Made in China at ang Pilipinas

Dekada noventa (90s) ng ako’y nahilig bumili ng murang produktong Made in China. Mula sa
Maling luncheon meat, ang delatang kalaban ng Spam (made in USA) hanggang mga kasangkapang pagpapanday (hardware o carpentry tools), tulad ng metro, martilyo, lagari, level, tools gamit sa sasakyan at marami pang iba. Sa akalang tatagal, de kalidad at parang plakado't maipangtatapat sa gawang Stateside. Yun, ang resulta, halos lahat ng gamit kong Made in China, kundi sira, kinalawang. "Tubong Lugaw !"

Pagpasok ng dekada 2000, bumulusok ng todo ang ekonomiya ng China at parang wala ng mabibili na hindi Made in China. Bumaha ng halos lahat ng consumers item, mula sa kasangkapang bahay, furniture, pagkain, gulay, prutas, motorcycle, truck, electronics (PC at Laptop computers), DVD, appliances, furniture, clothings, shoes, toys, pagkaing DE LATA, cell phone at school supplies na Made in China. Ang nakaka-intriga, peke man, pirated o ORIG, may signature ng mga kilalang multi-national companies mula sa US, Japan at Europe, makikita sa halos lahat ng malalaking Mall, Divisoria, palengke o sa bangketa (mula Aparri hanggang Jolo) at ang nakaka-intriga, kalat ito sa buong mundo.

Nagboom ang consumer goods 'di lang sa Pilipinas maging sa buong mundo at ayon sa International Monetary Fund (IMF), "pitong ulit (7x) na mas malaki ang in-export ng China (export driven economy) kaysa sa buong mundo." Grabe ang pag-unlad ng China, "mula sa lipunang sarado, nagbukas, patungo sa isang industrialisado at maunlad na bansa." Napatunayan ko ito ng kami'y nagtravel package tour (5 days) sa Shanghai at Shenzhen may tatlong taon na ang nakalipas. Kahit sinasabing "malaki raw ang naitulong ng Made in China sa mga mahihirap at sa mga can't afford na mamamayan ng mundo," pakirandam ng marami parang nadaya't naloko, nasakripisyo ang kalidad. Dagdag pa ang kapabayaan, ang negatibo't hindi napaghandaan ng gubyerno, na ang malaking bahagi ng ating lokal na industria (agri at small and medium scale industries) ay nabangkarote't nangagmatay. Walang proteksyon, safety nets ika nga sa mga dambuhala at predatory products na Made in China.

Ang China ang lumalabas na “pabrika na ng mundo,” ang pinakapusod ng Globalisasyon. Ika nga, “kung mabilis pumasok ang mga produkto ng mundo, partikular ang China sa Pilipinas, dahil sa globalisasyon, mabilis din itong naibubunyag, natatapatan at nasasawata (global Watchdog)." Ang China ang siya ngayong pangunahing investor at nagpapautang sa Pilipinas. Bilyon-bilyung dolyar na puhunan ang ipinasok ng China, mula sa electrification, telecommunication (ZTE broadband), transportation (Northrail), mining, pati agrikultura't inprastruktura. Sa laki ng interest o itinayang puhunan, "hindi mahirap paniwalaang maki-alam ang China sa intenal affair ng bansa. Hinihinalang ang China ang sekretong nang-impluwensya kay GMA ng ibasura nito ang MOA-Ancestral Domain sa pagitan ng GRP at MILF na siya namang ikinatampo ng US."

Itong huling iskandalong kinasapitan ng China, matapos matagpuang positibo't kontaminado ang kanilang gawang GATAS, buong mundo ang nagimbal, natakot at agad in

May katagalan na ang isyu at dahil sa talamak na censorship, patuloy na naibebenta ito sa merkado. Kung matatandaan, noong 2003, sumambulat sa China ang iskandalo hinggil sa mga infant formula na kumitil ng dose-dosenang sanggol.

Ang BFAD

Aminin nating mahina ang mga “patakaran, regulasyon at monitoring oversight” patungkol sa SAFETY ng kalakal at produktong pagkain at gamot ang Bureau of Food and Drugs. Bukud sa kakapusan ng budget, malaki ang kanyang limitasyon at kakayahan na magampanan ang mandatong mabilisang busisiin ang lahat ng pumapasok na imported goods o produkto sa bansa.
Mula sa simpleng toothpaste, cosmetic whitening hanggang sa pagkain, mga dairy products ay hirap ang BFAD. Kung sa bagay, ultimo sa China, itinuturing isang superpower ng mundo ay karaniwang familiar (consumers) ang mga kasong FAKE, untested at kung minsan, nakamamatay na pharmaceuticals.

Ang problema, ayon kay Cong Edno Joson, “kung saka-sakaling positibo, may maiulat na kasong may nagkasakit o namatay, wala pa sa ating batas na kayang makapagpaparusa ng mga salarin (Made in China, US-Europe o lokal). Kung batas umano ang masusunod, lahat ng matutukoy na responsable sa pagbe­benta ng kontaminadong gatas ay dapat managot, ngunit ang realidad, sa kasaysayan ng consumer protection sa bansa,
walang nahahabol na asunto at wala pang kasong may nanagot.”

Nagpalabas na ang BFAD ng mga listahan kung saan, kanilang te-testingin (lokal o imported) kung may melamine o wala ang mga gatas. Kasama sa bubusisiin ang mga kilalang produktong gatas na may tatak na Nestle. Batay sa direktiba ng Department of Health
(DOH), ipinagbabawal na ang distribusyon, pag-aangkat at pagbebenta ng produktong ito sa bansa. Kaya lang, mabilis tayo sa mga kautusan at panawagan, nanggamote tayo sa implementasyon.

Hindi pa umaabot ang BFAD sa mabilisang pagpapatupad ng safety alerts at pagre-recall ng mga produkto gaya ng ginagawa ng mauunlad na bansa o ang isang first world countries na paulit-ulit na pinapangarap ni GMA. Maliban sa mungkahing pagpapalakas ng BFAD, panahon na rin upang makapagsagawa ang gubyerno ng programang makapagpapaunlad ng lokal na industria ng gatas na galing sa kalabaw at kambing.
