lahat ng sektor at ng lahat ng nagmamalasakit na mamamayan Pilipino, maliban sa mga propagandista ng administrsyon. Dahil nasa zero credibility ang Comelec, isang kabayanihan ang gagawing pagbibitiw sa katungkulan ng lahat ng Comelec commissioner, si Chairperson na si Benjamin Abalos, Resurreccion Z. Borra, Florentino A. Tuason, Jr., Romeo A. Brawner, Rene V. Sarmiento at Nicodemo T. Ferrer.
Sa pagreresign lamang maipapakita ang tunay na pagmamahal at paglilingkod sa mamamayang Pilipino. Kaya lang, nasa "total denial ang lahat ng alegasyon sa Comelec." "Di tulad sa tradisyon ng Hapon na may konsiensya, naghaharikiri sa kanilang kasalanang nagawa, sa Pilipinas, kabaligtaran, binabaluktut at ipinagbubunyi pa ng Comelec ang "matagumpay na kondukta ng katatapos na halalan na ayon sa kanila ay isang peaceful, orderly and honest election.”

The May 14 elections gave us more of the same and in many occasions more than that. Vote-buying has become an open galore and sophisticated. Election-related violence and deaths have become prominent during the counting and canvassing of votes. The decades-rule of some political families has been shattered but political dynasties have penetrated various layers of elective offices.
Vote-Buying
In the coastal city of Tuguegarao, Cagayan, vote-buying is massive but discreet. How was this done? The price range from P200.00 to P500.00 with free bangus fish because the money is wrap in plastic and hidden inside the fish belly. But the system was exposed on eve of election day because it became unusual for people seeing men with pails of bangus going around the neighborhood. In Sto. Tomas, Batangas, vote-buying is through five-kilo rice bag with one-kilo pack of tocino and beef-tapa per household. It is more enticing and cheaper. An operator of a mayoral candidate in Mabalacat, Pampanga herded the officers of an elderly association to a house in San Fernando to bribe them for the association's vote. Unfortunately, the mobilization was uncovered before the vote-buying was made.
In Albay, money flowed from different levels. Instead of a one-slate vote-buying, each elective post has a price, depending on the target – individual vote or family vote. Mayoral posts range from P500 to 1,500; and P500 to P2,500 each for congressional and gubernatorial seats including the senatorial slate. Vote-buying became prominent in areas there was battle of margins among candidates.
There are many forms of vote-buying, but the system of giving cash is directly to undermine voter to vote for a specific candidate. But a new form of vote-buying was innovated - the negative vote-buying. Instead of buying votes which is tedious to follow-through to ensure that the voter really votes for the candidate and highly potential to be uncovered, negative vote-buying aims to dissuade voters not to vote. This system is done in areas where the candidate is weak. Another way is taint the voter's right finger nail with indelible ink to assure that he/she could not vote anymore. Negative vote-buying is one way of disenfranchising voters of their suffrage – but at least, a win-win exchange between the candidate and the voter. As they say, “hindi disimulado at hindi garapalang nakakahiya.” Many ordinary and poor voters in Pampanga, were given packed biscuites (with money inside) just to stay home on election day and deny gubernatorial candidate Among Ed his important votes. The election result: Among Ed won in a very tight battle of margins and very low and unusual voter turn-out.
On election day, have you noticed many children near the polling centers giving sample ballots to voters? The children's parents and/or elder siblings were recruited as poll watchers by various candidates. Recruitment of poll watchers more than the required number in a precinct is a legitimized form of vote-buying. A mayoral candidate in Caloocan City had huge number of poll watchers besides his other supporters who were accredited as Commission on Election (Comelec) Marshalls.
Election-Related Violent Incidents (ERVIs)
Election-related violence is a fixture of Philippine elections. What differs one election with another is the number and nature of incidents, deaths and wounded. There are three issues that came about ERVIs in the recent elections. First, although the Philippine National Police (PNP) boasts of lesser number of violent incidents compared to the 2004 elections, the death rate is high relative to the number of incidents – more than 50% death rate (117 deaths against 227 election violence incidents from start of election period to May 12). This is expected to go further high from election day to end of election period.
Second, among the victims killed, 72 are politicians (incumbents) and candidates unlike before where majority of victims are ordinary supporters and civilians. Does it mean that violence in the recent election is planned and pre-meditated? If there is parity among contending candidates in terms of resources and machine, is violence and/or killing an effective technology for winning? But why is killing done during the campaign where before it is done months ahead of election period?
Third, the PNP has discovered a formula how to downplay the impact of election violence, like government economists innovating measurements for less-impact poverty threshold and unemployment. The police has developed a categorization of election violence – one is politically- motivated and the other is personal grudges. Because the police has found out that not all 227 election violence incidents are politically motivated, therefore there are fewer deaths and wounded.
