Big time celebration, big deal ika nga, kapana-panabik, parang fiesta, parang tumama sa Lotto at Sweepstakes ang mga nakapasa at biernes santo't bumagsak naman ang langit sa mga lumakpak. Kinilala ang mga “bagong showbiz,” litrato ng mga nanguna at parang superstar na hinangaan, kinabiliban ang kanilang buhay at pinuri ang kani-kanilg pamilya.

Sa kumuha na mahigit 5,600 law graduates, pawang 1,289 o 23% lamang ang nakapasa. Apat (4) sa mga topnotchers ay galing na naman sa Ateneo at Univ of the Philippines (UP). Ayon sa mga kagawad ng Supreme Court, "kung hindi naibaba ang passing grade (mula sa 75 at naging 70%), baka mas kakaunti raw ang nakapasa.”
Minsan naalala ko ang isang reaction ng isang bumisitang taga-European sa isang magulang na Pinay na mukhang nadis-orient sa kanyang napag-alaman na, “kung bakit ganun na lamang ka PANATIKO ang ating lipunan sa mga bagong pasadong mga attorneys” at “napagsabihan pa siya na kung bakit sa NURSING SCHOOL ang kanyang anak, bakit hindi kursong may kaugnayan sa SCIENCE and TECHNOLOGY?” Dagdag pa niya, “sa konteksto ng isang bansang tulad ng Pilipinas, kailangang daw natin ang maraming ENGINEERS, mga SCIENTIST at Information, Communication at Technology (ICT) pipol.” Sa kanilang lugar (industrialisadong bansa sa Europe, Amerika at Hapon), balewala't hindi pinapansin ang mga resulta ng Bar Exam at ang pinapahalagahan at binibigyang papuri ng kanilang lipunan ay mga ENGINEERS at SCIENTIST.
Ang sabi ng mga kritiko, "lubhang napakarami na ng abugado sa Pilipinas." Kung bibilangin pa nga ang mahigit pitong dekada (70 years) ng kanyang existence at taon-taon ay libu-libo ang gumagraduate, kumukuha ng Bar Exam at may libo ang nakakapasa, baka siguro may kulang-kulang na 50,000 na ang population ng mga attorney sa Pilipinas. Makikita ang mga ito kundi sa Notary Public, ang iba ay nagtuturo at pinasok ang mundo ng PULITIKA, ang isang bahagi (10-20%), kundi nasa “practising lawyers (corporate lawyers) ay nasa mga legal departments sa gubyerno na ang trabaho ay magdraft ng mga legal options.” Walang dudang mayorya nito ay MONEY ang dahilan.
Ang natitirang maliit na porsiento ng mga abugado ay nasa panig at nakikipaglaban sa interest ng maliliit, dukha at marginalized. Sila'y kabilang sa civil society, sa maraming PO-NGOs at nasa forefronts ng labanan kung saan china-challenge ang status quo, nag-aadvocate ng demokrasya, hustisya para sa mamamayan at nagpo-promote ng pantay-pantay na distribution ng kapangyarihan at kayamanan para sa country, nagpo-promote ng consumer-rights, environmental safety, gender equality at ibang usaping panlipunan. Kung matatandaan, noong nakaraang dalawang taon (2), hindi natin malimutan ang isinagawang pagkilos ng mga abugado sa Edsa Shrine na nagprotesta't tumutol sa “calibred pre-emptive response" (CPR) na patakaran ng Malakanyang.
Totoo nga bang masyado ng marami ang abugdo sa Pilipinas? Kung tutuusin, sa isang bansang may taguring “banana republic,” walang “rule of law,” na ang batas ay para lamang sa mayayaman, na ang pangungurakot ay nakagawiang kalakaran at may paralisado ang democratic institution; sa Hustisya, sa Unbudsman, Tanodbayan, krisis sa tunay na representasyon ng mamamayan, sa Comelec, sa political party, sa sistemang pulitika at halalan sa kabuuan. Maaring sabihing kulang pa nga ng mga abugado at kailangan pa ng mas marami, lalo na sa konteksto ng kabagalan ng hustisya't laki ng backlog ng mga kasong nabibinbin sa piskalya't korte.
Ang sabi ng ilang mga kritiko, “hindi na natin kailangan ang maraming attorney sa bansa.” Ang mas kailangan, bukud sa “pagpapalakas ng democratic institution ay ang pagpapaunlad ng ekonomya, industrialization at pagpapalaki ng produksyon.” Mahalaga sa panahon ngayon na maging handa tayo sa mabilis na nagbabagong takbo ng TEKNOLOHIYA sa mundo. Mas kailangan natin sa ngayon ang maraming engineers, scientist, mga guro, duktor at mga matitinong managers ng mga empresa't negosyo sa Pilipinas.
Ayon sa kanila, “sa mga nagdaang panahon, may paghina, pagbagsak ng international barriers sa daloy ng goods, services, capital, labor, may pagmarka ng pagbilis ng kumpas ng technological at scientific progress...may pagbawas sa halaga ng transport at communication... Against this backdrop of rapid systemic change.... we have seen shifts in the relative importance of those critical factors which determine the evolution of productivity and hence growth."

Sa usapin ng national competitiveness, tinalakay ang mga bagay na nagdedetermina ng antas sa pag-unlad o produktivity ng isang bansa. Ang mga ito ayon sa kanila ay mga saligang factors, mga patakaran at INSTITUTION." May siyam (9) na pillars na sinasabing critical factors sa pag-unlad ng ekonomya; una ang pagpapalakas ng Institutions, Macro economy, Health and primary education, Market efficiency, Technological readiness, Business sophistication, at ang Innovation. Klinassified nila ang unang apat bilang basic requirements, bilang efficiency enhancers ang sumunod na tatlo, habang ang salik ng innovation at sophistication ang huling dalawa.
Kaya lang, ganito ba ang direction ng ating bansa, ang kaunlaran at industrialization? Mas naka-gear papalabas, kumikita't pamumulitika ang orientation ng sistema ng ating edukasyon. Mas pagluluwas (export) ng mga Pilipino sa ibayong dagat (OFW) ang binibigyan ng pagpapahalaga't kalinga.

GMA by split decision?
Sabi ng ilan, masyadong napaka-agang husgahan o magsalita ng patapos na ( Security Adviser Norberto Gonzales) nasa "ligtas na politically si Ate Glo na masipa sa Malakanyang." So far, kahit nung Holy Week at nasa bakasyon ang sektor ng kabataan, mukhang hindi nahinto ang mga pagkilos para sa patuloy na paghahanap ng katotohanan. Kahit paano, tuloy ang maliliit na mga pagkilos, pag-eeduka (prayer rally, sympo at mga talakayan sa maraming sektor) at pagkokonsolida ng mga pwersang demokratiko para sa susunod na yugtong pakikibaka.

MANY Filipinos could not believe that President Arroyo won her latest political fight with the opposition in Metro Manila.
They think she lost the fight, or that the decision should have been a draw. But most public opinion, the newspapers, opinion writers and coffee shop analysts said she has survived the worst blows to stay in power until 2010.
The critics threw every punch at her in what they considered a final showdown. They mounted a giant rally in Mayor Binay's Makati and a big protest in Liwasang Bonifacio. In between, prayer rallies failed to knock her out.
The blows came mainly from civil society groups and a powerful bloc of anti-Arroyo bishops. Unexpected reinforcements came from the seasonally sleepy students.
To ensure her downfall, the challengers organized the group of Former Senior Government Officials, which counts with former Cabinet members and middle-level managers responsible for the corruption in their respective offices.
To deliver the knockout blow, the challengers sent Jun Crybaby Lozada to rouse emotions and to rally the ringside crowd.
Some analysts said the champion won the fight by doing business as usual and showing she was in command. Others said she disarmed the CBCP with her powers of persuasion.
There were plenty of criticisms at the "commercials" during the bout. The critics charged that every province, regional development council, town, city and barangay council advertised full support for the champion.
At the presscon after the victory parade, the champion said the opposition delivered low blows to rob her title. She kept her heart because the nation was watching and was united behind her.
Will she retire in 2010 or go for another title? Sen. Drilon warned GMA will go for the parliamentary heavyweight division two years from now. The Supreme Court decision on the Neri petition clears the way for a bigger fight, he said.
"Inggit ka lang," said trainer and coach Eddie Ermita.
Palace adviser on rice
THE Palace announced yesterday the appointment of Pedro Palayo as Presidential Adviser on Rice and Fish.
"The appointment confirms the President's interest in ensuring that affordable rice and other food items are available in every home," the press secretary said.
The opposition criticized the appointment as a window dressing because Palayo's experience is not in rice production or retailing but in manufacturing rice sacks.
Palayo immediately answered his critics by announcing the holding of a "rice-less day" on April 15. Every home will be encouraged to forego rice on that day, he said. The First Family will set the example. The President and her family will be shown on TV dining on noodles, bread and canned soup.
Another priority is introducing a bill that would make rice hoarding and overpricing punishable by death. He said he would ask the Department of the Interior and Local Governments and the local jurisdictions to promote rice-less fiestas and no-rice celebrations.
The abolition of the National Food Authority is high on his list. At the same time, he said he would hire agricultural consultants from Vietnam and Thailand to advise Filipinos on increasing rice production.
Use every idle lot in Metro Manila for gardening. Reclaim Central Luzon's title as "rice granary of the Philippines" and return the rice fields to the farmers.
Palayo thinks the folk song "Magtanim Ay Di Biro" needs positive-sounding lyrics to celebrate the joys of rice growing.
"Our goal is to achieve rice self-sufficiency in 2010 or before 2010," he declared. Palayo urged Filipino-Americans and other expatriates to send rice and breakfast cereals, not canned goods, to families in the Philippines.
April 1 is a holiday
MALACAÑANG is preparing a draft executive order declaring April 1 a national nonworking public holiday.
The draft says that "during these perilous times, Filipinos could use a sense of humor and lightness to ease the national stress, improve the quality of life and survive the day with grace."
The order takes note of "the poisoned partisan politics, the grimness in our national papers, the anger in the editorial pages, the profusion of bad news, the increasing conflict among the three major branches, the Church's intrusion into matters of state, the incivility on the street" and "what the government and the citizens could do to restore smiles and laughter" in the national life.
"April 1 or April Fool's Day is an appropriate time to remind us that there is a place for lightness in the speeches of public officials, in the relations between the government and media, on print space and broadcast airtime and in the daily grind amid traffic jams, rice insecurity and rising oil prices."
The EO encourages public officials to learn how to take jokes at their expense, be more self-deprecating, accept heckling like good sports, add humor to public addresses, return the Gridiron Skit to the National Press Club "and to do a thousand and one things" that will improve human relationships and health.
While encouraging harmless pranks and practical tricks that are popular on April 1, the draft adds that spreading rumors about an impending rice crisis is a bad joke.