Regardless of how the police presents the data, election violence not only manifests the weakness of the state to curtail violence but also an extended expression of how the current dispensation uses the coercive instrument of the state for its partisan and political interests. Expect that post-election harassments and deaths will continue in Pampanga and other places where local politicians are alter-egos and have high stakes in Malacanang. Election violence also manifests the blatant disregard of politicians and candidates on election laws and disrespect to the Comelec, that has become completely inutile in implementing election rules and sanctioning election violators and criminals.
Family as Political Machine
Is the defeat of a number of political dynasties in the elections means the loss or weakening of the family's monopoly of local power or plain campaign blunder? Can the Joson's of Nueva Ecija, the Espinosa's of Masbate, the Acosta's of Bukidnon, the Imperials of Albay; the Espinas of Biliran, and Dimaporos of Lanao del Norte recover from their loses the next time? While most political families either exchanged elective posts or did changing of the guards, political dynasties not only maintained their rule but expanded the family's control in various elective positions. Prominent among these dynasties are the Marcoses of Ilocos Norte, Singsons of Ilocos Sur, Ortegas of La Union, Romualdezes of Leyte, Duranos of Cebu, Ecleo's of Surigao del Norte and Dinagat Island, Cerilles of Zamboanga del Sur and the Ampatuans of Maguindanao.
Post-1986 emerging clans are trying to catch-up with the old traditional political families by expanding their own clout like the Garcias of Bataan, Magsaysay's of Zambales, Umali's of Nueva Ecija, Garcias of Cebu, Zubiris of Bukidnon and the Barbers of Surigao del Norte. Gloria Macapagal-Arroyo also entrenched her own family in the Lower House by having two sons and a brother-in-law in the Lower House. A sister-in-law attempted to join the Legislature through the party-list elections.
Political dynasties will stay as long as the political-economy of local politics remain and as long as the election institution allows them. On the other hand, they may be considered as exception to the case, but the victory of Among Ed in the gubernatorial race in Pampanga against the entrenched patronage, coercive network and political machines of the Pinedas and Lapids; of the re-election of Mayor Robredo in Naga City amidst multi-prong attack of the Villafuertes with the support of two Comelec commissioners; the victory of Glenn Chong over the political patriarch of Biliran and Grace Padaca's struggle against the manueverings of the Dy's in Isabela are rays of hope that provide possibilities for agents of reform.####

While it is correct to say that a vote for Trillanes is not necessarily a pro-coup vote in the strictest sense-- a coup which means the overthrow of a government by a section of the state, often by a fragment of the repressive apparatus of the state, replacing high-level leaders without the explicit support of the people, however, it doesn't also automatically equate that a vote for Trillanes is not a vote for extra-constitutional change.
The man was undoubtedly a symbol--a symbol of a form of rebellion which can clearly disrupt and stir the seemingly managerial tranquility of the ruling clique, a symbol of change outside the parameters of "convenient and acceptable" social norms if not of ruling laws. Joker Arroyo, the self-styled "defender of the constitution" even branded him as the poster boy of rebellion. People know this and yet, they voted and even campaigned for him. Trillanes was therefore an innovative if not a revolutionary concept and idea in an otherwise dreary political life under the GMA regime. An idea which the people evidently understood and identified with.
This only proves that the people were not just simple admirers of his convictions and courage (or his good looks); the truth of the matter, they were clearly becoming more open in changing society outside the limited options of our capitalist democracy or what is being offered by our American-styled constitution. Trillanes without doubt symbolizes this.
In here, the role of the progressive movement must be examined. Will our movement pour cold water to the potential radicalizing sentiment of the populace by insisting on the "acceptable" and "legal" means of change within the scope of formal democracy? Will the progressive movement push the people back towards social myopia by saying that their acceptance or mere interest in a coup is a no, no and therefore all aspiration for change via the extra-constitutional track must be abandoned? Or is it the role of the left movement to lend much needed political clarity and direction by insisting on our own version of an extra-constitutional road for change--a change that is systemic, democratic, participatory and yet radical when all else fails within the bound of this current social model?
Why are we so afraid of a people-supported military coup? Is it not much better than a classic military coup devoid of any people participation and involvement reducing the people as mere passive audience and pawns? Or of a veto coup, suppressing the majority will of the people through violent means? Is a coup still a coup when it involves the participation and commitment of a fighting populace out to dislodge an illegitimate regime? Or is this just a matter of branding, the same way the powers-that be label a genuine people's revolution as terrorism when that revolution failed in its quest for state power. I wonder what we will be calling the February events if it succeeded. Do we honestly believe that there is a neutral army in the first place?
But for the sake of argument, if we do unite ourselves in disagreeing with a military coup, people-supported or not, then so be it! However, we should never close our doors to extra-constitutional change. Hindi lang naman kudeta ang kabuuan ng extra-constitutional frame even if Trillanes is associated with it.