COMELEC, mananatiling buluk kay Melo
Mas umiral ang sistemang padrino kaysa sa intensyong isareporma ang kawalang kredibilidad, ang bangkarote, politicized-partisano, mismanaged, corrupt at bulok na ahensya ng Comelec. Kahit sabihin pa ng PPCRV, ng ilang Obispo, ni Sen Mar Roxas at Kiko Pangilinan na may "integridad, may competence, independence at may kahalong hustisya si Melo," nanatiling kabado't may agam-agam ang marami.Sa buong proseso ng paghahanap, nominasyon hanggang sa pagpili kay Melo bilang kapalit ni Chairman Abalos, kinakitaan ito ng pagiging “lutong macao at kawalang transparency.”
Bagamat tanggap ng mga Obispo si Justice Melo sa posisyon, may agam-agam ang karamihan sa dahilang mas kumbinsido silang mas kailangan ang isang batang-bata, energetic, may credible at highly respected na indibidwal sa pwesto. Sa tingin ng mga obispo, "sa gulang na 75, walang dudang uugud-ugud na at baka mas mahirapan si Justice Melo na imanage ang napaka-sensitibo at komplikadong trabahong ibangon ang prestiho ng Comelec."
Nakilala si Melo ng pamunuan nito ang walang kinahinatnang fact-finding Commission tutuklas at reresolba sana sa kaliwa't kanang extra-judicial killings sa Pilipinas, kung accountable ba si Ate Glo, Malakanyang, ang AFP o ang CPP-NPA? Ayon sa isang grupong Anti-Graft o ang The Center for Anti-Grft and Corruption Prevention, Inc. (CENTER), “malalim ang affinity ni Ate Glo sa bagong talagang Justice Jose Melo sa COMELEC." Malapit din sa mga Macapagal si Melo, hindi dahil sa siya'y tubong Kapangpangan bagkus siya'y dating naging executive assistant ng Malakanyang legal office nuong kapanahunan ng ama at nasirang dating Presidentent Diosdado Macapagal. Dating magkaka- eskwela't magbabarkada sila Commissioner Jose Melo at sila ni Abalos, ang pamilyang Puno, ang dating sport official na si Roberto Pangandaman, ang kasalukuyang DFA Sec na si Alberto Romulo sa Law School sa MLQU (Manuel L Quezon University. Sila'y mga kabilang sa tinatawag na ELITE 27, notably closely-knit alumni ng MLQU, tratong magkakapatid at cordial ang rela-relasyon sa isa't-isa.
Bago magretiro, mahigit apat napung taon (40) nagserbisyo sa gubyerno si Melo at ang 23 taon dito'y naigugol nito sa hudikatura. Noong 1992, habang acting presiding justice sa Court of Appeals,' inappoint siya ng dating presidenteng si Fidel Ramos sa Korte Suprema. Bukud sa pagiging Solicitor General noon 1971, naging acting commissioner ng Professional Regulation Commission at Civil Service commissioner si Melo. Ang SUMA, parang tinitiyak na ni Ate Glo na mga galamay nito ang magtatagumpay, ang magpapatuloy sa kapangyarihan at pamamalagi sa Malakanyang beyond 2010, hanggang 2016 ika nga, kung sakali mang magretiro daw ito sa 2010.
COMELEC mananatiling BULUK
Sa loob ng isa't-kalahating taon (2010 presidential election na), bubuhayin at ire-resurek ni Melo ang negatibong imahe ng Comelec, ang pinaka-unpopular, ang pinaka-distrusted, discredited na institusyon sa bansa. Sa kasalukuyang lagay at konteksto ng pulitika sa bansa, inaasahang mabibigo si Melo sa kanyang gahiganteng naka-atang na trabahong maibalik ang pagtitiwala, maisiguro ang isang malinis, kapani-paniwala at mapayapa 2010 presidential election sa Pilipinas.
Hindi "election modernization o Automated Counting Machine (ACM)" ang solusyon sa isang peaceful, honest at credible election, bukud sa may makikinabang na naman sa procurement, walang ibubuga ang ACM sa mga mersenaryong mga operador at TRAPO, wa epek ito sa VOTE BUYING, kasal binyag libing, Philhealth card, cell card, insurance card, scholarship at ibang innovation sa vote buying. Walang magagawa ang ACM sa iligal na operasyon ng electoral machineries, bilyong piso't sobrang gastos sa election. Nakilala si Melo ng pamunuan nito ang walang kinahinatnang fact-finding Commission tutuklas at reresolba sana sa kaliwa't kanang extra-judicial killings sa Pilipinas, kung accountable ba si Ate Glo, Malakanyang, ang AFP o ang CPP-NPA? Ayon sa isang grupong Anti-Graft o ang The Center for Anti-Grft and Corruption Prevention, Inc. (CENTER), “malalim ang affinity ni Ate Glo sa bagong talagang Justice Jose Melo sa COMELEC." Malapit din sa mga Macapagal si Melo, hindi dahil sa siya'y tubong Kapangpangan bagkus siya'y dating naging executive assistant ng Malakanyang legal office nuong kapanahunan ng ama at nasirang dating Presidentent Diosdado Macapagal. Dating magkaka- eskwela't magbabarkada sila Commissioner Jose Melo at sila ni Abalos, ang pamilyang Puno, ang dating sport official na si Roberto Pangandaman, ang kasalukuyang DFA Sec na si Alberto Romulo sa Law School sa MLQU (Manuel L Quezon University. Sila'y mga kabilang sa tinatawag na ELITE 27, notably closely-knit alumni ng MLQU, tratong magkakapatid at cordial ang rela-relasyon sa isa't-isa.
Bago magretiro, mahigit apat napung taon (40) nagserbisyo sa gubyerno si Melo at ang 23 taon dito'y naigugol nito sa hudikatura. Noong 1992, habang acting presiding justice sa Court of Appeals,' inappoint siya ng dating presidenteng si Fidel Ramos sa Korte Suprema. Bukud sa pagiging Solicitor General noon 1971, naging acting commissioner ng Professional Regulation Commission at Civil Service commissioner si Melo. Ang SUMA, parang tinitiyak na ni Ate Glo na mga galamay nito ang magtatagumpay, ang magpapatuloy sa kapangyarihan at pamamalagi sa Malakanyang beyond 2010, hanggang 2016 ika nga, kung sakali mang magretiro daw ito sa 2010.
COMELEC mananatiling BULUK
Sa loob ng isa't-kalahating taon (2010 presidential election na), bubuhayin at ire-resurek ni Melo ang negatibong imahe ng Comelec, ang pinaka-unpopular, ang pinaka-distrusted, discredited na institusyon sa bansa. Sa kasalukuyang lagay at konteksto ng pulitika sa bansa, inaasahang mabibigo si Melo sa kanyang gahiganteng naka-atang na trabahong maibalik ang pagtitiwala, maisiguro ang isang malinis, kapani-paniwala at mapayapa 2010 presidential election sa Pilipinas.
Hindi "election modernization o Automated Counting Machine (ACM)" ang solusyon sa isang peaceful, honest at credible election, bukud sa may makikinabang na naman sa procurement, walang ibubuga ang ACM sa mga mersenaryong mga operador at TRAPO, wa epek ito sa VOTE BUYING, kasal binyag libing, Philhealth card, cell card, insurance card, scholarship at ibang innovation sa vote buying. Walang magagawa ang ACM sa iligal na operasyon ng electoral machineries, bilyong piso't sobrang gastos sa election. Food riot, looting at hijacking?
Ano mang pagtatakip, pagtatanggi at total denial, sasambulat sa mukha ng Malakanyang ang matinding krisis sa pagkain na kasalukuyang dinaranas ng mamamayan. Ayon sa palasyo, “walang nagaganap na krisis sa pagkain,” ito'y pangkaraniwan at ang nangyayari ay simpleng pagtataas lamang (inflation rate) ng presyo ng bilihin, partikular sa presyo ng bigas."

Sa konsepto ng SUPPLY at DEMAND, ang pagtaas ng presyo ng bilihin at bigas ay malinaw na idinulot ng kakapusan, kakulangan ng supply ng pagkain sa palengke. Kung malaki ang demands at kulang ang supply, pagbali-baligtarin man natin ang sitwasyon, maliwanag na abnormal ang lagay at may KRISIS. Sa kongkreto, 20% na ang itinaas ng presyo ng bilihin, partikular ng bigas sa loob lamang ng isang linggo (nakaraang holy week / Undas). Sa ngayon, mahihirapan ka ng makakita ng P18.0/kilo sa pamilihan, lalo na sa NFA. Ang dating P28.0/kilong sinandomeng bago ang holy week ay nasa P34.0 na sa ngayon.
Malinaw na nabigo ang Malakanyang na paunlarin ang produksyon ng pagkain sa bansa at kaunlaran sa kanayunan (rural development). Dekada 80s pa lamang ay may mga babala na o warning na ang mga Non Government Organizations at samahang magbubukid na kung walang maayos at matinong plano't patakarang isasagawa ang gubyerno (tactically at istratehikong pagpapaunlad ng agrikultura't industrialisasyon, mga programa't patakarang tutugon sa paglaki ng produksyong agrikultural at pagresolba sa atrasadong estado ng kanayunan) sa loob ng 10 taon (1990s), hahantong sa krisis ng pagkain ang bansa.
Kung maaalala ko noong maliit pa ako (tatlong dekada ang nakalipas) ay naranasan kong pumila para lamang makabili ng bigas na may halo pang mais sa gubyerno, sa kanyang National Grains Authority (NGA) at Rice and Corn Administration (RCA) sa ilalim ng gubyernong Marcos. Sinundan pa ito ng "green revolution" at "Masagana 99" rice production program na pawang bigo at hindi nagtagumpay.
Nakakalungkot isiping habang moderno at higly-mechanized na ang gamit sa agricultural production ang Vietnam, Thailand, India at dito lamang sa UP-Los Banos-IRRI nagsipagtuto- nagsipag-aral, may isang daang taong atrasado at sistemang KALABAW pa rin ang Pilipinas. Hindi na natuto ang "maggaling" na pamunuan sa gubyerno. Ang karaniwang tanong nga ng ating mga magsasaka sa kanayunan, may gubyerno ba tayo? Sapagkat, ilang dekada ng hindi marandaman ang agapay ng gubyerno, sa tulad na suporta't kalinga na ibinibigay ng mga kalapit nating mga bansa sa mga magbubukid.
Hindi ako eksperto sa larangan ng kaunlaran at produksyon pero kahit paano, napuntahan ko ang mga mauunlad na bansang kapitalista (industrialisado at maliliit na bansang Netherland at Denmark) na sagana, nag-eexport at self-sufficient sa pagkain. Kung sa kalapit na bansa natin, hindi ko lubusang maunawaan kung bakit hindi natin matularan ang karanasan ng bansang Vietnam, China at Thailand patungkol sa produksyon ng pagkain at kaunlarang pangkanayunan? Minamalas talaga tayo. Mga nagsipagtapos pa naman sa Georgetown University sa Washington, Doctor of Economics, Harvard, Princetone, UP, Oxford, Ateneo at bode-bodega ang mga diploma't certificates, ganito ang abang kinasapitan ng ating bansa. Sa ngayon, mas kakailanganin natin ang mabilisang pagpapatupad ng patakarang magreresolba ng isyu ng land conversion, ang pagkatali at walang hanggang katapusang palaasa sa pag-import ng pagkain, pagpapalakas ng agricultural subsidy at mga patakarang magpapalakas ng mga ahensyang nakapatungkol sa kaunlaran ng kanayunan, produksyon ng pagkain at mga patakarang karagdagang agapay o subsidy sa mga magbubukid.
Mula sa hindi matapos-tapos na paghahanap ng katotohanan sa ZTE Broadband, Cyber Ed controversies at Spratly, mula sa patuloy na pagtaas ng presyo ng langis, pagbaba sa palitang kinikitang dolyar ng OFW, patong-patong na kaso ng kabuktutan, iskandalo, immoralidad at pangungurakot na sumambulat sa palasyo at sa walong taon nasa poder, halos wala itong maipagmamalaking legacy man lamang na nagawa patungkol sa kaunlaran ng kanayunan at agrikultura. Dahil sa kawalan ng ayuda't suporta ng gubyerno, bukud pa sa lumiliit na bilang ng magsasaka sa kanayunan, mas malakihan, milyong metriko toneladang importason ng bigas at pagluluwas na lamang ng skilled OFW, caregivers at domestic helper ang siya ngayong pinagtuunan ng Malakanyang.
Hindi tayo magtataka kung sa darating na mga linggo o buwan ay bumulaga sa mukha ng Malakanyang ang "food rioting, (unrest) looting, hijacking ng delivery truck ng bigas, pagsugod sa mga warehouse-kamalig na pag-aari't kontrolado ng monopolyong RICE CARTEL at NFA." Hindi tayo magtataka na baka ito na ang hudyat na muling malagay sa alanganin o kapanatagang pangseguridad ang Malakanyang. Hindi tayo magtataka kung ang mga political rally at demonstrasyon ay mag-iba ng hugis, mag change gear, mag-iba ng porma ng pakikibaka tungo sa mala-anarkistang labanan. Ganito ang larawan ng ating kasaysayan ng politika sa bigas (krisis sa pagkain), ganito ang nangyari kamakailan sa West Africa, ganito sa malamang ang kahihinatnan ng isang mahirap na bansang tulad ng Pilipinas.