The people who voted for Trillanes may not exactly agree with a kudeta but it doesn't mean they will not entertain other forms of radical change. Ito ang mas importante. What is important is that people are beginning to appreciate more the political logic and relevance of achieving change outside the parameters of elite democracy--a form of democracy which unfortunately never championed the interest of the exploited and marginalized.
But the question remains, if people are beginning to become open to radical change, then why is GMA still winning in the congressional and local government elections? Why is GMA seemingly succeeding in reducing the progressive PL groups to negligible presence?
My reply is; aren't we expecting too much from the people in this particular moment, our people who are heavily oriented if not still fascinated with the spectacle of trapo elections? Does it automatically mean that just because they cannot articulate or budge their desire for change in the elitist, confusing and truly limiting numbers game of congressional, PL and LGU elections that they do not want change at all outside the restriction of bourgeois democracy?
How do we truly account for the awful performance and people's distrust of Garci, Paquaio, the Josons, the Atienzas, Pineda and the showbiz-crap wannabe politicians epitomized by Richard Gomez and Cesar Montano? Are these not significant strides in the peoples' political maturity? Are we going to dismiss these exceptions from the dominant charade that characterized the 2007 Mid-term elections as ho-hum?
Lastly, this brings us to the subject of heroes. I don't believe our people are merely looking for heroes instead of clamoring or seeking fundamental reforms. I believe they direly thirst for both. Personally, heroes are like symbols. People give them power, relevance and legitimacy. Symbols and heroes, in and by themselves are deemed powerless, but with enough people behind it, these can radically change things.
If the symbol or a hero reflects the desire for fundamental reforms without resorting to uncritical admiration or hero-worship, then I guess there is nothing wrong with it.

Election sa Maguindanao-ARMM, “Moro-Moro”
Maliban sa kaso ng Pampanga, Isabela at iba pang lokal na lapaban kung saan ipinakita ang lakas ng mamamayan, sa kabuuan, muling nanaig ang impluwensya't kapangyarihan ng political clan at patron. Tulad ng GERA, walang election ang walang namamatay at walang election ang walang dayaan. Ginagamit lamang na instrumento ang election upang mapanatili at mapalawak lamang ang dinastiyang pulitikal ng malalaking angkan. Walang demokratiko at malayang election na kinatatampukan ng parehas (fair election) na labanan. Walang ideolohiya at tunay na partidong nagdala ng plataporma de gubyerno at ang malungkot, ang election ay tunggalian lamang ng iba't-ibang malalaking paksyon at alyansang magkaka-pamilya o political clan.
Nakilala ang Maguindanao nung sumambulat ang insidente ng 2004 “hello Garci dagdag-bawas controvercy.” Isa sa ipinagmamalaking may solidong “command votes at local machinery” ang probinsya ng Maguindanao. Ang sabi ng mga propagandistang buluk ng Malakanyang na si Evardone, Albano, Ermita, Gabby Claudio, Roquero, Nograles at Pichay, "ito raw ang alas ng administration senatoriable bets upang talunin 12-0 ang oposisyon."
Bukud sa pagpapakita ng lakas, pambayad utang at pangakong idedeliver na boto sa Malakanyang, pinagkakitaan din ito ng mga operador sa Comelec. Sa anyo ng “highest bidder at dagdag-bawas,” shopping spree sa mga senatoriable candidates na nalalagay sa alanganin (13th - 16th position). Ayon sa mapagkakatiwalaang mga source, “pinakamababa ang P20.0 milyon kada kandidato ang ibinayad ng TU at GO sa lugar, makapag-operate at makapagkontra-opensiba lamang sa pandaraya." Note:hindi kasali si Trillanes.
Patronage politics ang kalakaran umiiral sa Maguindanao. Maraming Maguindanao sa Pilipinas, ito'y matatagpuan sa Northern Luzon, Central Luzon, Sourthern Tagalog, Bicol at Kabisayaan. Sa madali't sabi, isa lamang lokohan, denggoyan, lutong macao o ang katawagang s “moro-moro” ang pulitika ng Maguindanao. Ang salitang “moro-moro” ay isang klase ng panlalait (racist) at anti-muslim na popular na ginamit ng Kristiano't elitistang Pinoy sa tuwing may proyekto't halalan sa Muslim Mindanao.
Kilala rin ang Maguindanao bilang pumapangalawa (2nd place-2006) sa pinakamahirap na probinsya sa buong bansa mula sa pang-anim (6th place) nuong 2002. May 289, 029 rehistradong botante ang Maguindanao. Sa 22 bayan sakop, isa lamang ang hindi kontrolado ni Gov Datu Andal Ampatuan. Ito'y hawak ng katunggaling angkan na si Matalam. Dating gobernador, may kontrol ng pulitika at siga-siga sa probinsya. Bukud sa may kasalukuyang armed seccesionist movement sa lugar, may armed check point sa lahat ng papasok at palabas ng probinsya, mistulang isang malaking military garrison ang probinsya. Kaya't bago ang May 14 election, tinapos ang selection process sa mga kandidatong angkan ilulukluk at sil-sila rin ang nagproklama. Walang Comelec na pwedeng maki-alam, walang BEI, walang poll watcher, walang Kristianong media at walang grupong poll watchdog ang pwedeng pumapel.
Walang pwedeng mangahas na magreklamo o magprotesta. Bawal ang civil society. Ang panginoon-angkan lamang ang masusunod. Ang kagustuhan ng panginoon ay kagustuhan din dapat ng mamamayan at wala ng iba. Dahil sa ganitong kalakaraan, alam ng lahat na napaka-imposibleng magkaroon ng isang maayos na electionsa Maguindanao. Isang election may kahalintulad na klima ng karahasan nagaganap sa Iraq at Afghanistan. Talamak ang feudal lord, warlordismo, 4 Gs (guns, gold, goons at girls), malalaking political clan at higit sa lahat, kinakalinga, pinakikinabangan at sinusuportahan ng isang rehimeng naghihingalo't gustong manatili sa poder, si Ate Glo.
Ang election sa Maguindanao ay basically selection, kung sino ang uupo at hindi. Ito'y pinagpapasyahan ng maimpluwensyang mga pinuno na naghahari at tumatayong panginoon-datu-patron sa lugar. Sa pamamagitan ng isang prosesong tinatawag na “suara,” dinisisyunan, tinatapos at binasbasan na ito ng angkan. Para sa kanila, “pormalidad (formality) lamang ang Mayo 14." Ang mga “halal” na political leaders ay kadalasang kaalyado ng sinumang nakaupo sa Malakanyang. Pareho silang may political interest at nakikinabang sa isa't-isa.
Kaduda-duda ang ipinakikitang datos sa Maguindanao, tulad ng apat na probinsyang sakop ng ARMM (Sulo, Basilan, Tawi-Tawi at Lanao del Sur), tumaas ng mahigit 10% ang voter's population ng anim sa dalawangpu't tatlong munisipyo sa Maguindanao. 10.37 % ang itinaas ng bayan ng Ampatuan; Datu Abdullah Sanki, 19.23 percent; Datu Paglas, 12.52 percent; Datu Saudi Ampatuan, 17.78 percent; Datu Unsay, 27.63 percent; Pagalungan, 15.82 percent; Paglat, 43.05 percent; Shariff Aguak (Maganoy), 19.83 percent; and South Upi, 72.70 percent. Kataka-taka ang biglaang pagdami ng mga botante sa Maguindanao at apat na probinsyang sumasakop sa ARMM.
Sa loob ng tatlong taon, may 60,000 nadagdag na botante ang Maguindanao at Sulo (120,000), 80,000 ang nadagdag sa Basilan, may tig 60,000 (120,000) ang nadagdag sa Tawi-tawi at Lanao del Sur. Ang nakak-intriga, habang lumiit ang bilang ng botante sa malaking bahagi ng Pilipinas, lumolobo't lumalaki ang bilang ng botante sa ARMM areas. Sa kabila nito, walang ginagawang pag-aalangan, pagsusuri't double check ang inutil na Comelec.
Ayon sa Regional Comelec chair na si Bedol, “mataas palagi at hindi bumabba sa 90% ang voter turnout sa party list election sa Maguindanao. “ Noong 2004 elections, sa kabuuang 334,331 registered voters, ang total party list votes cast sa probinsta ay 283,012, halos 84.65%, ang pinakamataas sa buong kapuluan.
Ampatuan at Matalam Clan
Mula pa nuong panahon ng Kastila't Amerikano, ipinagpapatuloy ang dinastiya't oligarkiyang kontrol ng iilang pamilya o political clan hindi lang sa Maguindanao, maging ang buong Pilipinas. Pinagharian ng dalawang malalaking Political Clan ang Maguindanao, ang Datu Andal Ampatuan, ang pinakamalaki, pinakamabagsik at kasalukuyang may tangan sa poder ng probinsya. Kabilang ang Ampatuan sa mga Datumanong at Datu Abdula Sanki clan. Bahagi rin sa ankan ang mga Sinsuat, ang dating Gobernador nuong panahon ni Presidente Marcos.
Ang angkang Matalam sa katauhan ni Datu Udtug Matalam ang mahigpit na katunggaling politikal ng mga Ampatuam , isang prominenteng political at rebel leader nuong kapanahunan ng paghihimagsik nuong dekada sais senta (60s). Siya rin ang kauna-unahang halal at limang beses nahalal bilang gobernador ng Cotobato, bago pa ito biniyak sa apat na probinsya. Habang nakalinya sa mga Nacionalista Party at kay Marcos ang mga Ampatuan, naka-alligned naman sa Liberal Party (LP) ang mga Matalam, ang kanyang brotherin-law na si Salipada Pendatum at mga ilang kabataang militanteng muslim scholar sa Manila.