"English Carabao" ni Janina
Si Janina San Miguel, ang nanalong Bb.Pilipinas Worldwide title ay sagad sa butong ininsulto't pinagtawanan dahil lamang sa paggamit ng “carabao english.” Ang malungkot, maliban sa negatibong reaksyon ng spokening dollar na pulitikong si Rep Gullas ng Cebu, sumambulat sa cyberspace, mula sa internet, sa e-groups, blogs, YouTube at text messages ang mahigit 300,000 kumwestiyon at nagsabing “ito ba ang karapat dapat na maging kinatawan ng Pilipinas sa pandaigdigang labanan sa beauty contest?” (Photo;mg341.imageshack.us/.../binibinilicaroshy5.jpg)
Ang “carabao english” ay isang klase ng english languages na ginagamit ng mga englisero at engliserang Pinoy. Daang libong Pinoy at 'di lang si Janina ang gumagamit ng "english carabao." Trahedya man ito, globalisasyon o isang karangalan, pinipilit sabayan ang diksyon ng mga Englishmen/women, kahit mali-mali ang grammar, kahit hindi maunawaan at maintindihan mismo ng mga Briton at Kano (Anglo-American) ang "carabao english" ng mga Pinoy.
Mula sa sistema ng ating edukasyon bilang medium sa pagtuturo, ginamit ang English sa gubyerno’t lehislatura at pakikipagtransaksyon sa negosyo. Mula sa aklat at iba pang reference materials, magazines, research manual at script ay pawang nakasulat sa dayong wika. Gamit sa pakikipagtalastasan, sa court hearing, debate, sa mga pormal (social) na pagtitipon, conferences, forum, kahit sa simpleng pakikipagkomunikasyon, pagsusulat, kalatas o kahit sa mga panayam, advocacy work, kahit pilit at katawa-tawa, “english" ang karaniwang ginagamit.
"Ikatlo (3rd placer) raw ang Pilipinas sa buong mundo ang gumagamit ng English. " Apat na siglong (4 centuries) nilooban (occupation) tayo ng Amerika, Hapon at Kastila. Noong panahon ng Kastila, ginamit ang wika upang ikintal sa utak natin ang mensahe ng kabanalan at pagiging masunurin. Sa ilalim ng Kano, sa loob lamang ng kalahating siglo at ilang dekada matapos “ibigay ang kasarinlan,” isinubo ang wikang English bilang opisyal na lengguwahe.
Kung sa pulitika't kapangyarihan, kung gusto mong maging pulitiko kailangang English ang gamit mo, kung gusto mo ng may mataas na pinag-aralan at modernong pamumuhay wikang English ang dapat na gamit mo. Ginamit ang English sa pagbibiyahe sa abrod o jungket. Ginamit ang English sa land grabbing at malakihang pagnanakaw. Ginamit ang English upang sang-ayunan ang mga batas at tratadong kontra Pilipino. Ginamit ang English upang supilin ang kilusang makabayan. Ginamit ang English, upang baluktutin ang hustisya't paburan ang mga malalaki’t mga dambuhala. Ginamit ang English sa pangungurakot. Yung salitang commission, under the table, standard operational procedure (SOP), sovereign guarantee at “substantial compliance” ay walang iba kundi suhol, lagay at pangungulimbat.
Sinasabi ng ilang kritiko na tuluyan na tayong nawalan ng tunay pagkakakilala sa sarili. Sa awit ni Heber Bartolome na “Tayo’y mga Pinoy”, para tayong asong ngumingiyaw at hindi tumatahol. Sabi nga ni Randy David, “walang wikang umuunlad kung hindi ito naisusulat at binabasa. Walang wikang umuunlad kung ito’y hindi sinasanay na maglulan ng mga produkto ng kamalayan at iba’t-ibang kaisipang hango sa maraming kultura. Kailangang makipag-usap ang ating sarili’t-katutubong wika sa mga wika ng ibang bansa, sa halip na isangtabi ito, sa maling pag-aakalang hindi na ito angkop sa bagong panahon."
Nasa yugto na tayo ng tinatawag na “Panahon ng Kaalaman.” Upang mkamit ang mithiing kaunlaran, napakahalaga ngayon ang pagpapaabot at pagpapaunawa ng kaalaman o mga kaisipan para sa mamamayang Pilipino. Hindi totoong mababa at makitid ang karunungang makukuha sa Filipino. Pakulo lamang ito ng mga may lagnat sa utak, maka-English at mga regionalistikong mapanghating pulitiko na naniniwalang hindi tayo uunlad kung hindi tayo marunong mag-English.
May sarili na tayong teknolohiya para mabuhay at magsarili. May nalinang na tayong paraan ng agrikultura at mga industriya para masagot ang ating pangangailangang pangkabuhayan. Intelektuwalisado na ang ating wika noon pa man. May mga salita ito na naglalaman ng mga katutubong kaalaman sa pilosopiya, politika at teknolohiya.
Kung ang wikang English ang mag-aahon sa karalitaan at mataas na antas ng ating pamumuhay (Nipongo, Korean, Mandarin, Bahasa, Scandinvian, Russian at iba pang mauunlad na sibilisasyon, identity at kultura), kung ang English ang magpapawi ng katiwalian at pangungurakot, kung ang English ang magpapalago ng industriya’t teknolohiya at empleyo, kung ang English ang papawi sa pagiging busabos ng Pinoy sa mata ng mundo, kung ang english ang bubura sa paninging mga UTUSAN, chimay at PROSTI (domestic helper at caregivers) ang Pinoy sa mata ng mundo, kung ang English ang magdadala ng maraming gintong medalya sa tuwing may palaro sa Olympic at kung ang English ang siyang daan sa pagkakaisa, baka siguro NUMERO UNO NA TAYO SA LAHAT NG BAGAY SA MUNDO!
Tulad ng mga mauunlad (kamalayang panlipunan at kaunlaran) na mga bansang may sarili at pambansang wikang ipinatutupad, may sapat na kakayahan ang mga Pilipino na makamit ang tunay na sariling kamalayan at kaunlaran kung patuloy tayong maiintindihan, mauunawaan at makipag-ugnayan sa sarili nating mga kababayan.
Ayon kay Ornolfor Thorsson, tumayong adviser ng Presidente sa Iceland noong 1800, “Without our language, we have no culture, we have no identity, we are nothing.” Ipinahayag niya ito sa panahong nanganganib masalaula, burahin at patayin ng kolonyalistang Norwegian ang sariling wika ng bansang Iceland (the Icelanders as an ethnolinguistic people would have disappeared from the face of the earth).
Ang “english carabao” at ang insidenteng kinasapitan ni Janina ay repleksyon lamang kung gaano kabaluktut, kabusabos at kapariwara ng elitistang lipunang ginagalawan ni Janina. Kung nagsalita sana ng Pilipino si Janina, bukud sa walang dudang malaya niyang naipaabot ang kanyang mensahe sa wikang Pilipino, tiyak na hahangaan-kabibiliban pa ito ng sambayanang Pilipino. Biktima lang si Janina ng isang bansang patuloy na "naliligaw, naghahanap ng direksyon, identidad, kamalayan at pagbabago."

Nangunguna ang bansang Singapore, S. Korea, Czech Republic, Japan, Bulgaria, Netherland, Hungary, Austria at Belgium. Ang tanong ngayon, english ba ang medium of instruction sa Korea, sa Japan, sa Czec Republic, sa Belgium, sa Netherland at marami pang bansang maunlad, na magaling, excellent sa Math at Science?

The Bravery of the Tibetan People

My dear family and friends,
I'm not sure what to say to you right now. Part of me wants to talk about the good side of all that is happening -- the bravery and the courage of the Tibetan people. How proud I feel when I hear their cries and see their strength and fierceness. How they continue to rise up across our beautiful land and how this new movement destroys China's lies and propaganda and gives birth to a new generation of freedom fighters.

But then the other part of me is full of dread and fear for what will happen now, for what is happening now. Will they smash the monasteries as they again see the monks in the lead? Will they destroy the Bharkor because it's again a lightning rod for protest? Will they move all the Tibetans out of Lhasa because they are in the way? Will they turn the countryside into killing fields because nobody will know what happens out there?
Here in Dharamsala we try to assure ourselves this won't happen. That the Chinese leadership won't dare do this now. But I don't trust them. I will never trust them. All my life I've heard the stories of what the Chinese government does to Tibetans who are too strong, too proud. They try to break their spirit and take away their dignity. In the darkness of the prisons and the jails they inflict such pain and suffering ... there is no way to comprehend it from this place.
China's deadline for protesters to "surrender" has now expired. But it was all a farce. Another carefully scripted ploy to make it look like Tibetans had their chance before the Chinese authorities were forced to take the most extreme measures.
Now all the foreigners are leaving. Soon, only the Tibetans will remain. And, once again, it will be our people -- defenseless and alone -- left at the mercy of one of the most deadly military forces on earth.
Please help us let them know that they are not alone. Help us show the Chinese government that the whole world is watching.

Dear Sir,
May I call your attention on the killing of Mr. Vicente Ferrazini, a small businessman in Davao. As a family friend, I view with sympathy and concern the case of Mr. Vicente Ferrazini who was wrongly gunned down by NPA rebels last February 4. Recently, the NPA apologized for killing him, but they could never bring him back to life, back to the arms of his loving family.
This only shows that there is no justice and legal system under the NDF or CPP organization. People could be tried and meted death by a "lower NPA unit command", as openly admitted by the NPA-MAC statement. It is therefore the NPA who "prosecute", "judge" and execute their defenseless victims.
Where then is the "just people's court" that they are bragging about? Where is the "due process" that they claim to champion?
Mr. Ferrazini is a civilian murdered by an NPA team. He is protected by the International Humanitarian Law as a civilian in the middle of Internal Conflict. The NDF-CPP-NPA committed themselves to CARHRIHL. But the Ferrazini murder is a clear violation of CARHRIHL and being so, an apology is not enough.
CARHRIHL is an agreement of the government and the NDF to respect human rights and the safety of civilians and non-combatants in the conduct of the internal conflict. According to that agreement which they signed in The Hague in 1998, in such case as the Ferrazini Killing, the NDF is duty bound to prosecute the guilty persons who
committed it; aside from indemnifying the victims' family with a just and reasonable amount.
The NDF's so-called commitment to Human Rights and International Humanitarian Law is clearly a mere propaganda. This case shows that there is none, but a bag full of lies. If they will succeed and come to power(heaven forbid!) they will definitely establish a Pol Pot regime and fill mass graves with peoples' bodies.
The NPA's recent apology is nothing but 'crocodile tears' shed before the public to mitigate their murderous guilt. One could be reminded of a similar case: the Digos Massacre in early 1990s. The NDF promised indemnification of the families of victims, which never happened. Now here they are again making that insincere and empty promise.
The NDF and their front organizations mounted complaints of "extra- judicial" killings and "involuntary disappearances" purportedly committed by the GMA government. Now, they are equally guilty of the same human rights violation and criminal act when they killed Ferrazini. They should stop raising the issue of "extra-judicial killings" if they temsleves commit the same crimes.
My sympathies to the family of Enting Ferrazini. Our beloved friend's death will not be in vain. For his death has brought to the fore the reality that the NDF and NPA are also human rights violators.
May we call the attention of the civil society on this case.