Maliban sa pagiging gobernador (twice un-opposed), siya rin ang kinikilalang panginoong Datu, lider ng angkan, pinuno ng Regional Lakas-CMD sa rehiyon si Datu Andal Ampatuan. Siya rin ang mahigpit na kaututang dila ng pinakamakapangyarihang pinuno ng bansa, si Ate Glo. Sa dalawangpu't dalawang munisipalidad ng Maguindanao, 18 rito ay hawak ng kanyang mga anak, apo, kamag-anak incorporated (mayors) at mga un-opposed itong nagdaang election. Ampatuan din ang Vice Governor, si Sajid Ampatuan.
Nang pasukin ni Ampatuan ang pulitika, namuhunan muna ito at pinaghandaan ang lahat ng sangkap sa pagtatayo ng kaharian politikal. Maliban sa kayamanang taglay, itinayo nito ang sariling armadong grupo (private armies). Bago ang May election, mahigit kumulang na tatlong libong pwersang armado (3,000) at mahigit 5,000 rehistradong malalakas na armas ang hawak ni Ampatuan. “Katumbas ng labingdalawang batalyon, isa sa pinakamalaking private army sa Asia.” Nakakatawa, habang nasa tungki ng ilong ng PNP-AFP ang pananatili ng Ampatuan Army, tiklop ang buntut, walang magawa sa kampanyang pagbubuwag ng private armies ang inutil na Comelec.
Noong sumiklab ang digmaang MNLF at pwersang gubyerno noong 1970s, namangka sa dalawang ilog si Ampatuan. Habang nakikisimpatya sa MNLF-Nur Misuari, nakipagcollaborate siya sa gubyernong Marcos. Noong papahupa na ang gera, nag-alaga si Ampatuan ng mga junior officers na nakadistino sa Maguindanao. Ang mga ito ay siya ngayong tumatayong mga matataas na pinuno ng AFP na nagsu-supply sa kanya ng malalakas na armas. Nang muling sumambulat ang digmaan sa pagitan ng bagong tatag na grupong MILF at pwersang gubyerno, ganap na nakiisa na siya sa gubyernong Ramos. Binuo niya ang sariling CAFGU at CVO na inarmasan ng AFP laban sa MILF.
Maliban sa regular na supply na armas, pinapakyaw ni Ampatuan ang lahat ng malalakas na armas tulad ng M-60 machinegun, M-14 at baby armalite sa arsenal ng AFP. Iba't-ibang yunit ang kanyang private armies, bukud sa Cafgu at CVL, nasa-payroll din sa kanya ang PNP at AFP. Malaking tulong sa isinusulong na “global war on terrorism” ng gubyerno si Ampatuan, kaya't bilang kapalit, lahat ng kailangan nito ay pino-provide ng AFP. Kahit anong klaseng katiwalian, irregularidad, karahasan hanggang sa pagmamanipula sa tuwing may election ay nairaraos na parang walang kaso. Untouchable si Ampatuan hindi lang sa Maguindanao, maging sa buong Pilipinas.
Sa darating na “special election” sa Mayo 26, aasahang muling iiral ang irregularidad. Habang hindi naio-overhaul ang Comelec at nandiyan si Abalos at si Ate Glo at habang nananaig ang dominanteng sistema ng election sa Pilipinas, habang may kontrol at naghahari ang Political Clan, padrino at talamak na 4 Gs (guns, gold, goons at girls), kahit pa maimodernisa ang election (automated voting machine, proven in the last ARMM election nuong 90s), kailanma'y isang bangungut ang malinis at credible na election sa ARMM, partikular ang probinsya ng Maguindanao.

Namfrel Is Missing The Moment

In March when the Commission on Elections (Comelec) finally accredited the National Movement for Free Elections (Namfrel) to undertake a quick count for this 2007 elections, I did not rejoice. I have doubts on Namfrel, a feeling that is shared by many people I know. The allegations against its ex-Chairman is one reason. The other reason is Namfrel lost significant credibility when it declared that there was no systematic nor large-scale fraud committed in the 2004 presidential elections. The discovery of 'Hello Garci' tapes erased all that assessment. On the contrary there was indeed systematic and large scale-fraud as the Garci tapes have revealed. What dismayed me more is Namfrel until this day did not bother to make any condemnation on the fraud allegedly committed by GMA and Virgilio Garcillano.
Though Namfrel failed to account for its own actions in the 2004 election Operation Quick Count, because Comelec already decided that it will be doing the quick count I was willing to give Namfrel a chance to redeem itself this time. I could not over emphasized the value of a quick count in deterring election fraud and cheating, especially so when the count it is done literally quick. In our archaic electoral system that requires weeks to complete the canvassing of votes for national positions, an independent quick count will provide the public important information on the outcome of the elections way ahead of the official count. By doing so whoever are planning to cheat the elections by altering municipal or provincial certificate of canvass (COCs) will have less time to do it because independent count have already reported who are the winners. All that is left is for Comelec to finish their bureaucratic, slow-paced count and proclaimed officially the winners.
One week after the May 14, 2007 elections what we see is Namfrel's supposed quick count is not a quick at all! Until today (21 May) it has counted less than half of the total election returns, exactly only 37.76% of the 225,000 election returns nationwide. Its highest figure on the senatorial candidates votes stand only at 5.6 million votes. Compare that to the media quick count done ABS-CBN and STI who were successful in counting up to 1.4 million in just 24 hours. Or the separate media count of GMA 7 and AMA whose figures stood at 1.5 million votes counted in a day and a half. They also made use of precint-level tabulations just as what ERs have, which Namfrel is authorized to receive a copy.
The media quick counts while unofficial and limited to provinces and cities where these computers schools have branches, they gave full meaning to the word QUICK. And because they were so quick they earned criticisms from the Palace and Comelec accusing them of trending, an accusation that is misplaced I should say. If ABS-CBN/STI and GMA7/AMA can undertake counts that are fast and accurately why can't Namfrel do the same? What is bugging Namfrel from hastening its count?
For sure, Mr Edward Go, the new Namfrel Chairman explained that their computer system could not take-in the volume and so at some point their system bug down. Furthermore Go's secretary general also explained that they could not cross-check the data last Thursday (17 May) night because their volunteers were tired. I don't know if we should be convinced with these reasons, flimsy as they are. Namfrel should understand that by delaying the count, Namfrel is unwittingly providing time and opportunity for 'dark' political operators outside and within Comelec to do their cheating? A lot of time and opportunity, in fact. And what are these rumors that Namfrel is deliberately delaying the count and is involve in trending?
The cheating machines of candidates are by now very active. Last week sources have said that some groups have been spotted in Mindanao already. They are just waiting for time to insert somewhere the fabricated ERs and COCs they have in their hands. The use of quick counts is precisely to guard against these people by not giving them time and opportunity to insert those ERs/COCs somewhere. If the votes for every municipality, province and city are counted quickly, then the 'dark' political operators will have difficulty finding a municipality, province or city to cheat, to insert those fake Ers/COcs they have.
This is where my dismay of Namfrel is coming from, it is taking them too long to complete the quick count. The delay is giving too much time and opportunity for the dark political operators to successfully manipulate the election outcome. How many days have passed after the voting yet Namfrel is literally miles away from completing its count. In fact it is just few millions ahead of the official Comelec count and with the pace Namfrel is taking it might even be overtaken by the Comelec in a matter of days.
People want to know quickly the results of their votes, that is why the ratings of the TV channels rise up when ABS-CBN and GMA7 were doing their media counts. When the media stop their counts they are expecting Namfrel to fill the gap. But Namfrel is now missing the moment of providing quick information to the public and as such, also missing the guarding against election fraud/cheating. Instead of seizing the moment, Namfrel is missing the chance of raising its own credibility capital. The fear of Manolo Quezon III that Namfrel might not be up for the job of rendering judgment and ensuring credibility of the 2007 elections is proving to be a legitimate fear.
We all know for a fact that funding for Namfrel comes from big business. If by any chance the big business is among the reasons why Namfrel is doing a slow count, not the quick count that it is suppose to be doing, only because of the concern of big business for political stability, then I think the businessmen/women should go back to drawing boards. They might just get the opposite. This year's election is critical in deepening our democracy. After 'Hello Garci' in 2004 our people expects no less than honest and credible election. When the people see that the elections is so manipulated by the powers that be just like in past, worse with the aid of independent bodies, I am sure our people will turn the tide against to those who are betraying them and those who do not respect their votes.

Dahil sa “Delay at Failure of Election,” Trillanes, Cayetano at Pimentel Ilalaglag ng sabwatang Comelec-Malakanyang
Hindi maaatim ng Malakanyang na makapasok sa magic 12 ang tatlo, lalo na ang dalawang kinamumuhiang pasaway, balakid sa katatagan at political survival ni Ate Glo, si Trillanes at Cayetano. Patuloy na namamayagpag sa pangsiyam at panglabing-isang position si Trillanes. Binimbin sa bilangguan ang consistent na gumuguhit sa kabulukan ng sistema ng paggugubyerno ng kasalukuyang administrasyon, walang makinarya't daang milyong pisong ginastos, lalo na sa TV spot Ads si Trillanes. Ganun din si si Allan Peter Cayetano, isang oposisyon, isang anti-GMA at perwisyong totoo sa pamilyang Arroyo. Kung matatandaan, halos lahat ng klase ng paggugulang ng Administrasyon-Comelec ang ibinato kay Allan Peter Cayetano 'wag lamang mapasama sa magic 12.