After issuing a statement on February 4, 2008 claiming responsibility for the punitive action undertaken by operatives of the Ka Paking Guimbaolibot Red Partisan Brigade (KPGRB)-NPA against landlord-businessman Vicente Ferrazini in Davao City, the Southern Mindanao Regional Party Committee of the Communist Party of the Philippines (SMRPC-CPP) and the Merardo Arce Command-Southern Mindanao Regional Operations Command of the New People's Army (MAC-SMROC-NPA) conducted an internal investigation on the matter. This investigation was initiated to clear the air in the light of various reactions from within and outside the revolutionary movement. The result of this investigation established the conclusion that the grounds on which a lower unit command of New People's Army based their decision to mete out the particular action taken against Vicente Ferrazini are insufficient to warrant the maximum penalty of death. Further, the implementation by the Ka Paking Guimbaolibot Red Partisan Brigade (KPGRPB) of the said flawed decision by a lower unit command of the NPA was likewise found incorrect.
As a matter of self-criticism, we apologize to the family of Mr. Vicente Ferrazini as well as to the people in general for this highly regrettable occurrence. Consistent with the principles, laws and policies on revolutionary justice adhered to by the revolutionary movement, the SMRPC-CPP and the MAC-SMROC-NPA are currently undertaking appropriate and necessary courses of action related to this grievous incident. Among others, we are prepared to make an indemnification for this and are open to meet and talk with the Ferrazini family via their choice of neutral channels.
This self-critical and public admission of fault is a hallmark of the principled standpoint, viewpoint and method of the revolutionary movement. We stand for the truth and struggle for genuine justice; we admit errors and rectify mistakes and are steadfast and undaunted in accepting responsibility all in the interest of truth and justice.
In a fundamental way, this is sharply in contrast to the terrible record of fraud and fabrication, deceitfulness and deception of the Armed Forces of the Philippines (AFP). Numerous cases of the AFP's gross violations of human rights and international humanitarian law under the fascist Arroyo regime's Oplan Bantay Laya I and II have tremendously risen and widely condemned here and abroad and yet the political and military leadership of the Government of the Republic of the Philippines (GRP) remain in a hopeless state of denial. Despite being deeply stuck in the quagmire of state terrorism -- where serious crimes against the people such as massacres, extra-judicial killings and forced disappearances -- are perpetrated in disgusting regularity and brazenness , the AFP and PNP continue to muster the impertinence, albeit vainly, in claiming respect for human rights and adherence to international humanitarian law in its conduct of what is clearly a frantic but futile effort versus the spreading flames of peoples resistance and revolution. #

It seems that there is an orchestrated anti-communist propaganda being weaved around the killing of Ferrazini by military psywar agents. The successive news features on the case and the Penitente statement seek to protray the people's army and the NDF as "human rights violators". Everybody knows that the NPA and the NDF have the highest interests of the people in their fight against imperialism and feudalism. The people's economic and political rights are being violated by landlords and bureaucrat capitalists who deserve the punishment of the people's army.
We must not forget that Ferrazini is a landlord-comprador and his family had exploited workers and farmers for decades. His good public relations cannot cloak their family's exploitative and oppressive acts. The NPA apologized for his killing, it is true. But it is only because of political reasons and not because there was a real mistake in his killing.
Penitente invoked Human Rights and International Humanitarian Laws. These are all bourgeois standards created by the western capitalist world during the cold war era, as a propaganda tool of the imperialists against the socialist camp led by Comrade Stalin. If these will be the norm in determining what is just and unjust, then the rights of individuals will gain higher premium than the rights of the oppressed people and classes. The only measurement of what is just and unjust lies in the reality of class struggles and class wars, where the few ruling social elite exploit the majority of the toiling masses.
In my opinion, it will be wrong for the NPA to tie its hands to the so-called CARHIL because they will lose the initiative from their own hands and momentum, and allow the reactionary AFPwe to launch political-military offensives under the cloak of bourgeois human rights. The NPA should continue its offensives especially now that the reactionary state has exposed its political bankcruptcy and anti-people nature. They should not forget that they are fighting a just war, a war to end all wars, a war to attain just and lasting peace, a war that will uphold the people's genuine human rights in the end.
Mayor Duterte's anger against the NPA is not because he really believes it was a mistake and of no basis. Duterte has a special relation with one of the Ferrazini women. That is the real truth. And he had to denounce the NPA because he wants to please his special friend. We will not blame him. But the public should know where his statements are coming from.
People like Penitente should stop attacking the NPA and allow herself to be used by the military agents. Stop beclouding the real issue. Stop pretending that you and your lot are the "champions" of democracy and human rights because you support the bourgeois ruling elite (if you are not one of them) who feast while our people's suffer in poverty.
Let us not muddle the issues. All efforts should be for the ouster of the US-Arroyo regime now!

Dear Sir,
May I call your attention on the killing of Mr. Vicente Ferrazini, a small businessman in Davao. As a family friend, I view with sympathy and concern the case of Mr. Vicente Ferrazini who was wrongly gunned down by NPA rebels last February 4. Recently, the NPA apologized for killing him, but they could never bring him back to life, back to the arms of his loving family.
This only shows that there is no justice and legal system under the NDF or CPP organization. People could be tried and meted death by a "lower NPA unit command", as openly admitted by the NPA-MAC statement. It is therefore the NPA who "prosecute", "judge" and execute their defenseless victims.
Where then is the "just people's court" that they are bragging about? Where is the "due process" that they claim to champion?
Mr. Ferrazini is a civilian murdered by an NPA team. He is protected by the International Humanitarian Law as a civilian in the middle of Internal Conflict. The NDF-CPP-NPA committed themselves to CARHRIHL. But the Ferrazini murder is a clear violation of CARHRIHL and being so, an apology is not enough.
CARHRIHL is an agreement of the government and the NDF to respect human rights and the safety of civilians and non-combatants in the conduct of the internal conflict. According to that agreement which they signed in The Hague in 1998, in such case as the Ferrazini Killing, the NDF is duty bound to prosecute the guilty persons who
committed it; aside from indemnifying the victims' family with a just and reasonable amount.
The NDF's so-called commitment to Human Rights and International Humanitarian Law is clearly a mere propaganda. This case shows that there is none, but a bag full of lies. If they will succeed and come to power(heaven forbid!) they will definitely establish a Pol Pot regime and fill mass graves with peoples' bodies.
The NPA's recent apology is nothing but 'crocodile tears' shed before the public to mitigate their murderous guilt. One could be reminded of a similar case: the Digos Massacre in early 1990s. The NDF promised indemnification of the families of victims, which never happened. Now here they are again making that insincere and empty promise.
The NDF and their front organizations mounted complaints of "extra- judicial" killings and "involuntary disappearances" purportedly committed by the GMA government. Now, they are equally guilty of the same human rights violation and criminal act when they killed Ferrazini. They should stop raising the issue of "extra-judicial killings" if they temsleves commit the same crimes.
My sympathies to the family of Enting Ferrazini. Our beloved friend's death will not be in vain. For his death has brought to the fore the reality that the NDF and NPA are also human rights violators.
May we call the attention of the civil society on this case.