Ayon sa mga usap-usapan sa mga "inuman" ng ilang kaibigang operador-mersenaryong may link sa ilang kandidato ng TU- administrasyon, "kung walang counter-meassure, counter offensive tulad ng ginawa ni Sen Lim sa Manila at kung 'di masasawata, maaagapan (ng mga abugado) ng kampo ng oposisyon ang masamang balakin ng administrasyong " maipapasok sa magic 12 ang apat na namimiligrong Team Unity bets ng administrasyon.
Tulad nuong nakaraang mga election, ang Mindanao ang palagiang nagreresolba ng deadlock at end game ng maruming halalan sa Pilipinas. Mismo na ang taga Mindanao (ARMM) ay asiwa na sa Comelec sa kung bakit hinahayaan, kung bakit wala itong ginawa at hindi nito mareso-resolba ang pangit na larawan ng kanilang rehiyon sa tuwing election. Ilang dekada, paulit-ulit na ilang election, ang Mindanao (ARMM) ang pangunahing ginagamit, pansalba, panghilot, ang fallback at lunsaran ng special operation ng mga natatalo at gustong makaungos sa magic 12 lalo na ang naghihingalong mga administration candidates.
May ilang araw bago ang E-day (Mayo 14), lumitaw ang Oplan “Mercury Rising.” Isang engrandeng iskima't plano ng Malakanyang na ang layunin ay itabla ang oposisyon sa election, gamitin ang buong pwersa' resources ng estado at gawin ang lahat ng paraan upang mailatag at maisigurado ang 5 : 5 : 2 (Oposisyon, Administrasyon at Independent). Hindi na balita ang 12 - 0 pagmasaker sa oposisyon na ipinakita sa Maguindanao at sa limang bayan sa Bohol. Alam ng lahat na walang naganap na election sa lugar, ganito rin ang sinasabi ni Ed Cabalu, spokeman ng Moro Islamic Liberation Front (MILF), kung saan ang malaking guerilla base nito ay matatagpuan. Patunay lamang na seryoso ang Malakanyang na kahit magboomerang, anumang consequence, ipatutupad ang garapalan at malawakang pandaraya.
Dahil nagcommission rin ng electoral survey ang Malakanyang, alam nito na mamamasaker ng GO ang TU administration ticket (9 : 2 : 1). Alam ng Malakanyang na naparalisado ang "vote delivery" at nag-collapse ang kanyang ipinagmamayabang na "command votes at local machinery." Alam din nito kung ano ang kadahilanan, saan-saan lugar, sino ang involved, gaano kalayo ang ilalamang at paano lulunasan ang usapin.
Bunsod ng mapait at nakakahiyang kinahinatnan sa election, muling binuhay ng Malakanyang ang “dagdag-dagdag at dagdag-bawas ops” upang baligtarin ang trending, resulta at mga pangyayari. Walang dudang itatapon sa kangkungan ang tatlong kawawang oposisyon. Kumakatok na sa pintuan ang apat na TU candidates at unti-unting inuungusan ang tatlo. Ayon sa huling labanan, palaglag na magic 12 si Trillanes, pumasok na si Zubibiri sa pang-sampung position at nahawi na sa panglabing tatlo si Pimentel.
Isa sa matibay na palatandaan ng "dagdag-dagdag at dagdag-bawas" ay ang pagkakadiklara ng “failure of election” ng Comelec sa ilang probinsya ng Mindanao (ARMM areas). Bunsod ng kaguluhan , takot, terorismo at “pagkakadelay ng election, counting at canvassing,” dinisisyunan ng magkaroon ng “special election sa May 26” sa mahigit-kumulang na labing-tatlong munisipalidad sa Lanao del Sur at Norte, Mindanao.
Dahil sa napakaliit lamang ang diperensyang botong namamagitan (5,000 – 100,000 votes) sa pang-siyam hanggang panglabinglimang position (rank: 9th-15th place) na inirereport ng Namfrel at Comelec trending, nakakalungkot isipin na ang mahigit 600,000 boto sa rehiyon ay walang dudang lalapastanganin ng mga sindikatong operador ng administrasyon. Ito ang tiyakang magpapasya o deciding point sa kahihanatnan at kalalabasan ng halalan sa national Senatorible election. Dito sa Pilipinas, ang deciding point ay sa panahon ng canvassing (1-2 weeks after election) at hindi May 14 sa inaakala ng lahat.
Habang nagcoconduct at nagna-national canvassing sa PICC ang Comelec, may patagong subastahan, price bidding at negosasyon sa gilid-gild at malalamig na lugar ng Maynila ng mga operador, mga kinatawan ng kandidatong talunan sa Senate race at local Comelec officials. Tulad nung 2001 at 2004 election, naglalaro sa P5.0/boto hanggang P 50.0 / boto ang bentahan. At dahil sa total blockade ng partisanong AFP at PNP ang lugar na paglulunsaran ng “special election,” maliit ang tsansang maicover ng dalawang malalaking national media networks, ng ABS-CBN at GMA-7 at mabantayan ng independent election watchdog at Namfrel ang “special election.”
Bago ang E-Day, maliban sa talamak na "vote buying," ang bilihan, suhulan at pangakuan (P100.0 - P5,000) sa halos lahat ng lugar sa Pilipinas, may naiulat na nawawalang Election Return na inaasahang maibabaligya ng mga sindikato sa halagang P40 -60,000 kada set sa mga bilyunaryong senatoriable candidates na nalalagay sa alanganin. May naiulat ding nawawalang 3,700 ballots sa Lanao del Sur, kung saan nagkataong dito rin isasagawa ang "special election."
Isa pa, habang may paglobo ng mahigit 40% ng registerd voter's population sa Maguindanao at mahigit 20% sa ilang karatig probinsya ng Shariff Kabunsuan, Basilan at Sulo, Mindanao at Northern Luzon, lumiit naman ng mahigit 10% ang voter's population sa Metro Manila, ilang bahagi ng Central Luzon, Southern Luzon at ilang urban center sa Kabisayaan at Mindanao.
Halos ganito rin ang voter's turnout. Habang nasa 55-70% ang turnout sa Metro Manila at sa ilang tukoy na rehiyong may sintiementong anti-administration, kamang-manghang lumobo naman ang voter's turnout, 70-85% sa mga lugar na kinikilalang balwarte, may command votes at machinery ang administrasyon. Dagdag pa, dahil sa mahigit 10% ang turnout, pinakikitang walang ganang bomoto ang ating mga kababayang tinaguriang mga bayani ng panahon, ang Overseas Absentee Voter's (OAV). Parang kulang na lang sabihing “walang kakwenta-kwenta, elite dominated at TRAPO politics ang isinagawang election ng Comelec sa Pilipinas.”
Habang “marami ang 'di nakaboto, nawalan ng pangalan, nalito, may dobleng pangalan, ang matagal ng patay ay nakakapagtakang nasa mga listahan ng Computerized Voter's List (CVL).” Ultimo si Chairman Abalos ng Comelec ay biktima ng kalituhan at kaguluhan sa paghahanap ng kanyang pangalan sa presinto ng Mandaluyong. Pawang propaganda lamang, lokohan ang anunsyong nilinis at nagtanggal ito ng mahigit isang milyong botante.
Kung matatandaan, nuong Marso-Abril '07, ilang buwan bago ang E-Day, kung sana'y sinunod nito ang tawag ng mamamayang "ilabas nila ng mas maaga ang CVL" sa kanilang websight o ipaskel man lang sa mga polling centers ilang Linggo bago ang E-Day, hindi sana nagkawindang-windang at nagkagulo-gulo ang botohan at election. Ang nakakalungkot, maliban sa milyong pisong raket ng Comelec ang pagbebenta ng CVL at sadyang sinusunod lamang nila ang utus mula sa Malakanyang na guluhin, lituhin at i-clustered ang listahan ng mga botante.
Alam ng lahat na mas may bentahe't pakinabang ang administrasyon sa liit ng voter's turnout sapagkat ang silent majority o ang tinatawag na market votes na umaabot ng mahigit 60% ng kabuuang 33.0 milyong bumoto ay nasa panig at kontra- administrasyon, kotra kabulukan at sistema ng paggugubyerno ng kasalukuyang dispensasyon.
Totoong isang referendum kay Ate Glo ang May midterm election, totoo ring isang political statement ang kritikal na ipinakita ng mamamayang Pilipino hindi lamang sa senatoriable race, pati na rin sa mga strategic vote rich areas sa lokal na labanan. Ang kaso ng Pampanga kung saan pinahiya't pinabagsak ni Among Ed ang galamay ng pangungurakot at talamak na gambling network ng administrasyon. Hindi sa naniniwala't may suporta ang mamamayan kay Among ED, Mayor Lim, Binay, Cong Darlene Custodio at Jess Robredo ng Naga, sa Makati, Manila at General Santos City, bagkus ito'y "pagpapakita ng daing at panawagang pagbabago laban sa kasalukuyang nakalukluk sa Malakanyang at disgustong kabulukan ng sistemang electoral at pulitika."
Anuman ang mangyari, may conjuncture man o wala, manalo man ang oposisyon at administrasyon, may impeachment man o wala, may malalim na inbistigasyon ba ang gagawin ng Comelec sa Mindanao (ARMM) o wala, ang tiyak ay dinaig ng Pilipinas ang Afghanistan, at ang sigurado, ang katatapos na May midterm election ang itinuturing na PINAKAMADUGO, pinaka-highly militarized, pinakamadaya, pinakamagastos at higit sa lahat, pinakawalang kwentang ehersisyong politikal na naganap sa kasaysayan ng electoral politics sa Pilipinas.