After issuing a statement on February 4, 2008 claiming responsibility for the punitive action undertaken by operatives of the Ka Paking Guimbaolibot Red Partisan Brigade (KPGRB)-NPA against landlord-businessman Vicente Ferrazini in Davao City, the Southern Mindanao Regional Party Committee of the Communist Party of the Philippines (SMRPC-CPP) and the Merardo Arce Command-Southern Mindanao Regional Operations Command of the New People's Army (MAC-SMROC-NPA) conducted an internal investigation on the matter. This investigation was initiated to clear the air in the light of various reactions from within and outside the revolutionary movement. The result of this investigation established the conclusion that the grounds on which a lower unit command of New People's Army based their decision to mete out the particular action taken against Vicente Ferrazini are insufficient to warrant the maximum penalty of death. Further, the implementation by the Ka Paking Guimbaolibot Red Partisan Brigade (KPGRPB) of the said flawed decision by a lower unit command of the NPA was likewise found incorrect.
As a matter of self-criticism, we apologize to the family of Mr. Vicente Ferrazini as well as to the people in general for this highly regrettable occurrence. Consistent with the principles, laws and policies on revolutionary justice adhered to by the revolutionary movement, the SMRPC-CPP and the MAC-SMROC-NPA are currently undertaking appropriate and necessary courses of action related to this grievous incident. Among others, we are prepared to make an indemnification for this and are open to meet and talk with the Ferrazini family via their choice of neutral channels.
This self-critical and public admission of fault is a hallmark of the principled standpoint, viewpoint and method of the revolutionary movement. We stand for the truth and struggle for genuine justice; we admit errors and rectify mistakes and are steadfast and undaunted in accepting responsibility all in the interest of truth and justice.
In a fundamental way, this is sharply in contrast to the terrible record of fraud and fabrication, deceitfulness and deception of the Armed Forces of the Philippines (AFP). Numerous cases of the AFP's gross violations of human rights and international humanitarian law under the fascist Arroyo regime's Oplan Bantay Laya I and II have tremendously risen and widely condemned here and abroad and yet the political and military leadership of the Government of the Republic of the Philippines (GRP) remain in a hopeless state of denial. Despite being deeply stuck in the quagmire of state terrorism -- where serious crimes against the people such as massacres, extra-judicial killings and forced disappearances -- are perpetrated in disgusting regularity and brazenness , the AFP and PNP continue to muster the impertinence, albeit vainly, in claiming respect for human rights and adherence to international humanitarian law in its conduct of what is clearly a frantic but futile effort versus the spreading flames of peoples resistance and revolution. #

It seems that there is an orchestrated anti-communist propaganda being weaved around the killing of Ferrazini by military psywar agents. The successive news features on the case and the Penitente statement seek to protray the people's army and the NDF as "human rights violators". Everybody knows that the NPA and the NDF have the highest interests of the people in their fight against imperialism and feudalism. The people's economic and political rights are being violated by landlords and bureaucrat capitalists who deserve the punishment of the people's army.
We must not forget that Ferrazini is a landlord-comprador and his family had exploited workers and farmers for decades. His good public relations cannot cloak their family's exploitative and oppressive acts. The NPA apologized for his killing, it is true. But it is only because of political reasons and not because there was a real mistake in his killing.
Penitente invoked Human Rights and International Humanitarian Laws. These are all bourgeois standards created by the western capitalist world during the cold war era, as a propaganda tool of the imperialists against the socialist camp led by Comrade Stalin. If these will be the norm in determining what is just and unjust, then the rights of individuals will gain higher premium than the rights of the oppressed people and classes. The only measurement of what is just and unjust lies in the reality of class struggles and class wars, where the few ruling social elite exploit the majority of the toiling masses.
In my opinion, it will be wrong for the NPA to tie its hands to the so-called CARHIL because they will lose the initiative from their own hands and momentum, and allow the reactionary AFPwe to launch political-military offensives under the cloak of bourgeois human rights. The NPA should continue its offensives especially now that the reactionary state has exposed its political bankcruptcy and anti-people nature. They should not forget that they are fighting a just war, a war to end all wars, a war to attain just and lasting peace, a war that will uphold the people's genuine human rights in the end.
Mayor Duterte's anger against the NPA is not because he really believes it was a mistake and of no basis. Duterte has a special relation with one of the Ferrazini women. That is the real truth. And he had to denounce the NPA because he wants to please his special friend. We will not blame him. But the public should know where his statements are coming from.
People like Penitente should stop attacking the NPA and allow herself to be used by the military agents. Stop beclouding the real issue. Stop pretending that you and your lot are the "champions" of democracy and human rights because you support the bourgeois ruling elite (if you are not one of them) who feast while our people's suffer in poverty.
Let us not muddle the issues. All efforts should be for the ouster of the US-Arroyo regime now!

The GRP and the NDFP have thereby bound themselves to comply with the principles and standards of respect for human rights and humanitarian conduct in the civil war in the Philippines. Both sides in the armed conflict are required to prevent, avoid and combat acts of terrorism against the civilian population and the hors de combat.

Kamakailan lang, buong pagmamayabang na ipinagmalaki ni Ate Glo ang “pag-aasawa” raw ng partidong KAMPI at LAKAS at para sa kanya, ito raw ang magsisilbing “COLOSSUS” at magdodomina ng pulitika sa bansa bago, matapos at malamang lagpas sa kanyang pagtatapos na termino sa 2010. Pangalawa; kung sa katiwalian ang pag-uusapan, bukud sa kurakot na pork barrel, sangkot palagi sa bilyung dolyar sa katiwalian ang pamilyang (rent seeking) Arroyo Macapagal, kung ikukumpara sa ilang daang milyon dolyar lamang kay Mahathir.
Sa “pagsanib pwersa” ng KAMPI at LAKAS, sa totoo lang, walang epekto't pakinabang ang mamamayang Pilipino at mas kapani-paniwala pang sabihing mas lalo lamang ilulubog nito sa mabantut na BABOY KURAL na pulitika at ekonomya ang bansa.
